FYI: Synopsis: Conditions are favorable for a transition from ENSO-neutral to El Niño conditions during June - August 2009. ENSO-neutral conditions persisted across the equatorial Pacific Ocean during May 2009. However, sea surface temperature (SST) anomalies increased for the fifth consecutive month, with above-average temperatures extending across the equatorial Pacific Ocean by the end of May (Fig. 1). Accordingly, the latest weekly SST indices ranged between +0.4o to +0.5°C in all four Niño regions (Fig. 2). Subsurface oceanic heat content anomalies (average temperatures in the upper 300m of the ocean, Fig. 3) also continued to increase in response to a large area of above-average temperatures (+2° to +4°C) near thermocline depth (Fig. 4). These surface and subsurface oceanic anomalies typically precede the development of El Niño. From early 2007 through April 2009, enhanced low-level easterly winds persisted near the Date Line, interrupted only briefly by Madden-Julian Oscillation (MJO) activity. However, during May 2009, both the lower-level equatorial winds were near-average in that region despite the absence of the MJO. Also, suppressed convection expanded westward along the equator from the Date Line to Indonesia. The recent oceanic and atmospheric anomalies are consistent with ENSO-neutral conditions, but also reflect the evolution towards a potential El Niño. There continues to be considerable spread in the model forecasts for the Niño-3.4 region (Fig. 5). All statistical models predict ENSO-neutral conditions will continue for the remainder of 2009. However, most dynamical models, including the NCEP Climate Forecast System, predict the onset of El Niño during June - August 2009. Current observations, recent trends, and the dynamical model forecasts indicate that conditions are favorable for a transition from ENSO-neutral to El Niño conditions during June - August 2009. This discussion is a consolidated effort of the National Oceanic and Atmospheric Administration (NOAA), NOAA’s National Weather Service, and their funded institutions. Oceanic and atmospheric conditions are updated weekly on the Climate Prediction Center web site (El Niño/La Niña Current Conditions and Expert Discussions). Forecasts for the evolution of El Niño/La Niña are updated monthly in the Forecast Forum section of CPC's Climate Diagnostics Bulletin. The next ENSO Diagnostics Discussion is scheduled for 9 July 2009. To receive an e-mail notification when the monthly ENSO Diagnostic Discussions are released, please send an e-mail message to: ncep.list.enso-update@noaa.gov. |

Deke had some great dines today, went out and tried for butt's today both bouncing ball and drifting live bait. Had a couple of raked baits and otherwise nothing. Heard that there were only about 3 or 4 halibut brought in today, and that bottom fishing was slow also. Kevin (KATMANDU) |

Need a little advice. Thinking of taking a week this summer to drive (camper) and explore the pacific Northwest (Oregon and Washington). It will be my wife and 17yr daughter who loves to fish. I was thinking of arranging a couple of one day fishing trips. I have never fished the northwest before but see a lot of you who do. Can anyone recommend some reasonable outfits that may be able to take my daughter and I fishing for a day. We really would like to focus on Pacific Halibut, Salmon, and Tuna? We have our own lodging and food, really just need the charter but don't want to do party boats or bring my own gear. I really want to show my daughter what fishing could be like if we had better management over our fisheries in CA. Anybody have any advice on locations or companies that can show us some awesome fishing? You can email me to save board space. Thanks again chad.alphainc@gmail.com |

Hugh, that sounds good, we'll have to work out the details and try to get a bunch of the guys in.Maybe Marty would be willing to hold the cash, of course it would have to be cash only. This should add interest to the tourney if we can get enough people to participate. Anyone else on this board interested, please post. |

This is a new service of Terrafin and here is their description: Cloud Free Blended SST Charts Info Update Frequency - We update the Cloud Free SST charts daily. NASA processes the data each day for the previous day, so the charts will always be one day behind. Understanding the data - The Cloud Free Blended SST data is derived from a combination of data from different sources. Some of the data sources include satellite Microwave data with a resolution of 25km., GOES (Geostationary Environmental Satellite) data with a resolution of 6km., along with MODIS and AVHRR data with a resolution of 1.1km. The microwave data is not affected by cloud cover, but as you can see is very low resolution. The MODIS and AVHRR data are the highest resolution, this is the data that we use for our standard SST and Chlorophyll charts. This data is blocked by cloud cover, as our subscribers are all too aware. The goal is that by combining the cloud free microwave data with higher resolution data from other source, a reasonably accurate estimate of the SST's can be produced on a daily basis. Realize the Limitations - At first glance this may sound like the answer to all of our problems with cloud cover, but it's important to recognise the limitations. 25km resolution means that there is one value for an area 25km by 25km, that's over 600 square kilometers of water. While this is fine for getting the big picture, it's not going to show you the smaller edges that we look for. Incorporating the higher res dats definitely improves on this, but it might also show some "edges" that are actually due to the blending of the data, instead of the actual water. When we have reasonably clear skies, you will almost always get more accurate data from our standard SST and Chlorophyll charts. But, when the clouds take over this should be a great alternative to at least have a rough picture of what's happening out there. We're still in the development stage with this data. We'll be adding more references and contours to many of the regions over the next few weeks. As we see how the images come out we may change the boundaries of some regions. As always, we welcome your feedback and suggestions. |

This just come in from JCL5@pge.com Over the last few hours, we have seen the northwesterly swell increased rapidly at the Diablo Canyon waverider buoy from less than 3 feet last night to over 7 feet this morning. Note: Swell heights at the offshore buoys are running at about 13 feet this morning. This morning's 6 to 8 foot northwesterly (300-degree deep-water) swell (with a 7-13 second period) will continue at this height and period through tonight, decreasing to 5 to 7 feet (with a 7-11 second period) on Saturday. |

Thanks to Will, BJ, Travis and Harley for being our Stalking Horse. Harley checked out the Donut area for the same results. We need some clear shots to see the big picture out there. The wind and swell is back up this morning, as advertised, maybe it will blow the fog away so we can get some good SST/chlorophyll shots. In the meantime back to watching and waiting. |

Well, we can call it a day after over 200 miles of searching. We stuck to the plan and headed about 50 miles west of Morro. Never saw water over 57 degrees. Then we worked up to the CSM bouy and found some 58.3 degree water and worked it for hours for nada. Great weather for tuna, but all the temps. were about 2 degrees less than we expected from the SST charts. Heard a rumor of commecial guys getting over 200 outside the donut. Long day, but what the heck, we were fishing! Will |

Don't know about longfin swimming offshore, but I was fishing dines and macks off Port San Luis wharf this morning, I noticed 4 San Diego bait boats trying to make bait, between Pismo and Avila, these guys were High Liners (FV Her Grace and company). Don't know, maybe they were just makin bait on their way to Oregon.....but it's been 5 years since I have seen these slammers working bait here...........maybe just maybe this year |

Just got back from the columbia river last night - hit the over-sized sturgeon again for 3 out of 5. All nice fish from small one at 175#'s to 400#'s. Slow on the shad fishing for bait, but the big fish are still there feeding - so if you need to reel on something huge - give it a try. Contact me for guide info - he's very good ! |

If anyone is going out of PSL tomorrow looking for LFT I think that plume at the old buoy site has reformed. The SM buoy which is on the 120:51 line is almost 60 degrees this evening. Just a WAG but might be worth a look ! The marine layer is fading so there might be a picture tomorrow morning. I will be on 68 and will yell if I see a later shot. |

Just got back from last Saturday`s ocean sport coho salmon opener on the Oregon coast..We should only have fishing so good here.Four of us left the Winchester Bay harbor at 7:00am and we back at the dock with our 12 hatchery fish limit by 9:30.We actually caught more than 60 coho and 5 chinook in that 2 1/2 hour period, but were obliged to release all of the native (non clipped adipose fin)coho, and 100% of the kings. At any given time we had 2-4 fish going and went through 60 herring before we had to switch to hoochies and crocodiles...The river fishing on the Willammette and McKenzie Rivers was good but not wide open with 3 days of fishing for spring chinook (OK to keep 1 per day in the river)and summer steelhead.....Jeff |

Weather: The forecasts and computer models look pretty good, except for friday which may be a bit breezy, through monday. Even this marine layer is forecast to clear out for a few days which will let us get a look at the SST/Chlorophyll/altimetry. I expect with not much wind the water will reform quickly. The SM buoy has already come up 4 degrees. |

Steve: Based on that research article you posted a while back, if the sub-groups do indeed split at the 40 lat line then the Oregon fish are not our fish. Which means the SD fish are our fish. So then we have to put a curse on San Diego. Know any Chumash Shaman? There are a few reports of LFT out of SD. Maybe the water will get too hot down there and push the fish up here. |

Pac NW Tuna News, This may be bad news for us, but they are starting to get ALOT of Tuna off of Oregon & Washington already. The fish are still a ways out (100+ miles), with mostly large charter boats and commercials getting them now...a charter just returned to Westport, WA with 70 fish! (http://www.ifish.net/board/showthread.php?p=2597237#post2597237) I hope I'm wrong, but it seems like when they get a lot of fish in Nor Cal, Oregon and WA...then we don't get very many or none at all! Please be wrong!!! Good luck to those that are trying tomorrow. best fishes, steve |

Fished Morro yesterday. Fantastic weather... was just a bit of residual lump in Estero and a nice clean 6 foot or so swell outside. Light variable winds all day seems like we drifted in a different direction each drift. SLOW fishing on rockfish! We did manage 3 lings and 2 halibut and a few assorted rockfish. The 'butts weighed in at 20 and 35 lbs. Had 3 healthy feeling halibut come unbuttoned and one wrap up in kelp and several racked baits... they are out there. 50' depth. |

Slow day today only 4 boats launched. 3/4 limits 5 lings and 4 halibut. Tommorrow is a 1.8 minus tide and it looks like about 7:30-8:00 launch time depending on the size of boat. I'll still be there at 5:30. I'm leaving on vacation thru July 5, so call down and talk to Harold or Del for the report and what time they are going to show up in the am. Andrew- yes it is the 25th-26th and I'll have more info when I return. Hope all of you have a safe and fun 4th Good Fishin Marty |

The wind on all the buoys has come down and the San Martin buoy has already jumped up a degree. The water west of Morro looks the best. The area around the "PSL buoy" might be a little green based on yesterdays Terrafin chlorophyll but it is a lot closer to Avila. |

Looks to me like Altimetry, Chloro and Temp all line up pretty good 30-40 straight out of Morro Bay. |

Friends: Just a final comment on the parking/launching issue in Morro Bay. There has been some suggestion that the "commercial guys" are getting a sweetheart deal and the recreational guys are getting screwed. It may look that way ... but let us not take shots at the commercial guys. I was the first one to post on this web site about the parking fee issue. I heard about it from Jeremiah O'Brien. He called me to say that the Morro Bay Commercial Fishermen's Org. wanted to help recreational fishermen anyway they could. They would support any response that the recreational guys could get behind. There is certainly no reason to have any hard feelings toward the commercial fishermen. I appreciate their presence and feel all of us should work together. We should not be divided on this issue. Fishing is their livlihood. They are all struggling. Anything that helps them is okay by me. Mel |

Friends: We have one strong supporting voice on the F&G Commission. Commissioner Richards is asking that the MLPA process be put on hold because of budget problems. Here is a letter by Vern Goehring worth considering: Thank Commissioner Richards As you know Fish & Game Commissioner Dan Richards is standing up for smart government (even though you thought that was a conflict in terms). If you feel he is standing up for fishing, you would be wrong. It doesn’t take a fishing supporter to see that obligating the Department of Fish & Game and future Legislatures to huge unfunded costs by initiating new programs is simply wrong. And this "wrong" is magnified by the Administration acting like its not happening while it moves to cut health care for children and elderly citizens and close State parks. The Governor says we need to learn to live within our means, but does he mean it? Multiple estimates, including one from the Department itself, say managing MPAs in the future will cost in excess of $35 million annually. Again it doesn’t take a fishing supporter to know that money like that won’t be available anytime soon. So you see Commissioner Richards is standing up for smart government when he asks for a measured approach to adopting MPAs in balance with available funding. We need to make sure the Governor knows we respect and agree with Commissioner Richards. Please send an email to the Governor, he won’t read it but his staff will count it. You can send an email from his website: http://gov.ca.gov/interact#email Enter your name and select "Other" as the subject, to minimize the chance your message will simply be redirected to another office. Tell the Governor you respect and commend Fish & Game Commissioner Dan Richards for standing up for smart government and working to avoid unfunded mandates on CA citizens and the Department of Fish & Game. DO IT TODAY! Vern Goehring CA Fisheries Coalition 916-444-8194 916-444-8195 Fax PS, please spread this far and wide. We needs 1,000s of emails to the Governor. |

Will, Both areas look good break wise but not sure of the color. WE won't be getting any chloropyll today so the color will be a gamble for tomorrow. I checked the Coast watch Modis data and looks like green water both areas. Hope we get a shot tomorrow. |

Weather: Tomorrow and thurs look good weather wise. SST: Excellent shot on the 21st. Shows a great looking plume at the old PSL buoy site. 16nm on a 243 at 35:05/121:04. Solid connection to the SW, 1908 and beyond. Temps down a little due to the wind but the shape is there. Can't tell about the color. |

Well it didnt matter to the city counsel that their own staff told them not to enact the parking fees because thay will not recoup the cost or that fishermen paid sales tax on the boats when they bought them or that we pay yearly restration, gas taxes, sales tax on gear and electronics, fishing lic, repairs etc... or that we bring people from out of town to stay at hotels and our wifes shop along the waterfront waiting for our safe return that we dont deserve free parking ( remember the launch free ). everyone else who comes from bakersfield with 5 bucks and a clean shirt and doesnt change or spend either one gets to park for free.we get nothing out of the deal. the kicker is that in their own report they selected us not for the money but "to check the negetive responce before enacting a more strict system".if you ask me the city should have caught bait and gave it out free for what we give back in revenue. i know some of you wrote letters but i was the only one to speak at this final meeting. okay, apathy. |

Joe, fishing here at Naci isn`t good but I`ll bop over to San Antonio and check it out and post. It`s hard to get a reading on fishing at the 2 lakes. Forever Resorts could care less about the fishermen. There was an article about them in the Trib saying how good they were, they are pathetic. I worked for them last year, never again. I feel a little guilty for always poaching info and never posting. I've been fishing MB for halibut. The season started out pretty good with a few fish pushin 20#. Not as hot as PSL but definitely fish around. Cayucos was hot for a few days in 6-8 fathoms fish were the 10-15lb models with a couple of hogs in the mix, but the bay seems to have the best action. With some days multiple fish and a lot of raked baits. This week has been slower, heard rumors of some fish caught in the bay but i have been skunked! not even a bite for 3 days. Theres a lot more bait in the bay this week. Jigged some spanish, greenback macks and some sardine today. Fished a funky tide. |

WEATHER: Except for wednesday the forecasts and models are not yet in agreement. They do seem to indicate a calm day on wednesday. Maybe later today after the first team is back on the job, we will get a better idea for the rest of the week. Tides will be a problem for an early launch all week due to the new moon. SST: Can't tell what the water really looks like until this wind backs off for a day or two. |

Spent an hour or so working/swimming my Dog at Fisherman's Beach on Friday morning and was inspired by the kayakers so I decided to leave the Whaler at home this morning and instead, launched my Yak from Old Port Beach. Didn't fish too hard but decided to drag around a swimtail for no nibbles on the incoming tide. Needed the exercise, anyway! Wind was up early and the sun never broke through like Friday. |

Greetings, Fished PSL in the skiff today. Got a kind scoop of sardines from Deke and attempted to head N...got about 100 yards and decided to turn around and head to Shell. Very slow fishing today, but we did manage 1 24" but, 3 short ling, 2 gophers, and 6 bolina. Decent weather off Shell until 11 a.m. when the wind swung inside. It was impressive to watch the outrigger canoes in the rough seas. Those guys and gals were cruising! We clocked them at around 6-7 mph! Hope the wind lays down and the tuna come closer lat, steve |

Here is some more "1. The most critical demands for parking in Morro Bay occur for very brief periods (over 1 hour periods mid-day) and in very limited locations (the core blocks within the Embarcadero). When utilized in areas of relatively low critical needs such as these, metered or paid parking can create the unintended consequence of actually deterring needed commerce. 2. Pay-for-parking may not off-set the costs associated with the acquisition and maintenance of devices and equipment, or related personnel and operational resources, and as such, with only limited utilization could have negative impacts on the City budget." |

This is from the city report. It appears that the city of MB thinks that paid parking is a detriment to commerce. It is the Harbor dept. that is asking for the Coastal permit ( wonder why we not informed on this board?) "The City’s Harbor Department is applying for a Coastal Development Permit for paid parking at Tidelands Park boat launch parking area. This paid parking is proposed to only include the long trailer spots. This may be an opportunity to gauge opinions from customers before pursuing a more structured and intensive paid parking program. CONCLUSION: Staff agrees with the conclusions in the 2007-Parking Management Plan and does not recommend pursuing paid parking in Morro Pay at the present time." |

Stacey, another way I've seen the hookup alarm done on S.D. boats is they tie an air horn to the boat line at the cleat with the tuna cord like a bridal with the main line routed over the button, I think they had a piece of wood the cord went through, like a big bead, so when the cord is pulled the horn honks.Very loud. |
