SST/Weather
Wide open! The marine layer is gone and great SST shots. The hard breaks, 60+ and well connected are outside the elbow at 122:10 (70 miles) and 30 miles west of Monterey to below the Davidson.
The computer models show the wind coming down about next wednesday.
Will be tracking that break outside the elbow hoping it moves in closer.

Senor Fishmaster,

Just go buy the "Hot Spot" flashers in the largest size available. I personally like the silver/prism tape color, but a lot of people are swearing by green. Either way, you need to make a big flash. Also, I think that the other posts are accurate... just buy yourself a downrigger or two, and YES, go EBAY. You can get some great deals there. Good luck...

A WORD OF CAUTION !!
When you hook a salmon be sure it is a king not a silver before you bring it into the boat. There was a big silver (at least 10 lbs) caught today. Silvers will flash silver/blue/green in the water and kings will flash purple. Silvers have a white gum around their teeth and kings have black but silvers can have black in their mouth. Silvers have small spots on the top half of their body and kings have big spots on most of their body and tail. The rays on a king's tail are smooth where the rays on silver feels like the edge of a dime. Check em close the fine is substantial !!

Weather/SST
I Thought this wind would back off by now but according according to the computer models ther will be at least another week of strong winds. Today the wind did lay down but that was an anomaly and not in any forecast that I saw.
The marine layer did open up a few holes for a peek at the SST but again not what we are looking for. Nothing that I saw looks good within fifty miles of us (Morro/Avila). The water that has been holding fish out of Monterey is still pretty much in the same areas and the Davidson looks good. Looking south, not much above the Rodriguiz which is only about 58 degrees.
Salmon gear comments: (worth about 2 cents) Release weights will catch a lot of salmon but mostly in the top 40/50 ft whereas downriggers will work at any depth and you can stack at least two rods on each one. Electrics are great because you can clear the wire while you fight the fish. Flashers and dodgers are a lot more complex. It depends on speed, lure type and leader length and you will find many opinions on when, how and why to use them !

Has anyone looked at terrafin lately? Is that warm water S. of the Pt. San Luis weather bouy holding fish? I know the Mistress saw some jumpers while heading back from Pt. Sal, but figured they were something else, although the warm water was there then. It is definitely close enough to take a look.

We were straight out from the Ab farm in 200 feet of water. In regards to the downriggers. In the past 10 years we have fished mostly 4 rods, 2 w/ downriggers and 2 w/ sinker releases. 95% of all salmon came on the downriggers. Go to ebay and buy some- Penn Fathommasters seem to be very reliable.

Fishhunter- Trolling Set-up

I bought a nice, cheap Cannon downrigger, mount, and 10 lb ball for about $200. Downriggers are the way to go. Just do it.

Fishhunter... You need to get a "deep six" diving planer OR a lead ball release. If you use the Deep Six, use the biggest model, and tie your flasher about 3 to 4 feet behind it, followed by your offering of choice. The instructions are also printed on the package. If you want to use lead ball weights (not my favorite, but preferred by many), then you need to buy a lead ball release clip. It looks kinda like a metal tubular whistle, and has an eyelet at each end. One end has a spring/retractable pin mechanism inside, which retracts when a salmon is hooked, releasing the lead weight. The problem with the lead ball release is that you lose a 1 or 2 lb ball nearly every time you get a bite, which is not only expensive, but also puts a lot of lead in the ocean. Is this really a problem?? I cannot tell you for sure. A good downrigger setup shouldn't cost you too much $, and is a lot nicer to use, especially when you have a fish on. Either way, the people at the store where you buy your gear should be able to explain it all to you. Good luck!

The Admiral ran a two day rockfish trip over the weekend. 25 anglers had limits of lingcod for each day (50). They limited early on Saturday so trolled for albacore and caught 4 about 50 miles out. Also, a 6:00 to 4:00 long-range trip on Sunday (the Fiesta) ran up above San Simeon and had limits of lings in their catch. We only get an occasional keeper lingcod on the local trips.

I just noticed Virg's had limits on two boats of Lingcod. Were these the long range trips? That is still impressive to catch 70+ lingcod over 30". Let me know. Thanks

No problem Paul- There were some bait balls scattered along the current lines, and the water was good brownish green colored. Fish were concentrated around both bait balls and light bait marks on the meter. We caught all the fish on downriggers w/ anywhere from 70 feet to 150 feet of wire out.

Good Luck!

Fished out of Morro Bay on Saturday. Hooked 7 salmon landed 5. Biggest was 27 lbs. Sea lion got last one to make our limit. Caught fish in 200 ft of water from 2 mi from the rock to 4 miles from the rock. tried again on Sunday afternoon but weather was too ugly for the family.
Cheers!

Ran for tuna today used John Rowleys info. We left the mouth of Morro Bay at 2:30am with great bait thanks Billy Boy. We put our gear in the water 77 miles out 59 degree water at 6:15am had our first fish at 6:30. Put our last one in the boat at 12:30 and ran for the hole. We finished with 40 average 14-15 lbs. Everything was a double hook up or more except for two stops. The conditions were perfect like a lake. We caught fish on everything Mexican flags feathers, jerry garcia, swimbaits(black/blue), cedar plugs, mega bait irons, live bait. Saw fish boil around the boat several times (what a rush). On our way in between 60-45 miles out we saw lots of sea life birds, bait, dolphins it was 57-58 degrees. Thanks for a great day Dad, Larry, and Pete.

fished on friday near cambria for a nice bag of reds and blues. The reds were the biggest we have ever caught. We had a total of ten reds between 3.2 and 5.4 pounds. We also had a johnny bass that was 5.1 pounds which was also the biggest one we have ever seen. The water was like a bath tub and there was no fog in sight. looks like Fathers day will be nice on the water also. See ya on the water. Blackie Jr. / Killer B's

Fished out of PSL today. Ran down to Mussel Pt., Pt. Sal, Tressels. Caught some really nice reds and bolina. Thanks Mark (Mistress) for calling us in. Tons of smaller blues, blacks, gophers, and other sebastes sp. Caught probably 30 lingcod, only one of which was over 30 inches. However, probably 15 were over 24 inches. Lots of fun. Flat calm day on the water, could barely perceive a swell. Saw several whales, including a breaching humback. Awesome day.
Hopefully the warm water will come in a little closer for some tuna action soon.

Mr. de la Motte Jr.

Here is the story.

My buddy went out 3 weeks ago rock fishing. He did ok that day with a couple friends. He caught a 28" and 29" Ling Cod.

He went to the 2004 Calif reg book and said 24" was legal. The DFG guy said that there is a new Federal Law that mandated a 30" minimum limit. Ok he's screwed. The DFG guys says I hear man blah, blah, blah. He got a ticket 151.00. Well when he got his court papers it said that the law he violated was catching a Ling Cod under 24". How bizarre is this. He is going to go to court. Maybe you can share this with the board. He is besides him self. The reason he took the new book was to "play by the rules". Any comment or suggestion will be great> I enjoy the info you provide the fish board. We are heading out to Cape San Martin tomorrow.

My friend I am referring to helped built your boat over at Davis Boats.

I have met Harold many times and I believe I saw your boat under construction.

Respectfully

Anthony M. Ey

hey everybody from the boys on the Billy Boy.

We,ve got a nice mix of sardines and chovies. (killer chovies) We're keeping the bait in the receivers so if the boat isn't pumping water it doesn't mean we don't have bait.

also, the Admiral is fishing right now, they have 11 peanuts on the boat with fish hanging. they are fishing about 80 miles out.

thanks, see you at the bait dock

Friends:

Fabulous day on the water. Went out of MB for a nice limit of big fat reds, blues and olives. Really a nice bag of fish.

Our fish were counted and measured by CRFS, the new California data collection agency under Fish & Game. Be sure to cooperate with these people because they are the ones that will get our overall harvest levels back up to where they belong. They are quite courteous. Don't give them any hassle.

Two points I want to bring to your attention:

1. Virg's has nice live bait right now. We were the first boat to pick up some nice anchovies and medium sized sardines this morning. If you are making the run for albies ... this is good bait. Also pretty good for enticing bites by the big rockfish.... I hear that Virg's is running an "exploratory" trip looking for the longfin tonight. Hope they find them. I'm ready and anxious.

2. Steve Moore (Patriot) and Darby Neil (Virg's) reported to me from the big federal meetings this week in Foster City. They report that they are working on a plan that would create a separate "south-central" region for our Central Coast (From Pt. Conception to Pt. Lopez). It looks like we will get January through July (7 months) for next year for rockfish angling. However, if the CRFS numbers come in okay, we may even get some more months after July of 2005. They are working very hard up in Foster City for all the recreational fishermen ... and deserve a big THANKS from all of us. Tell them personally the next time you see either Steve or Darby.

A new toy to play with !
This is a site that has satellite data to measure the color, phytoplankton and clorophyl of the ocean water. Todays picture shows pretty dirty water in our area but blue water in that plume of 60 degree water heading for Monterey.

http://seawifs.gsfc.nasa.gov/cgi/seawifs_subreg_l2.pl

The weather should start coming down tonight and looks good thru the weekend. There is a hard 60 degree break about 36nm out of Monterey that sure looks good ! I bet that it is holding albacore. We have good breaks about 70-80 nm west and nw but the water does not look as clean as the water out of Monterey. It will be interesting to see if the new "toy" tells us the color of the water. If it does it will be a usefull tool.

Weather;
Still looking good for next week ! The computer models show this wind coming down wednesday and holding thru the weekend. The wave models indicate that the swell will stay around 6 ft. but with light wind should not be a problem.
The SST's look real good out of Monterey in a range of 20-40 miles but down here the best water is out 70 + miles. There is a break at 25 miles that is still cool (56-57) but could jump up when the wind stops. We will see.

Friends:

Next week the Pacific Fishery Management Council (PFMC)will meet in Foster City. They will decide the fishing regulations and seasons for the next two years (2005 & 2006). The CDFG routinely follows their recommendations.

Steve Moore (Patriot Sportfishing) and Darby Neil (Virgs) will be going to Foster City to represent the Central Coast Fisheries Conservation Coalition (CCFCC). But Steve and Darby are also fighting for their own survival. We wish them well. The Central Coast needs businesses like Virgs and Patriot.

I will report back to you next week.

Mr. Governor,
Please don't further restrict sport fishermens' access to our ocean waters any more that they already are. California currently has the world's largest fishing preserve that extends out from 120 feet to 900 feet of water all the way from Mexico to Canada. We also are resticted from areas around the channel islands and elsewhere. Ocean sport fishing is a $2.8 billion business in California and is an important cultural and family activity. Please don't take it all away by signing bills SB 1318 and 1389. We allready have all the laws in place to adequately protect our coastline and they are working well.
I am a member of the Marine Interest Group in San Luis Obispo where this panel of stakeholders represented by members of environmental organizations like ECOSLO, Audubon, and Sierra Club, and stakeholders from the fishing groups, and government representatives agreed we don't need more Marine Preserves.

Albacore fishermen. Looks to me like some of us may be fishing the Monterey Bay area this year. (see SST of 6/10/04) REGARDING BAIT.....Joey Jones, Captain, owner/operator of the bait boat Lethal Weapon, has bait available now. He has plans to sell bait out of Santa Cruz (Shamrock Charters), Moss Landing (his own receivers), and Monterey (directly off his boat) I personally used his bait last year on several trips and found it to be very good quality and fairly priced. (It also helps to tip the bait guy!) Anyway, phone ahead the day before to find out exactly where you need to go to pick up bait. A little break in this breeze and it'll be "FISH ON" (408)968-1626 Good Luck Y'all!

A nice morning on the water today. Went out early up above the ab. farm and caught some nice reds and blues in about 100 ft. of water. Threw back 14 small ling. Bite turned off around 10:30. Wind came up soon after and we headed in. Used mostly plastic tipped with squid. Only one other boat we talked to and they were trying for salmon with no luck. Met at the cleaning station by DFG and he was very courteous and helpful with the reg. changes. We drive over from Lemoore and didn't realize that we could have fished up to 180 feet! Maybe next week. Good luck. Steve

Gang:

E-mails to your government reps are OK, but believe me, good, old-fashioned letters carry more sincerity and weight with legislators. If you are mad enough (like me) to take the time to send an e-mail, take a little more time and write, sign, and send a letter.

I have seen this in action with my job with the Morro Bay Harbor Dept., and with the Calif. Assoc. of Harbor Masters and Port Captains, of which I am involved. The CAHMPC is officially "opposing" this legislation too. Take heart, your voice really is heard in Sacramento, and if enough voices are heard, they will influence your legislators. Just like they taught us in civics class.

Good luck fishing. Looks like we might get a few days of lesser winds. It's only 10-20 knots today!

Friends:

SB 1319 is out of committee now and will go to a vote on the floor of the Assembly. You can contact Assembly members, but it would be more effective if you write the governor. It is highly likely that this bill will pass the Assembly (it has already passed the Senate) and go to the governor's desk.

State Capitol Building
Sacramento, CA 95814

Re: SB 1319 – Opposition and Request for Veto

Dear Governor Schwarzenegger:

We are a non-profit organization that seeks to preserve recreational fishing as a cherished tradition for future generations. We are a conservation group that also fights for the rights of recreational anglers.

We strongly implore you to veto SB 1319 which will soon come to your desk for consideration. This legislation is a duplication of legislation that has already been passed by the legislature and would create a huge new bureaucracy that is unnecessary.

We want to applaud your recent letter dated June 3, 2004 addressed to Admiral James D. Watkins, chairman of the U.S. Commission on Ocean Policy. Your letter shows that you are keenly aware of the need for ocean management. You also stated on the first page of your letter that you were aware of “the tendency to create more government, unnecessary provisions, or duplication.” You pointed out the work being done in California under the Marine Life Management Act and the Marine Life Protection Act. SB 1319 is nothing more than a duplication of the mandate to the California Fish & Game Dept. found in the Marine Life Protection Act. We agree with the theme of your letter to the U.S. Commission on Ocean Policy that we do not need new government as much as we need follow-through on existing policies and programs. You said at the end of your letter, “…my preference is to improve existing programs rather than create new approaches unless problems are identified that make such actions absolutely necessary.” Signing SB 1319 into law would fly right in the face of this commitment. Let me review the history leading up to SB 1319.

In 1998, the California Legislature passed the Marine Life Management Act (MLMA). This massive undertaking aims at managing the nearshore fisheries off the California Coast. Thousands of hours, countless meetings, and almost six years of concentrated effort went into development of the Nearshore Fisheries Management Plan. This aggressive undertaking put California at the forefront of ocean management. A second and related piece of legislation was passed in 1999, the Marine Life Protection Act (MLPA). This legislation mandated that the Fish & Game Dept. thoroughly examine existing “Marine Protected Areas” to determine how they could be improved and better-coordinated. The legislation also left open the possibility of additional MPAs along the California coastline. Once again, thousands of hours were expended by scientists, CDFG staff, environmental groups and recreational and commercial fishing interests. This process was going forward into 2003 before budgetary restraints brought the process to a standstill.

Outside interest groups (environmental groups) approached CDFG in 2003 offering to contribute money earmarked for completion of the MLPA process. The CDFG could not accept this money with “strings attached.” Therefore, these same outside interest groups have attempted an end-run around the CDFG by proposing SB 1319. Environmental groups are pushing for a public trust fund connected to this Ocean Protection Council. This would allow outside interest groups to funnel money to the Ocean Protection Council. This is a dangerous provision. Staff of this new council might feel “beholding” to those interest groups that are helping fund their very employment.

There is no need to set up a complete new department of state government to complete a process that duplicates the same mandate found in the 1999 MLPA legislation. The legislature has the power to pass spending provisions that earmark funds specifically to complete the MLPA process. This legislation duplicates existing law and only tends to increase bureaucracy and increase the size of government. Please veto SB 1319.

Sincerely,

Melvin A. de la Motte, Jr.

Cross your fingers and hope that the computer models are correct because right now they they show a low pressure right over the top of us next wednesday. IF the forecast holds the winds should be zilch the middle of next week. The SST shows the best looking water outside the San Martin buoy and southwest out of Monterey.

That horrible legislation (SB 1318/1319) passed out of committee yesterday on an 8-2 vote. It will likely pass Assembly as well.

We will turn our attention to the governor's office and see if we can get him to veto it.

Although it is likely that the "Natural Resources" Committee members of the Assembly will approve SB 1318/1319, I still think it is important that concerned fishermen write the Assembly-members voicing your objection to this legislation. These bills will by considered this week in this committee. Here are the names of the committee members. Send them an e-mail telling them you oppose this legislation. Mention that this legislation just duplicates the mandate in the MLPA legislation of 1999 (Fish & Game Code sections 2850-2863) We do not need to create any new state bureaucracy.

If these committee members get thousands of e-mails, this might counter-balance their impression that recreational fishermen support this legislation (an impression that might be caused by the support of United Anglers).

Below I have listed all the committee members. After each name, I have listed that person's e-mail address:

1. Hanna-Beth Jackson (Chair) Assemblymember.Jackson@assembly.ca.gov

2. Doug LaMalfa Assemblymember.lamalfa@assembly.ca.gov

3. Tom Harman Assemblymember.harman@assembly.ca.gov

4. Ray Haynes Assemblymember.haynes@assembly.ca.gov

5. Rick Keene Assemblymember.keene@assembly.ca.gov

6. Alan Lowenthal Alan.Lowenthal@assembly.ca.gov

7. Lois Wolk Assemblymember.wolk@assembly.ca.gov

8. John Laird Assemblymember.laird@assembly.ca.gov

9. Loni Hancock Assemblymember.hancock@assembly.ca.gov

10. Paul Koretz Assemblymember.koretz@assembly.ca.gov

11. Sally Lieber Assemblywoman.lieber@assembly.ca.gov

Take the time to send out these e-mail messages. Please!

Friends:

Just an update.

I went to Martinez today to meet with the powerful committee head of Parks & Recreation in the Assembly. He is a democrat, but sympathetic to our cause. He says that the legislation will first be considered by the "Natural Resources Committee". This committee is headed by a liberal democrat (Hannah-Beth Jackson) and that this legislation to create an "Oceans Protection Council" (a new state bureaucracy with the mandate to create Marine Protected Areas)is definitely going to be ramrodded through that committee and is likely to pass the Assembly. He says that our best bet is to lobby the governor to veto this legislation. He also suggested that we lobby Mike Crisman (head of the Natural Resources Agency) to try to convince the governor not to sign this legislation.

Things look bleak ... but we have to keep fighting. I will work on a form letter that you might want to use to write to Assembly members urging them not to approve this horrible legislation (SB 1318 & SB 1319).

I will keep you posted.

Fished for salmon today out of Morro Bay and got blanked for the first time in 4 trips. The bait-balls which had been holding fish north and west of the rock have all but vanished. We saw a few scatterd salmon on the meter, and some small bait marks DEEP,but no confirmed biters. If someone finds the salmon or the bait again before Saturday please post an update.I will probably be out Saturday morning looking out to the west in deeper water...best....jeff

The site for ocean imaging is http://www.oceani.com/
O.I. is superior to Terrafin in that you can zoom in and out with heading, sea temp and distance wherever you point. I built a template to overlay buoys and other reference marks on the charts. It has many other interactive features, however it is expensive. Four months is $300. It pays off for me with as much fuel as we burn on one trip and once you learn how to read it, with some experience you can practically see the fish!

I do offer free printouts at Virg's and you are welcome to play with it on our store computer. I made this offer last year and not one person came in to use it all season. The last few day’s pictures are very good. Weather permitting I plan to go looking Sunday. Billy Boy should have bait by Saturday morning.

Friends:

I hate to be an alarmist, but the worst possible scenario is now playing out in the California legislature. Unless we do something to sidetrack this steamroller, SB 1318 and SB 1319 may go into law. This will be the beginning of the end of recreational groundfish angling along the central coast. Let me try to briefly summarize:

In 1999, the legislature passed the Marine Life Protection Act (MLPA). It is now codified in the Fish & Game Code, sections 2850-2863. Go to "California Statutes" on Google or Yahoo and then go to Fish & Game Code, and then go to sections 2850-2863 and you can read the text of the legislation (seven pages long). This process of evaluating existing Marine Protected Areas was in process up until 2002. Much work was done by many scientists, fishermen and members of CDFG to determine if there should be any new Marine Protected Areas. What was good about this process is that the legislation does not require that there be any new protected areas (reserves off-limits to fishing). It also provides for thorough public input and many regional working groups to look at each section of the California Coast to determine if more MPAs are needed. Steve Moore of Patriot Sportfishing was on one of these regional working-groups. Well ... the legislature started cutting the budget of CDFG and this process got put on the back-burner. They did not have the money to go forward with the process. So, MPAs got shelved for the time being. When the new Director of CDFG was appointed (Ryan Broddrick), he made it official that the MLPA process would be put on the back-burner until the legislature provided funding for the process.

The left-wing environmentalists see MPAs as the solution to stopping fishing along California's Coast. They have decided to circumvent the existing MLPA legislation and have gone around the CDFG by proposing a "cabinet level" new administrative agency in California that will have one sole duty ... create and administer MPAs. The environmentalists see these MPAs as a way to stop all commercial and recreational nearshore fishing along the California Coast.
This legislation (SB 1318 and SB 1319) passed the Senate last week and has been sent to the Assembly for their approval. This is HORRIBLE, DESTRUCTIVE legislation being pushed by all the environmental organizations.

What is even worse, is that United Anglers of Southern California is supporting this legislation. Tom Raftican of UA thinks that he can get the environmentalists to consider allowing recreational fishing in these MPAs. This is a complete absurdity. He and his organization will eventually be stabbed in the back by the enviros and UA's ideas about "ocean parks" where recreational fishing will be allowed will be tossed out with the garbage. All of the other fishing groups in California are united in their strong opposition to this legislation. I will be coming back to you soon with suggestions on what you can do to contact Assemblymen to voice your objection to this destructive legislation. We really need a letter-writing campaign to voice our objection to this legislation.

It is the belief of the CCFCC and other statewide fishing groups that United Anglers have gone over to the "dark side" and are in bed with the environmentalist groups. We will no longer associate with them in any way. I will give you more info later on that subject also.

Mel.

Ok, Sorry about the wrong name Jeff - guess that's what happens when you get old. Plan on fishing Morro tomorrow and Friday - short salmon run tomorrow and hopefully (if weather permits) a run up north on Friday. I'm thinking that I will need to be out around 0500 on Friday to avoid most of the wind factor.

Salmon fishing is still pretty good out of Morro Bay.I fished just a couple miles north of Morro Rock on Monday morning for two salmon (#16lb and #10lb).We also lost one fish to the seals and another to angler error. All fish were hooked/caught in approx.#140ft or water, with the downriggers set at 80ft.The bigger fish was on a lime green crocodile. The other fish was on a green flasher/green hammmered brass spoon. We had all of our action between 8:30-9:30.The wind was a bummer by 10:00....jeff

I caught my two salmon before nine this morning. They were in 130 ft off of the hospital. They ate a watermelon radiant lure at 50 ft on the down rigger. On my way back to Monterey I trolled for Butts, I hooked one in front of the motel, but he spit the barbless gear.

Just got back from fishing Mexico with an ice chest full of Dorado and saw that the first Albacore were caught ! The guys that caught those fish corrected their location which was at Sur canyon not too far above the Davidson and not the guide.
SST shows good water at the donut but the bad news is the computer models indicate very crappy weather for another week. Will be watching and waiting.

Well we are going to go take our lumps in the morning. Weather looks like a washing machine out there, but still need a few hours on the water. As reported there is live squid at estero seafood? ...Where is that located?
Going to head uphill and see if we can bounceball some halibut before the wind blows us off the water ...will be on 68 in the morning.

2 Albacore caught at the Guide today

Santa Cruz Harbor

THE FIRST ALBACORE WERE CAUGHT THIS MORNING BY FRANK(SEA ANGEL) NEAR THE GUIDE ABOUT 70 MILES OUT!
Frank and crew started the morning with a triple hook up and one on bait. They put 2 of the 4 Albacore in the box. The numbers where they are catching fish are 37'05/123'19. The water is flat calm and I have a feeling they will be catching more Albacore through the day because the conditions are good. This may be the earliest time of year I have heard of Albacore.

Terrifin shows good water at 50 miles (On the Donut) from Avila on a 250 coarse. Deke when are you going to have live bait?

Jay

Angelo, we are planning on fishing up in Monterey tomorrow morning with Tom on the Bushwacker. If you could call me at (805)937-2062. I'd like to get some more information. I tried your email but it was sent back undeliverable.
