Panama City fishing in the Bay the weekend of July 23rd was slow how ever I did have some luck trolling with some plugs 8" 25' + divers. I caught several grouper and red fish. The only keepers was one 24.5" grouper and one 34 inch ling. You never know, the only thing you can count on is if you don't have a line in the water your not catching anything. GOOD LUCK!
