i hope your right about the counter flow at the islands,i am fishing a charter to santa rosa thursday. be fishing flat fish in the morning and bottom fish later in the day to fill the sacks. anyone know if they have sardines or chovies? 2nd. are 10 oz wieghts enough for the cod? i got tons of old salas jigs that wieght. just got the invite tonight and have no idea how deep these cattle boats fish.

Mike, what is the "monsoonal flow" ? if that from the baja hurricane?
any dangers asociated with it? like lightning, thunderstorm squalls? spikey swells? or is it a countertrend wind that may squash this enduring NW flow?
Sailflow still paints "yellow and red" until next monday offshore.
just curious. considering possibilities for the next week.

Re: Confirmation Hearing for Michael Sutton as Fish and Game Commissioner ¨C OPPOSE

Dear Senator Steinberg:

The Central Coast Fisheries Conservation Coalition, a non-profit corporation with over 1,000 members, strongly opposes the nomination of Michael Sutton to the California Fish and Game Commission.

Commr. Sutton is vice president and founding director of the Monterey Bay Aquarium Foundation¡¯s Center For the Future of the Oceans, a position he has held since 2004. According to the Aquarium¡¯s tax return, a public record, his annual salary in 2007 was $152,750.00 together with benefits totaling $32,608.00. He is paid this salary to influence policy and to support efforts to create a network of marine protected areas (MPAs) in California and offshore waters, including fully protected marine reserves. The Aquarium has also loaned over $100,000 to him at 3.5% interest, according to his belatedly filed amendment to California Form 700. In his Request for Advice to the FPPC dated May 12, 2009, at page 10 thereof, his own attorneys admit that Commr. Sutton is paid by the Aquarium to achieve a goal which would be achieved, defeated, aided or hindered by his decisions as a Commissioner. The same letter admits, on page 5, that Commr. Sutton ¡°manages the CFFO staff that undertakes the CFFO advocacy work before FGC. [Fish and Game Commission]¡±

One of Commr. Sutton¡¯s Aquarium bosses, Meg Caldwell, a trustee of the Monterey Bay Aquarium Foundation, as a member of the MLPA Blue Ribbon Task Force (BRTF) makes recommendations to the Commission regarding MPAs, including which alternatives to adopt. He is thus in a position, as a commissioner, of having to decide to accept or reject the recommendations of his boss.

Furthermore, his employer¡¯s chief benefactor, the Packard Foundation, has donated millions of dollars to fund the MLPA process, including the work of the BRTF. Funding to implement the Marine Life Protection Act was arranged by Resources Legacy Fund Foundation (RLFF) under a memorandum of understanding (MOU) dated August 27, 2004, between the California Resources Agency (which supervises the Department), the Department of Fish and Game, and RLFF. The 2008 Extension of the MOU can be viewed on the Department¡¯s website (www.dfg.ca.gov).

RLFF did not provide its own funds, but instead raised money from other nonprofit organizations which were then funneled though RLFF to the Department. The Department¡¯s website lists the Packard Foundation as one of the funders of the MLPA Initiative. (www.dfg.ca.gov/mlpa/pdfs/scpublicworkshops22.pdf - 2008-08-08) The Packard Foundation contributed $6 million to RLFF in 2007 and a further $6 million in 2008. The Packard Foundation and the Aquarium are intricately connected. The Aquarium was founded in 1978 by David and Lucile Packard, who donated $55 million to build the facility. Their daughter, Julie Packard, is executive director of the Aquarium. In 2008, the Packard Foundation gave $1,650,000.00 to the Aquarium and $37,300,000.00 to the Aquarium¡¯s sister organization, the Monterey Bay Aquarium Research Institute.

According to documents available on the Internet, Commr. Sutton¡¯s bosses at the Aquarium are very closely linked to the Packard Foundation and the RLFF.

¡ñAquarium trustee Julie Packard is vice chair of the Packard Foundation.
¡ñHer sister and fellow Aquarium trustee, Susan Packard Orr, also serves as chair of the Board of Trustees of the Packard Foundation.
¡ñAquarium trustee Gordon R. Smith also serves on the governing board of RLFF.
¡ñAquarium Trustee Michael Mantell is the founder of the Resources Law group, of which both RLFF and the Packard Foundation are clients.


Commr. Sutton is thus making decisions as a public official as to whether to further or hinder the goals of his employer -- goals which he is paid by his employer to achieve. He is in a position as Commissioner where he must decide whether to reject the recommendations of his boss, Meg Caldwell, recommendations presented as part of a process which his employer¡¯s chief benefactor has paid millions of dollars to fund. The conflict of interest is obvious.

Regardless of whether there is a financial benefit to Commr. Sutton or the Aquarium, the Courts and the Attorney General¡¯s Office have long recognized that a conflict under the principles of common law can be found even when there is no financial benefit to the official and it is very clear that Commr. Sutton has a conflict of interest under the common law. As the court explained in Noble v City of Palo Alto ¡°There is neither a more wholesome nor a sounder rule of law than that which requires public officers to keep themselves in such a position as that nothing shall tempt them to swerve from the straight line of official duty. Officers ought not to be allowed to place themselves in a position in which personal interest may come into conflict with the duty which they owe to the public. The rule which has so long prevailed is eminently just.¡±


In Coastside Fishing Club v. California Resources Agency (2008)158 Cal. App. 4th 1183 the Court concluded that the funding arrangements of the MLPA Initiative was not an unconstitutional delegation of rule-making authority. This conclusion was based on the Court¡¯s finding that there were adequate safeguards to prevent abuses of the powers delegated. The primary safeguard identified by the Court was the Fish and Game Commission¡¯s independence and its power to reject or change rules or any Master Plan proposed by the Department and the Department¡¯s contractors. This independence is seriously compromised so long as Commr. Sutton is a member of the Fish and game Commission.

It would be a public outrage to have this biased person serve on the Fish and Game Commission. We strongly oppose Mr. Sutton¡¯s nomination to the Commission.

today. This sea/swell will remain at this height but with a
shorter period through Thursday morning.

Strong to gale force (25-38 mph) northwesterly winds on Thursday
afternoon through Friday will produce a 4 to 6 foot northwesterly

This northwesterly sea/swell will decrease to 3 to 5 feet (with a
5-9 second period) on Saturday.

Darby,
October is a fantastic time in Oregon. USUALLY little rain, crisp nights and sunny days. Chantrelles are popping and the salmon/steelhead/cutthroat are heading up the rivers/creeks. Depending on what the rain does in the early fall, the anadromous fish should be well in to the rivers by then. It has been a banner year for Coho...So any river that has Coho should be going off (like the Sandy, Cowlitz, etc...). Their chinook numbers are way down too and folks aren't sure how long they'll keep the Columbia open for them. It may be shut down by the time you can fish for them, but if not they catch them up and down the Columbia and Willamette (pronounced Will-am-et). Your best option may be to fish sturgeon in the Columbia or Willamette. It is really good out of Astoria, but they also get a lot below Willamette Falls. Of course the tuna could still be biting and you can get live bait now out of Ilwaco (that's in Washington, but you can launch out of Hammond and cruise across to get your bait). Guys are really getting in to the bait up there. Of course many of the rivers will also have steelhead in them at that time too!

Just got back. The Seattle weather was perfect, the pinks were wfo with a few kings around too. Everyone was booked so couldn't get out. Even tried posting fishreports.net/pugent sound to the locals looking for a rider willing to pay fuel. No joy.

Drew a deer hunt in Oregon this year Oct 4-14. If I fill early may try some fishing up there then around Portland or the rivers if anything's going on. Any suggestions?

The tuna are more on the troll without the Dolphins, they seam to be more plenty full this year and are on all the high spots, boat traffic is usual, that is why we go during the week. the weeknds is just a zoo, but the secret is to launch around midnight and you avoid the launch jungle with the private none fishing people.This year the radio chatter has been a lot more polite on calling out hooked fish and giving up numbers.
Nice flattie, I wish I had the patience to fish for them.

Mike, Glad your were able to pull on some off shore game fish. Your right the water down that way tends to be a lot more comfortable than our normal conditions. I usally launch from mission bay. No launch fee and you can anchor in the transient anchorage for free. How was the boat traffic. When we went last year in sept. the bite was on and there were tons of boats. The tuna were on the porpoise. It was run and gun style fishing and it got a bit hectic with all of the boat traffic. I hope our weather will allow a shot locally for tuna but if not we will prob tow south also.

Fished Sandiego for one 15lb Dodo, 3 yellow fins, and 5 skip jacks. Not as good as some, but better than others. You just never know what is going to jump on your line down there. Lots of area to decide on, but i would recomend at least two days of fishing in a row if you have the strength. 1st day to figure out where not to go and the second day to pile them in the boat.They are still catching Blue fin and Albacore in good numbers along with everything else. Looks like the wind is going to blow for at least a week up here, if you want off shore fish, you may think about the tow down south.The weather is just not even comparable to what we have to deal with up here. Weather report for the next week down south is 10k or less wind!

Thanks for the comeback. That beautiful warm water plume off Morro, near the Escarpment, is driving me crazy. The Chlorophyll image, between the escarpment, and the "Elbow", is looking really good also. Hope we get a chance to pounce soon...

Fishing in the rivers or salt? Westport has good fishing, but is probably 3+ hours away. They've also been catching some salmon in the Straight, but that is a ways off too. It is a pink year, so a lot of the rivers are crawling with those!

What time was it when the swimmer was killed by the white shark in avila several years back, late August? we have Cory remembering back to a Sept encounter and now we have this shark pic from Mark. is this the Norm for the white migration?

Mark thats a great pic. Back in 04 around Sept 5th my fiance and I had a white about 15'+ come right up to the portside of my 18' Bayrunner check us out then go back down. Quite a rush looking into the black eyes when its not on t.v.

Temps have been Good offshore for a while even though we didnt get sat shots. that plume from the south is awesome . the wind forecast doesent look good for a while so WE may have to stick with nearshore game. we havent been able to get into tuna bite yet this year despite miles of blue water trolling but hope springs eternal.

As far as Blue rockfish(blacks) some are "there".
not monsters ,but decent size, try 65-95 feet, run a small chumline of chopped bait and fish nearer the surface . They are Schooling fish.
keep feeding once you find them and they will come almost to the boat. havent found any inside the kelp lately. only outside, but not many in 200feet.
if you are lucky you will get some yellow in the mix. they can be a "tripsaver".

Weather/SST/Chlorophyll

The forecasters and models couldn't have been more off than yesterday's forecast. Supposed to blow up to 35 and it was about 3.5. It is coming up now with San Martin buoy at 10ft 8sec and 12+ kts. It is not looking good on the outside all week which is too bad because ;

The latest SST/Chloro really looks good inside the elbow as close as 35 miles and even better down towards the 1908 with 61-66 degree clean blue water and hard breaks. Combine that with Darby's Swordfish boat report a few days ago and the potential for albacore is high !!

Nice halibut Rob, glad your persistance paid off.
We used to have to run thru a lot of kelp off gaviota, and just like Harrell we always had a piece of soft wire that we could use to clear the pee hole with. Those little shrimp like critters on the kelp like to get stuck in the tube.

That water flow indicator on my two Honda's is constantly clogging due to (in my opinion) a poor design, ie; small outlet tube and right angle turns. I carry a brass rod to clean it when it stops or slows. My engines and probably yours are protected from over heating. They will alarm,drop RPM and/or stop when they heat up.

fished psl friday in and out up to pacho 50' to 175',nice weather little bump lite wind, real slow bite on the rock fish. what's happen to the blue,s(we used to have to try to get thru them now I can't even find any). Had to fight off pecans to clean my fish,they have really gotten bold.all in all it was a nice day on the water.

One less sea lion

Today a couple of my dive buddies Jim & Jake went diving in Cambria in the same area we always dive. Jim took one of his sons and a friend of his sons. Those two stayed in the boat and fished while Jim and Jake went diving. After there second tank and limits of rock fish they headed toward the beach it was approx. 10:15am. Jim was driving and obviously watching where he was going when he saw a shark plunge out of the water and attacking a sea lion and tore it in two. He said it was like something he would see on National Geographic channel. They were heading forward and as they went past the 10+ foot of blood puddled in the water they circled it and took a picture of the black and white sea lion then the shark came up next to there zodiac and was every bit of the 13 feet that the boat is. They sped off and as they did so did the shark along with them. They said that they weren't sure if the shark was confused and thought they were more food but it was weird that the shark appeared to be gaining on them for a couple moments before losing site of it again. I would not have believed it as easily as I do after seeing this picture.

I spoke with Harold Davis on Monday and he told me that last weekend one of his friends lost a fish to a white shark. Ironically it was in the same general area.

I know Paul D has experience a similar situation down in the Coke plant area south of Avila.

woe
after a marathon run of work days or months as the case may be, i finally have a little window to get out on the water.
got up early with my plan to make some bait in the bay on the low tide then look around the outside of the rock and up the coast for signs of squid and maybe some c-bass. 3:30am bait was easy to make and had a scoop in no time. headed out to the break water and just before i go wot at the 5mph mark i look back at my cockpit as i allways do to check for anything that might fly out. well i noticed my 200hp honda outboard wasn't pumping the cooling water like normal. i messed around with it for an hour or so but finally figured it wasn't worth running and letting it get worse so i dump my perfect load of sardines back into the blue and head back to the ramp thinking i'm needing an impellor.get back up to the house here in cambria and take a closer look on terra firma and can see that tiny little hole in the exit water tube is completely clogged with something. an hour later of cleaning and blowing it out with high pressure air and i'm on my way back down to morro bay, this time kicking down to doug for a scoop of very decent sardines,(surprising because i thought they wouldn't be selling any because of the dogs.fyi doug says he has weekend bait) and about noon i'm up at the ab farm. i've been watching the wind the last couple days because i was working in cayucos and knew it would probably come on strong in an hour or so.
whoa
so i starting making some drifts over some nice sand flats in 55 feet i could feel the wind picking up, but its funny, the wind doesn't seem so strong when its an 85 degree dry heat. in fact it felt kinda nice. about this time i feel my line get picked up and its game on. now while i have caught lots of halibut over forty years, it wasn't until last year that i got one over the 22lb mark, and as it goes i got six over the 30lb mark. well i knew i was in for a rush when this fish surfaced. it was heavy coming up and had a different kind of head shake than the other big fish had. i was solo so its allways an adventure gaffing or netting a big fish by yourself. luckily no hickups this time and got the perfect head shot and straight into the box. finished off the day making wrong way drifts in front of cayucos for a ling and some rockfish.pretty strange winds whipping around today but at least it was warm.

I need a TOW from Pismo to Lopez to test run my 15foot 50hp fishing boat(putting in new steering cable)I can go Thursdays and Fridays. You tow the boat, we fish, tow boat home. I'll provide my 2inch receiver with ball attached. I'll provide trailer light adapter.

Mid 50s I was in my early teens working summers with my dads boat on the "Betty Ann" 40' monterey clipper...hell of a boat...remember the wind and swell was not a factor, we'd just start a down hill tack, kick it out of gear with all 6 cables out...

Lemon and seal are truly a marriage made in heaven, and this lemony fresh seal recipe will quickly become a favorite. It's Sardinian; to serve 4:
Prep Time: 3 hours, 5 minutes
Cook Time: 25 minutes
Ingredients:
A fresh seal fillet weighing about 1 1/3 pounds (600 g), cut into half-inch (1.2 cm) rounds
A small onion, peeled and sliced
2 tablespoons minced parsley
1 tablespoon lemon juice
5 tablespoons olive oil
4 lemon slices, cut into wedges (use an organic lemon if possible)
Salt and pepper to taste
Preparation:
Combine a scant half cup of water (200 ml) with the lemon juice, parsley, and oil, and season the mixture to taste with salt and pepper. Marinate the seal in the liquid for three hours.

When the marinating time is almost up, preheat your oven to 360 F (180 C).

Put the seal chunks in a pan, sprinkle the onion and some of the marinade over it, season lightly with salt and pepper, and roast it for 20-25 minutes. Transfer the seal to a serving dish, decorate it with the lemon wedges, spoon the pan drippings over it, and serve.

The wine? White, and a Verdicchio would be nice.

Been here since 1970...got my mooring in 75..commercial since then part time....we used to be able to defend our catch....that reduction plant is really old school..what are the years of that piece of history and do you have any pictures of it...wow..that is something..good luck John

Are you old enough to remeber the Sea Lion reduction plant? was located directly across the Diablo Plant entrance...we used to shoot them on Pecho Rock....tow them back into the harbor...attach a cable to be pulled up to the plant to be ground up for pet food...Basking sharks were also on the list...Sea lions did not enter the harbor at that time....and these are facts..hate me to the core...I'm to darn old to care!

Our Port has not really been an active fishing port for many years...Rememeber the days of the line to Diablo...I think they have taken over because we are not using the port like the past years...If there were commercial boats working like in years past..sport guys there in droves to catch salmon..rockcod..and tuna I think the sea lions would have to get the heck out of dodge with that kind of pressure...when our fishing returns the sea lions will be pushed out...my 2 cents..good luck John

just wanted to report that we fish out of psl last week, thur,friand sat. rock fish were slow even at purisma, but the lings were wide open, caught 2 legal on thurs. 5 legal on fri and 1 on sat. lost 2 huge lings on fri most were caught on berkley gulp sardines. had got some of dekes little chovies they also accounted for couple of the lings.. also some on hammers

This week we lost one of our old friends - John Taylor
He passed away, after a two week battle in Seattle, while trying to recover from a major heart problem.
For those of you who remember John fishing here on the coast over the past 30 years - I'm sure you will agree, that the phrase - "he was one of a kind" was invented with him in mind.
He was up in Sitka on a fishing trip when this happened - so he was doing what he loved best - fishing !
I was lucky enough to have him as a good friend for a number of years, and will laugh at all the things I'll remember about the trips we shared.
Things will not be the same without him !

Here is an SST shot from 10 AM. It is straight from the Coastwatch site and with Applet you can read lat/lon and temps. Tempbrake and Terrafin should have proccesed images soon. It shows 64 degree water 40 miles west of us on the 35 line and it is well connected.

B.A. My engine runs fine in my driveway. Changed all the gas line filters but won't know for sure until I put it in the water. Maybe monday and if it is running ok will go down to the coke plant again.

those danm seals sit right on the bonniville dam fish ladder and have been seen swimming in the viewing window.record numbers of steelhead have gone thru lately.my brother fishes about 25 miles above dam on the white salmon river.been catching so many hes stacking them like cord wood in the freezer/smoking and canning.Im going to be there in 8 days for 3 days of fishing.CANT WAIT

Real Furbags problem on passenger dock only at night, in my recent09 experiences with it. is there a daytiem problem now?
only limited use at night I thought, psl sec guard helped us get a bull that wouldnt move off the ramp, last week. seal poop on one side was a mess but they mainly crpp in the water I think. I have had little problem chasing them off in AM or daytime. Pelicans at cleaning station can be agressive but ive not yet had one hit me hard with that beak point. even when stealing out of my hand. the ones underfoot bother me worst. the tourists love them but a four year old might be in for a scare.
Are there any recorded unprovoked pelican atrack injuries? the guys down the way scaling dines and shucking pier bought oytsters had more of a tough time with them. I vote for feedig seals to starving polar bears and maybe harnessing them to make electricity? pelicans have been at cleaning station forever, just clean the board before you use it.if we onely get to fix one problem I vote for Furbag fix.

Hey don't worry about those big nob-heads at the PSL dock...I had one come up about a foot away from me as I was grabbing mussels for bait from under the dock and blow his gross breath on me...He scared the hell out of me but obviously just has a great sense of humor. Maybe we could play some AK-47 jokes on them instead!!!!

The Tuna action up here in Monterey has slowed. The one boat I know of that ran yesterday got a zero. Guys got them in close out of Bodega yesterday (30 miles). This may be the same concentration of fish that were off Monterey last week. Looks like there may be a good weather window Monday or Tuesday. Should be some boats out today, hope they find some fish!

Port Sea Lion,
If you go there in the dark and use the courtesey dock (loading dock)...be careful. The other morning there were about 30 dogs on that thing, including a couple bulls. A few didn't want to leave and they were huge. Not sure what they are going to do about it, but it is dangerous.
I totally agree with Melvin. We have tweaked the ecosystem so much that the natural check and balances are no longer there (don't even get me started on people "rescuing" sick animals off beach!). Last year ODFW (Oregon Dept. of Fish & Wildlife) got a permit from NOAA for an excemption to the Marine Mammal Protection Act to kill a few of the Bonneville-Dam-fish-ladder-salmon-eating Ca. Sea Lions. The same ones come back every year and they are teaching others. They trap them, take them 200 miles away and they are back in less than a week! Unfortunately PETA and Human Society sued to block that. Haven't heard anything lately. So even if agencies got approval to kill them, it still may never happen:-(

I would imagine there will be an increase in White Shark interest in this area. Not sure it will affect the seal population much though. Once seal food starts to run out, the seal population will surely decrease. Sure sucks for us fishermen in the meantime. This seal situation is similar to the otter/clam deal a while back. When the otter were hunted, the clam population boomed. The otter came back, the clams went away.

No doubt that sea lions hurt fish populations. What is needed are more studies showing that sea lions are harming endangered/threatened fish species. Then managers will have a good reason remove some numbers (http://wdfw.wa.gov/wlm/sealions/).
Right now it is political suicide to support killing of sea lions. They are just too damn cuddly...

While I am in full agreement that the Fur Bag population is damaging the fish population and needs correction.

I do not agree that this is a political issue. This is a fishing board afterall and the reason we come hear is to talk about fishing. Not politics.

Lets leave the politics for another board.

Friends: A few years ago I read a wonderful book about sportfishing along the west coast of the Americas in the 1800s and early 1900s. The equipment was very primative. However, the biggest reason why fishermen could seldom land a nice Tuna or other fish was the population of sharks that grabbed almost every fish.

So, humans started a pattern of killing all sharks. It was like trying to eradicate mosquitos ... after all sharks were so plentiful and had no value (we thought).

So, humans proceeded to decimate the entire shark population on the west coast. Sharks were the main predators of sea lions.

Environmentalists do not understand that over-population of certain species occurs when a key natural predator is eliminated. It then becomes the duty of humans (as caretakers) to balance this problem by culling out a species that starts to overpopulate. It is our duty to reduce the overpopulation of sea lions to off-set our prior decision to elimate their main natural predator.

Do any of us think that dfg or any other gov. agency is going to go out and kill thousands of sealions or seals? Not gonna happen. I use to try to do my part in thinning the heard, but it's pointless and the penalty is potentially prison time, Remember what happened to those guys on the Pac Queen. This is the world we live in and I doubt it going to change. As for pelicans, they're harmless for the most part, people with little kids need to closely watch them any time wildlife is in close proximity to people. Remember the birds lead us to the fish.
