Plan b, That's correct... while fishing for salmon or with salmon on board you would be limited to the salmon methods of take. So, you could fish for other species that were in season as long as you followed the guidelines per CCR T-14 27.80 (a). Thanks and good luck. |

fishcop, to be sure, we can continue to fish for other species of fish, after we have allready caught limits of salmon, using salmon gear, as long as we are using barbless hooks, and the fish is in season? and guys, for what its worth i checked my wire and found several weak and rusted spots on supposedly stainless wire. also i've learned over the years to strip off 20 or 30 ft of wire and recrimp the snap. lead balls aren't cheap and on top of that, why ruin a great trip on the water...good luck to all this year! |

Mel CCFCC Central Coast Fisheries Conservation Coalition 1326 Chorro Street San Luis Obispo, California 93401 (805)544-2424 March 2007 ANNUAL MORRO BAY FUNDRAISER – APRIL 13 Our big fundraiser of the year will be a fish-fry at the Morro Bay Community Center on Friday, April 13, 2007. The fun starts at 6:00 p.m. with complimentary drinks and camaraderie. We will have great raffle and auction items and a door prize. Tickets have been lowered this year to $25 and include membership in the CCFCC. Tickets will be sold at the door, but I recommend you get them in advance at Virg’s, Patriot Sportfishing or Four Seasons Outfitters. There is a limit to how many we can put in the auditorium and you don’t want to be turned away at the door! You can also get tickets from any member of the CCFCC board of Directors. These fundraisers are an important way for us to get our message out and provide funding for our efforts to protect your fishing rights. The Past Year in Review • What do we stand for? The CCFCC is a conservation group with a purpose of preserving the fisheries along the coast of California so that this cherished sport and natural resource can be enjoyed by many generations to come. We promote education about the status of marine life along the coast and the status of our coastal fisheries. We promote sustainable fisheries management based on science and reliable data. We also resist unreasonable or politically-motivated efforts to limit our fishing rights. • What did we do in 2006? 1. We held two successful fund-raiser dinners in Avila Bay and Morro Bay. 2. We attended (through our directors and members) numerous Fish and Game Commission meetings giving testimony to protect our fishing rights in connection with the Marine Life Protection Act (MLPA). We also provided transportation and lodging to our members who went to Sacramento to testify about the MLPA. 3. In June of 2006 the Pacific Fisheries Management Council (PFMC) decided our rockfish season for 2007 and 2008. Our Fish & Game Department proposed that we only have six (6) months fishing from June 1st until November 30th. This would have crippled our party boat operators in Morro Bay and Port San Luis. In last-minute efforts by the CCFCC at this Foster City meeting, we were able to bring this issue to a pivotal vote before the entire council. With crucial votes by two California members of the council together with members from Oregon and Washington, we were able to win another month each year over the strong objection of our state Fish & Game Dept. So, we will get May 1st to November 30th for rockfish angling in 2007 and 2008. This was a huge victory for coastal fishermen. 4. Two of our directors (Bob Hather and Darby Neil) served on the Central Coast Stakeholder Group connected to the MLPA process. They worked for an entire year lobbying to keep no-fish marine reserves to a minimum. Thanks to their hard work we have kept the reserves to a minimum in our area. 5. Mel de la Motte is an active member of the Marine Interest Group (MIG) of San Luis Obispo County. CCFCC directors have been working diligently for three years in an effort to get Fish & Game out of its “data poor” condition. This “data poor” condition mandates that F&G reduce our fishing opportunity by 50%. The CCFCC has provided grant money to the MIG to sponsor a valuable study gathering data about nearshore rockfish on the Central Coast. This study was recently published in a prestigious marine science journal, California Cooperative Oceanic Fisheries Investigations (CalCOFI). During 2006, Mel brought staff of the Fish & Game Dept. to MIG meetings to discuss results of this valuable published report. If we can move F&G out of its “data poor” status, we can get back valuable fishing opportunity for our anglers. 6. We supported a lawsuit filed by the Coastside Fishing Club to prevent outside special interest groups from funding the Marine Life Protection Act (MLPA). This insidious process allows anti-fishing groups to manipulate the MLPA process by their control of the purse-strings. The case was dismissed by a liberal San Francisco judge, but is still on appeal. 7. Rockfish regulations for 2006 gave our anglers only five (5) months fishing. Through our lobbying efforts with F&G we were able to get an in-season adjustment adding an additional month of fishing (October) for our anglers. 8. We met in Sacramento with Fish & Game staff lobbying to find collaborative ways that we can help to move F&G out of their “data poor” status which reduces our fishing opportunity by 50%. • What is planned for 2007? 1. We plan to attend Fish and Game Commission meetings and meetings of the federal PFMC. We will continue to build our reputation as a “watch-dog” organization that protects recreational fishing rights. 2. We will continue to be active in the Marine Interest Group (MIG), promoting marine education and conservation. 3. We are going to make major efforts to initiate state-wide meetings and workshops to address the “data poor” condition of Fish & Game. F&G staff says they will work with fishing leaders in an effort to gather this data and move us out of the data poor condition. 4. We are going to try to get maximum publicity for the valuable study mentioned above and published in CalCOFI, which is the first study of nearshore rockfish along the Central Coast. This 25-year study should help in our efforts to lengthen our fishing seasons. • How are we spending your money? 1. Last year we gave $5,000 to the Coastside Fishing Club to help pay for a lawsuit attempting to stop outside interest groups from funding the Marine Life Protection Act (MLPA). That case is now on appeal. 2. Last year we paid $5,000 for legal research on a possible lawsuit against the Dept. of Fish & Game for their failure of gather data about nearshore rockfish. Gathering this data is mandated by law. Their failure to gather this data keeps us in a “data poor” condition which leads to reduction of our fishing quotas by 50%. This is the key reason why our fishing seasons have been reduced. 3. Last year we gave $5,000 to the California Fisheries Coalition (CFC). This is the most powerful and effective organization that is fighting to reduce the size and number of no-fish reserves along our Central Coast. We will continue to support this organization financially. 4. We paid for travel and lodging expenses of board members who have attended regulatory meetings in California, Oregon and Washington. 5. We contributed money to dinners and meetings of the Fish and Game Commission when they came to this county for meetings. 6. We have no paid staff and all the work of the Board of Directors is pro bono. • Feedback We invite feedback. Please contact any of the Board members with questions or suggestions. SURF PERCH was slow on Monday at Little Pico and Santa Rosa creeks. fished the incomming tide with a buddy for four keepers. Water was pretty stirred up with beakers close together. Better than working and overall a nice day on the water. here's hoping for a good salmon opener, I will be working on sat so will miss the first day. I picked up an interesting book called SEAWORTHY, written by the guy who reviews claims for boatus insurance and geared towards the cause and prevention of the accidents. some real good info. Be safe for the opener, hope it is WFO for you guys, we are due for a good salmon year. |

Does it really matter where the bait comes from...those fish would eat bait natually anyways so whats the difference if they eat it natually out roaming the ocean or are fed bait by hand???? All fish consume a certain amount of bait to grow no matter how they get it...I would worry more about the sealions eating all the bait and your salmon. There is no shortage of bait fish on our coast. |

I wanted to thank everyone involved with the salmon seminar. I had a blast. I actually had planned to drive down early that day from Santa Clara and have a relaxing trip. It took me an hour to get three miles from my house on a Friday afternoon at 1:30 pm. I was traveling with the wife and two very grumpy kids. Needles to say by the time I got to the BBQ I needed to consume massive amounts of fermented hops, and that's were the Sportsman pub came in. Anywise, I may have ruffled some feathers and wearing the nametag with Andrew Christies name on it didn't help but I was only having fun. I felt the only reason I could let lose was because I was in good company. I feel very fortunate to be associated with a unique group of folks called Central Coast Fishermen. Carl |

Thats right David(Bbq) I have always believed that those folks are hypocritical when it comes to their own harvesting to keep their criters alive. I also wonder how many of those folks consume fish at resturants on a regular basis? |

Weekend Weather: Right now all the charts and forecasts indicate a sloppy opener for us but pretty good in Monterey. The mornings are usually ok but by lunch it will probably be pretty sloppy ! But as usual, since it is only tuesday, it is subject to change. |

Food for thought? Where does the Packard Foundation get the food to feed all the fish they are protecting at the Aquarium? Is it man made? Or does it come from the Ocean? How many Anchovies and Sardines, are they killing to feed the protected fish they keep in thier tanks? If Aquaculture is the answer, where is the food going to come from to feed the fish? The Ocean? How many natural specieas of bait, anchovies, sardins, and smelt, are they going to deplete and kill to feed the pen raised market fish? Killer B's I hear you on the closures. Hoping Mel/CCFCC will soon have some new info on how to get dfg out of their "data poor" condition and maybe get some of our freedom back. Couple weekends back sure would have been great to get out on the water and bring back some fish taco main ingredients. Mel--any input? Can we look forward to any new info at fundraiser? I put my boat in on Fri. and brought it down to a mooring at Avila. Looked around for just a little while up outside of Diablo in about 200-250 ft. of water. Water was 53.4, some birds on the water here and there. There was a good current break scum line that had some bait on it. Water inside the break was brownish green and somewhat cleaner on the outside. Lots of gray whales. Hope to get up again before opener to scout some more, I'll post if so. Thanks for the input on the islands guys, I'm gonna error on the safe side and wait for the salmon opener out of MB. Can't wait for rock fish to open, these fishing closures suck. Lets hope for a better salmon season than last year and some closer bigger schools of longfin in the summer. |

27.80 para (2) Barbless hooks. No more rhan two (2) single point, single shank barbless hooks shall be used in the ocean north of Pt. Conception when salmon fishing or fishing from any boat or floating device with salmon on board. |

To all, Thank you for the support at the salmon seminar. The anglers are where it's at... and I look forward to next years seminar. A couple of things that I want to cover is the slider rig and rockfish / salmon topic. Slider rig is OK for tolling. When not under power (trolling) barbless circle hooks must be used and hard tied to the line with a minimum of five inches between each hook. Any legal fish can be aboard with salmon; however, when salmon are aboard barbless hooks must be used. This does not prohibit the possession of barbed hooks, only the the use of them while salmon are aboard. If someone wanted to fish for rockfish and salmon on the same day (The seasons must be open), I would suggest that the angler taget rockfish first. Once again, salmon aboard limits the angler to the use of barbless hooks only. If any questions should arise...post it. Thank you. |

The salmon seminar was fun last night. As usual, the new DFG enforcement officer seemed like a nice guy but needed a little help from the crowd to expalin our complicated regs. I'll be putting my boat back in the water tomorrow and trying out the gear for a dry run this week. I'll post with any reports of bait and fish. |

Matt, Sunday evening/Monday looks pretty dicey right now for Rosa and front/west sides of Cruz if you believe the NWS forecast. It's always a crap shoot. Sometimes you have to make the call at the last minute and even then it can fool you. Play it safe since spring time is notoriously bad at the islands. That said, you can still pick the nice days but spring is typically pretty windy and rough. |

Matt Killer B's-- I bought a waterproof map (Fish n Map Co.) of the islands that shows the closed areas and also historical good fishing spots, very useful. Title is "CHANNEL ISLS./VENTURA CHARTS". Think I got it at Hook/Line/Sinker in SB but also available at West Marine. Google search should turn it up, where to buy etc. Here's a link to the DFG map of the CCA, which includes SB and San Nicolas Island, but not the other channel islands. The DFG website also has maps and regs for specific areas...http://www.dfg.ca.gov/mrd/cowcod.pdf A mixed swell makes it hard to find a comfortable anchorage but the South end of Cruz at Smugglers Cove has consistently worked out best for us. Been over there 5 times now and hope to go back many more. Very cool place. Guluck if ya go, look forward to report. Cloud out |

Matt here is the regs for the white sea bass: White Seabass The recreational fishery for white seabass (Atractoscion nobilis) remains open year round. The daily bag and possession limit is three fish except that only one fish may be taken in waters south of Point Conception between March 15 and June 15. The minimum size limit is 28 inches total length or 20 ½ inches alternate length. |

Just took a second look at the dfg regs. now my head hurts and I guess I should file a retainer with a lawyer before putting the boat in the water. maybe I should just leave the fishing gear at home and go look at the fish if that is still permited. I did figure out that the cowcod ares wont affect me but I could not find any info on white sea bass limits and size. any help is appreciated |

Im thinking of dragging the killer B's to santa barbara to fish the islands this weekend on sunday and monday. looking for input or opinions on the status of the weather. NOAA calls for 7-9 foot mixed swell this on those days. I know the channel can get nasty under certain conditions and have only fished down there one time. also as to the regs for bottom fish, best I can tell the whole area around the islands is a cowcod preservation area and only fishing to 120' is allowed. I know there are also some no fishing zones and have a two year old map with those on it. have there been any changes since then. Any help is appreciated, not sure if I should stay home and plant some veggies or go kill some fish. |

Tim, I will try to get a timeline up today, but if I don't have time, it kind of went like: Dinner @ 5-6 then CCSE for 20 min. F&G for 20 min. then PMFS for 30 min. then Harbor Patrol for 20 min. then auction, then how-to-fish last. Drinking and raffle will be dispersed throughout the evening. |

John, I don't know who would be available all day to weigh the fish in Avila. Avila fish are eligable as long as the boat has left from, and returns to Morro Bay. |

I think there minds are made up already, It seems like no matter what kind of true and concise information that we give them, they will not waver , TRUE POLITICIANS, It sucks big time , but I guess we are lucky they let us fish at all. what about the CRFS data? If we can show the CRFS data plus the charter boat data = a healthy fishery, couldn't we argue for longer seasons? Or is that way to easy? |

'Based on this Carl, these extreme Environmentalist have views about the closures that are not logical, I truly believe that the end game for them is a no take zone from the Mexican border to the Oregon border and 0'to 600' depth restriction. I can remember the statements by Lucile Packard (The heir to the HP fortune) at the Montery Bay MPA meeting, she said "I want those fishing boats off my Bay". That's how out of touch and delusional most of these people are, so to answer your question "how much more do they want?" They want it all Carl. I understand the point that Dave Rymal was making in a previous post about the Cristies being brilliant and dedicated people.The translation: These people are relentless toward their goals,but remember that the world is full of dedicated and academically brilliant people who are idiots. Tsunami Carl, I would like to add to your post. What you stated are the exact reasons why I am SO against any further closures ahem I mean taking of our freedoms by the un-informed. We've had ENOUGH, and ENOUGH is ENOUGH. I stand in full agreement with you. First, this is in no way intended to slam the hard-working wardens out there trying to protect the resource from poachers and their ilk. But we need to continue to let bonehead politicians & bureaucrats know they must stop taking away our freedoms based on conjecture, scare tactics and lies. The CalCOFI report is a good start. There is still along way to go. I feel compelled to re-state the outrageous, unreasonable & unfounded reason why this areas RF season has been so severely cut: THE DFG NOT DOING THEIR JOB BY COLLECTING THE DATA THEY WERE MANDATED TO DO. The law mandated cutting fishing in half ONLY because data was not--and STILL has not--been collected. NOT BECAUSE THE FISHERY IS IN TROUBLE; as we now have as hard fact it was not, is not, and isn't likely to be in the foreseeable future. Especially with the draconian measures now in place-and soon to get worse! I do not understand why this doesnt irk more people to action. It is patently un-fair.
