Steve, I have found some officers interpret the law how they want it or think it should be. Like someone else said, F'n G only considers a gun loaded if you have one in the pipe. But they could choose to enforce the penal code too where a gun is loaded even if the ammo is attached on the stock or sling. Your chp pal needs to read the law. I'm no expert either but here's how I read it: http://www.ag.ca.gov/firearms/forms/pdf/Cfl2006.pdf See page 32 "Carrying a Concealed Handgun Without a License on One's Person or Concealed in a Vehicle" page 33 exceptions, specifically adresses hunting and fishing, ie. in your boat. I have found that when you leave them in plain view officers don't like it. Don't blame them at all but that is the law. I always keep my hands in plain view, carrying or not. There is no law saying they cannot cuff you while they run the gun and vehicle registrations either so best to lock 'em up! When the warden's happy, everyone's happy! That's how it works in my house anyway . . . |

actually darby a hand gun has to be in a locked box regardless were it is in your vehicle. allso amunition must be in another location other then the handgun. i just had a conversation with a CHP the otherday about this same issue. |

I know that for purposes of an abode (with the inherent rights to arm and protect oneself within), an RV is the same as a home. And I believe that is only when you are parked/camping, not in transit. In transit, I believe that the standard transport laws apply. However, I don't think that it's the same with a vessel unless you are living in it like a cruiser or such. But I'm no expert in this regard, and I think that a boater is perfectly legal to be armed as different laws apply on the water? I'll ask the Coasties next door, and maybe one of our DFG Wardens can chime in? One thing that I do know, I'm 99% sure that any type of firearms are prohibited in the designated "sea otter refuge area," which goes from somewhere in Monterey and down into Cambria, out to the 3 mile limit. It's on all the charts. Enforcement of that restriction??? But, as someone stated in an earlier post, the main reason that both DFG and the Coasties ask is for their own knowledge and protection. If you are armed, it's best to tell them so, and point out the weapons - NOT grab them and show them!!! Eric Endersby Morro Bay Harbor Patrol |

Took the kids to Pismo again to fish for perch. We have been taking advantage of the great weather and fishing the sundown bite. Last night was relatively slow, we got only two, lost one sizable one, and missed lots of bites. What I learned is that if we weren't getting bites, it was becasue we were casting too far. It is hard to resist throwing as far as you can. But inevitably, the bite was only 10 yards from where we stood. I have run out of bloody sand worms. Where are they sold around here? I tried using a freshwater version called turtleback in green/pumpkin. They got bit, but not as much. That may be why we got so few fish last night. For the last several weeks, the bite has been great right after the sun goes down between grand avenue and the pier. |

I know the laws change a little if it is a living residence like RV or camper? I guess you could make the claim that your boat is living quarters, but then again why couldn't a car be considered a living residence? Perhaps someone from the Harbor Patrol of DFG can chime in. We as honest law abiding citizens don't want to go on shooting spree's we just want to be able to observe our legal right to bare arms. Any law enforcement agents want to clarify? Thanks |

Chest waders are fine if you wear a wading belt. It is just a belt around your waste that doesn't allow your waders to fill up. If you belt is tight, you float like a cork! You can have the same issue wading in rivers! |

I just noticed Blackie's post at the bottom of the page regarding chest waders in the surf. My uncle nearly drowned last week at pismo. Would have too except Dean Johe pulled him out before the rip got him. First they filled up with water and when he got flipped over the remaining air went to his legs and feet. Like he was wearing a lifejacket around his feet! It's just a funny story now but he went down and bought an inflatable life vest the next day! I'd wear a wetsuit. |

This is an interesting question. Maybe we could get Bob Gannon (CHP) or one of the local wardens to respond? Do you guys remember the case of Jim Blaze several years ago? USCG wanted to board his undocumented vessel while he was fishing. He said "no", strapped on his trusty 6 shooter and went back to work. They followed him all day and pd arrested him @ the dock. After a couple years and thousands of dollars to his defense fund, they dropped the charges. They didn't want it going to court. There were several fundraisers etc to help him. Anyway, my understanding is that an "undocumented" vessel, ie. has CF numbers, is the same as your car. Having been pulled over many times with guns in the car this is what I know. Handguns need to be in plain sight. But if you want to avoid getting hooked up, locked in a box or in the trunk or bed toolbox, not your glovebox or compartment accessible while inside your car or boat. Once, after unhooking me, they actually told me to hide them next time! At least the rifle because long guns, even assault rifles are not "concealable" weapons by law. At Morro Bay High we used to have to take our deer rifle or shotgun out of the rear window rack and hide it behind the seat. Back then, I thought that was extreme. My how times have changed! Do I sound old yet? |

One more thing the diameter of your wire depends on distance you run the wire as well as the draw it takes from battery. I sold parts for years and wondered why you were told 4/0 wire. as for grease you could even use syrup all you are doing is keeping corrosion down by keeping air from the terminal. If you use a spray that has to be used after connection. I like the little felt treated rings and spray after I tighten up the connection. |

Tincan: I just took a fire arms course and the law is differnt for fish and game vs the P.D. is concerned and a neighbor found that out last week. I would think boats would be the same as vehicle code. for both agencys. As far as P.D. is concerned the Amo is to be stored away from firearm Empty Magazine. Fish and Game says Magazine can be in firearm but not in chamber. Neighbor was pulled over by F&G and they had shells in Mag. F&G officer told them had he been P.D. they would be in trouble. So if you have a firearm on the ocean I woildn't hide it. then it isn't consealed. |

Tincan, You can dig up much of that info on the CalDOJ site, I believe. In simplistic terms, there's nothing that prevents you from having a firearm on a boat in State Waters but how it's carried would come in to play. Without a CCW (Concealed Carry Permit), A handgun would likely require the same criteria for transport in a vehicle, that is in a locked case, separated from ammo. A long gun, unloaded and possibly a trigger lock to be on the safe side. There are some exemptions for hunters and fisherman but it's complicated so I'd offer up this link that you could refer to so you can get an idea of what's in writing. http://ag.ca.gov/firearms/forms/pdf/Cfl2007.pdf |

Question, does anyone know the law with regards to a firearm on a boat. Is it legal? Curious about overnight trips and trips way out in international waters. I was boarded a few times last year comming into port San Luis by DFG. Fist question was do you have any weapons? My first thought was yes, a club, a gaff, a knife, a bunch of rope, sharp hooks, but rather than be the smart a**. I said no. I understand the question as a matter of the officer's personal saftey. But do we as American boat owners have a right to carry a firearm aboard our vessel for protection. I know they use them up north for actually gaffing large halibut. I know many sailboat owners are worried about piracey back east. But I wonder what the local state law is. I know I can have one in my motor home because it is classified as a residence. What about my boat????? |

Blackie, When are you leaving for Jalama? I'll be up there on the property tomorrow for a bit. If you go south, maybe I'll strap on my perch rod and ride the Suzuki or Honda down there and give it a go for a few hours someday. Never fished it. |

Jeff, The new switch and issolator package I bought specifically called out 4/0 wire on the switch side going from the engine (V8) to the switch and switch to the battery. I went ahead and kept the ground the same size as well (4/0). After actually getting the wire in and seeing the huge diameter I think it was a bit overkill. I would probably go with 1/0-2/0 and be fine. I think 4 awg was on their before and most common for battery cables. I think 4/0 is used in large diesel ships or very long runs. But the switch specifically calling out this 4/0 made me buy it. I guess you cant really go too large and this wire was pretty flexible and I only had to go 6-7 feet. I am using 6 awg up to dash panel and electronics and 4 awg for isolator/alternator switch. Had a huge debate online on wether to use die electric grease or actually how to use it. I greased both the stud, nut and connector prior to putting together. Some said this was the way to do it so that gaps of air and corrosion are forced out of the connection when tightened down. Some said the grease was an insulator and to grease after the connection. Well after many hours of research I came to the conclusion that both will work. After thouroughly greasing mine prior to assemble I put an ohm meter on each connection and got ZERO resistance so I think my connections are good. Just FYI for those of you who may encounter the same decision. Thanks.... |

PERCH REPORT Well today started out slowwwwwwwwwww, five in my group hit the beach at little pico , looked like a convention going on , I counted 8 rides , lots of old friends on the beach and some of my fellow fishing club members, I think i counted 14 fisherman. We must of scared the s--- out of the fish , they were few and far , I think maybe there were seven, keepers caught, I managed three DINKS throw backs in four hours , as the day wore on the fisherman dwindled, I looked around and it was me , jr and bert , they were on a rock off shore with the fishing bow trying to shoot some legal lepoards that were swimming around the rock, no luck , but it did stir someone up driving by , they called CALTIP to report someone with a bow , they should have checked the regs first , it is legal for sharks and rays, as the fish cop verified, some enviro wacko probaly thought they were seal hunting. Anyway no sharks or seal were harmed , a endangered steelhead was hooked , not landed .Anyway we had not had enough yet so we decided to stop by SANTA ROSA creek since its on the way home , the three of us started fishing they went south and I kind of hung by the rock in front at about 1545 the fish came alive , right in front of the stairs , the three of us put 31 fish in the creel and threw back at least that amount , it was nothing to catch a fish every cast , it was a mixed bag barries , calicos and silvers , all nice fish , a photo was taken and will be posted as soon as i recive it. It was a on fire afternoon , a great way to end the day. Next week its JALAMA. BLACKIE |

Anyone doing any rewiring (big or small) this place is great. http://gregsmarinewiresupply.com/ I ordered about $200 of wire from him last week that normally would have cost me over $400 at WM or any other place. His wire has all the ratings is tined and comes from the same manf as ancor wire for 50% cheaper. When you are talking 4/0 wire at $18/ft from WM and $8/ft from him it makes a big difference. I emailed him on Saturday and we corresponded all through the weekend by email (even sunday) and he got my stuff out Monday morning. Actually corrected a mistake of mine and upgraded me for free. Then emailed me yesterday to make sure I got the order. Customer service in our sport is hard to find and this guy does it right. Just fyi, need wire or connectors take a look. Thanks, |

San Carpoforo is a great place for the perchies and a beautiful little walk...we used to surf it a bunch as well and it gets really punchy and good. Blackie, the last few weeks I've hit up Jalama and it has been good, but nothing really big yet. It's time for that to change. Bloody sandworms have been the ticket, We've fished it at all tides, too and have caught good numbers on all tides. The only thing getting in the way has been the wind and some days of maxed out surf. The hole just below the store has worked well, as have the pocket beaches down below Tarantula's. Some decent rubberlips down that way lately, too. Good luck! |

The Pike Minnow are thick in the river. The DFG plants trout out here and I think the pike minnow destroy the left over population. I let the fish and game shack know, and they said it is native to this river. I was thinking about caching 50 or so and making chum out of them. |

northern Pikeminnows in central California? ouch. thats a huge one. non native down here IMO Yhey pay you to kill them in washington and oregon. they eat small trout and salmon in qty. never heard of anybody eating them but I'm sure you could, just not sure of the texture or taste. try a few things, fry a piece, smoke a bit, put some in a soup or chowder if tis not too mushy grill a piece, let us know how it comes out. I wonder if they know they have them in their streams. could be bad news for trout. quick search gave no recipes. try looking under squawfish? |

Hey Blackie San Carpoforo is the beach right before you head up the hill to Ragged Point Inn. There's a pull-out across from a small green house. It's a beautiful place that butts up to the real ragged point. There's a big rock that you cannot get around on high tide on the south end towards the point. |

Matt; I have a 22' fiberglass center console w/150 yamaha saltwater series. Top speed 45ish...witch is plenty fast for the ocean...Cracka is right its better to have a little more than you need...Extra fisherman, extra gear= more weight. In/outs are heavy compared to an out baord... you'll loose some weight and out boards hve a much better power/ weight ratio...I would like to go to 200hp 4 stroke just to have a little more. Plus the fuel savings is 50% I here. That yamaha seems to be friggen bullit proof...I don't think a repower is in the cards for me anytime soon...Also don't forget service...the shop in san luis doesnt work on yamahas, My understanding is Marty is the only Yamaha service guy locally...He's pushing Suzuiki... I've heard alot of good thangs about Suzuiki I just dont know how to spell it... thats my Six cents worth...Good Luck. |

Matt.... I have a book that will help you decide which motor to put on your boat.....I also have a heavy duty aluminim transom bracket with a swim step to put the motor 2 foot off the transom...I will try to find the book and get it to Blackie... I am sure a fan of the Honda motors....although not American made....my 130 gives me 30 mph at 5500 rpm. (23' Pacific Center Console) I can say that I wish I had more horse power. I would rather ask less from a larger motor rather than revving the heck out of a smaller one. |

Tin Can - The only thing that I have done to winterize my boat ( volvo-5.7 gas ) is to put some fresh fuel in at the end of the season and add a fuel stabilizer like Stabil. Also helps to keep the tank full less condensation. It has worked for me for over 20 yrs - knock on wood- >)))> |

Matt, I think I spoke to your brother last night via email. Just fyi I have a 24ft pilot house alum inboard v8 that puts out about 325HP and it cruises my boat about 30 Knots on a smooth day. Would probably do 35-40 knots WOT on a lake. But my pilot house boat is very heavy and thick. Weighs about 6K. The lund you have is probably much lighter. I would imagine the 115 moved it pretty good. The 150 should move it well. There are some other guys out there with center consoles that should be able to give you more (better) info. Have you checked out specialty marine in Santa Barbara. They deal a lot with Alum Center Consoles. They have good deals on repowers from Honda and Suzuki. Marty at the boat dock also deals with Suzuki's I believe. Mike said it was for a baja boat, very cool. I would love to do the same thing. May I ask where you got it and what you paid for it. Be sure to anode (zinc) it well. Do not ground to the hull. I just rewired mine and went through this issue. Also I have a great contact for an acid wash and protectant. I tried to paint with special alum primer and paint and it rubbed off the rails to easy. So I just resanded, acid washed and used a clear protectant called shark hide. Works awesome. Let me know if you want a good source for cheap zincs and the alum acid wash and protectant. You can really clean up the hull with a little elbow grease and this stuff. Attached is my work in progress. Have fun.

Anyone have any input on the new Evinrude Etec outboards. We are kicking around the idea of repowering a 2100 Lund Newport center console project boat. The boat currently has a Johnson 115 on it that needs a full rebuild. The 150hp Etec is gonna run about 13K with the rigging. Also curious about the speed we will see with the extra HP. Never ran it with the 115 so I dont have a baseline for the hull. Its a heavy boat for a beer can hull, I was hoping to see at least 30mph if we do the repower. Any input is appreciated. |

Tin Can I used to manage the J.D. parts Dept here in Paso Robles . that stuff works good I put some in my gas two years ago haven't been out but boat runs very well. Just make sure you get the right one. The Diesel one has some lubrication properties and also boosts cetane and removes water, It's made by Stanadyne Also kills algae and removes water.. The Gas stabilizer I never checked it out But I think it is Sta-Bil. I have used them all and they are all good. |

Test ran the new boat at Santa Margarita today. The lady taking the money confirmed that there would be no trout plants; probably all of this year and maybe start trout plants next year. Last plant was 10/29/08. Because of the law suit. She made a comment about being a manmade lake and native trout?? No fish caught, cold with a slight breeze, plenty of fishermen. |

Tincan - Sounds like you have a gas engine? Gas takes quite a while or extreme temps to varnish so I'd say you're fine. Keep your tank full, it reduces condensation = water in fuel. If it's going to sit outside for several months, then empty it completely. It's a good idea to shut the fuel off and run the gas out too when you have a carburator - but you don't; EFI. So I'd say you've done more than I or most would do already. I just helped a friend start a motorhome that sat four years. Other than a rotten fuel line and some new gas it started and purred like a kitten. Diesel is another story. It likes to grow algae, believe it or not. Keeping the tank full helps reduce condensation in the tank which feeds the algae. I have found a "miracle" additive called Pri-D. Most diesel additives kill the algae and it ends up clogged in your filter. Pri-D actually kills and disolves it! It saved a few albacore trips for the Admiral and Princess the first time I tried it. We were running hot & heavy back to back trips and they were changing several filters a day, then the fuel lines acually began clogging solid! Thought we were going to have to empty and polish the tanks and loose a couple days of wfo fishing to do it. Added Pri-D and like a miracle, never had another problem or in ten years since. That's what I winterize with too. Treated 1,000 gallon tank leftover after the '02 storm shut San Simeon down. Three years later finally burned it in my truck and never clogged a filter. I think portsupply.com carries it. If not I can order it through my maint. catalogs for anyone. |

PERCH REPORT The fish were on the chew this morning , in the water at 0700 out at 915 with a 10 fish limit of respectable mixed barries, calicos, and 1 silver, Fishcop checked on us , said that there were some nice striped perch caught last week just south of little pico at the turnout, have not caught any of them critters yet . It looks like the bigger females are begining to show . Go get em , beats sitting home and getting STUCK doing honeydos. |

Hey Tincan we dont live in IDAHO ,( just a private joke for my bro) .who lives there We have never had to do anything like that to our boats , we have always just parked it under cover . In the creston area , Im sure what your doing is not hurting a bit , and being a GAS boat it will keep the condensation down, and for sure make it start right away |

Guys, hope you can help. Do most of you do a full winterization on your boats in this area (North County)? Drain, fog, ect. I just dropped in a new 5.8L v8 EFI inboard closed system (Has coolant and raw water to cool colant). It is an inboard and she is under a well insulated cover, however sits on the bottom of a cold aluminum hull (2-3 inches from bottom). I also just installed a Extreme Heater 400W which comes on when temp gets below 35-40F. She is plugged into this all the time. It is mounted on my cover about half way up the engine. Has small fan that pumps out warm air. Prop and shaft so no outdrive to worry about. I want to be able to fish her year round. It may be dry for a month but I want to be able to get in her anytime. I live in Paso, so it can get in the 20's for a few nights, but I think the heater should do it's job. Other than routine manintenace (oil/filer/coolant/inspection) would you reccomend any other winterizations? |

Blackie Surf is generally a abit higher, but I've seen monsters at Montana de Oro lots of times. The oysters at Charleston were 6 bucks a dozen thereabouts, depending on size. (they always threw in a few extras) On the counter at Qualmans they had an oyster that was huge! musta been 10 inches long, the fella said those were special order. Oyster fillets? Tabasco and a squirt of key lime............ We're up in Newport now, just checking things out. Staying at an RV park that's, and I am not yarnin ya, located next to a marina, a distillery and a brewery all crawling distance. I aint retired, I died and went to heaven. |

SLO county got the short end of the stick. Looks like all of our lakes are a no plant. Looks like our closest lake to get planted is Cachuma. Right now the wild trout coalition has the upper hand in the courts until DFG comes up with an envriromental impact report to prove otherwise. With the state financial crisis, it will be a long time before this impact repot is finished. |

Margarita and Lopez are on the no plant list. Gee they only took 20% away. That`s 20% too much, go ask the operator at Margarita how he feels about it. Capt Dave |

I think that the county is the one not planting Lopez. It is my understanding that DFG is still planting 80% of the lakes they used to. There is a very good article written by Dan Bacher in the Fish Sniffer. Fishsniffer.com. MY understanding is that DFG has to plant a certain quota statewide by law. So the lakes that are ok to plant will get more planted fish than they used to in years past. |

From what I understand the local lakes will not be stocked this year. Tree huggers are complaining they are non-native species. Bottom line F&G doesn't have the money and it makes a nice excuse. (spent it all making no fishing preserves supported by the same people.) Call Dave at Four Season Outfitters, 541-5171 - I think. He should know, he sells freshwater tackle and stocks the store accordingly. |

MIKE I would imagine the surf would be a lot rougher up that way , is that the case? How much do the oysrers in the shell cost? I got all them surf sticks in my shed , but just cant bring myself to use them , use to use them off pacifica for the stripers long long ago, when you could still drive on the beach. Speaking of driving on the beach , I remember when I was doing pelican bay , there was some beach you could drive on. Ok mike enjoy retirement its GREAT , and go get some of them REDTAILS , want photos. and eat a bucket of them slimy critters for me , raw with lots of tabasco. Blackie |

Just back from reno after five days , and sounds like I did not miss any fish . CHIEFKNEEUS1 I would strongly caution you when surf fishing with chest waders on , if you ever get trashed , wich you will if you spend enough time surf fishing , there could be a big problem , once they get water in them your done , you cant get them off because the suction holds them on , experince in the truckee river has taught me that , good thing I was not to deep and had a sharp knife handy , Like someone else already said a wet suit is the only way to go , if you get dumped you will survive, on real rough days I have been known to wear a float coat , you will be warm and comfy . I wear a red windbreaker over my suit ,a pair of hodgkins hard sole wading shoes. My 2 cents worth Blackie |
