All the advice i can give is give it up... toronto is probably the worst place to look for fly fishing. I'd suggest fishing with worms or the Rapala Husky Jerk BB or GOLD near Scarbrough Bluffs at lake ontario. Besides a great veiw of the Bluffs, you can catch some pretty large pike there.
Yes you need a licence. Go to Canadain Tire's Costomer Service with ID and purchase a fishing licence for $28.99 (i think) to be able to bring 6 fish home with you and to be able fish in Ontario. I strongly suggest you DO NOT eat the fish you catch at the bluffs or in Toronto if you decide fish there.
