I received my letter today but what or why would we buy the warden stamp. I really don't understand that. I think they are paid well and have a job many of us would love to have.

GARETT
Cant add to much except thats where we stay all the time , shore fishing is a blast , and the CABO KILLER is a hot lure for them roosters , dont know if you will find one in los brallies , the only tackle shop , there made by a guy in CABO named STEPHEN JANSEN , has a shop in cabo , this guy can catch them roosters .
Th e one I caught last year was 60+ pounds , what a fight , nothing like them , hes still out there I cut him loose after photos.
Make sure if you go to town you try the food at the place called the TURN , good chow , then you cant beat BUZZARDS bar for a burger and some good fun.
Have a great time.

Garett:
Also, along with the sierras (great ceviche) the toros (jack crevelle) school up well in the winter in the East Cape. They will hit any lure that looks like a bait fish. You will need to get a panga for them. Look for birds working and bait breaking the surface. They fight like hell, but throw them back, as they are not tasty. Also, dorado and yellowtail should be around. Lighter tackle , similar to albacore gear should work well, along with some light spin gear. Buena suerte, amigo.

Garett, As Steve mentioned, the roosters may not be around. However, it is getting into sierra time. Bring 3-5 oz kastmasters with a white bucktail if you can. They can go wide open at times. For roosters, topwater is best other than live bait. Get a Cabo Killer if you can. A 9 foot rod with 17 lb test is best for the long casts required.

Thanks Steve. That is what I was hoping to hear. I'll probably get out on one of the pangas, but would like to try on my own for a few days. The place we are renting is north of Los Barriles, near Pescadero on the beach.

Garrett,
The shore fishing can be good down there, but you may be a little late. There still could be roosters cruising the beach, but you an also catch jack crevalle, ladyfish, and sierra from the beach too. In the right spots you can get snappers and grouper. Go out on a panga...the tuna, dorado and marlin are often very close! You could even get them out of a kayak!
I won't be down that far, but I have been several times and the fishing is very good. I'll be around Mulege.
good luck,
steve

I'll be on the East Cape for a week after Christmas. I'm bringing some gear to try shore fishing and the place we are staying has a kayak. If that fails, I'll try one of the local charters. First time to this area. What should I expect?

Update on salmon hatchery returns.
Nimbus-3908 adults 586 jacks
Feather river- 6208 adults 3723 jacks
Mokelumne- 636 adults 737 jacks
Merced- 100 adults 127 jacks
Coleman-8225 adults they were hoping for 25'000.
In 2006 12.2 million smolts were released. With ammonia being released in Sacramento from the sewer plant and the pumps at Tracy and the exploding population of seals the salmon are in serious trouble. At least they can't blame the fishermen for the poor returns.

Jack / Tina - nice to see we have a few long rangers in the vicinity. Hope you guys have a great trip. I was on the Intrepid in October for a 15 day. The food (Javier) and boat are fabulous. Just an update for you all on the salmon situation for Central Coast Salmon Enhancement (CCSE). Looks like we will be able to get most of the funding necessary to buy the salmon from the CDFG. We have some work to do getting the pens ready. Any help we can get from the fishing community is greatly appreciated. Hope you all have a wonderful Christmas and New Years.

Tina which trip and boat are you on? I am on the Intrepid leaving 01/08/10. I think most people hold on to these boxes once they get them. They are definitely the most user friendly box you can buy. Try E-bay. They are pretty much $220 whereever you get them. Charkbait.com has free shiping!

Salmon report from Nimbus hachery on the American river, 2009-2314 adults 340 jacks
2010- 2133 adults 420 jacks [jacks are 3 year old immature salmon]. These numbers are terrible. I do not yet know the final numbers from the Coleman hatchery which is located on Battle creek near Anderson Ca.

dragon.... that sounds about right..... your gonna have a fine of around 1400 dollars and then they make you go to drug and alcohol classes to make you learn the error of your ways and that costs about a grand. open containers ,DUIS, and drunk in publics are the things that gets law enforcement hard around here

If you ever have DFG questions email Carrie Wilson at marinenews@dfg.ca.gov . You can ask her the same question. I just sent the following:

OK Carrie, here's another one that has just come up in Morro Bay. We know we can fish off the outermost jetties without a license. The game wardens need to be informed of something. The original harbor mouth for MB was on the north side of the rock. When the army core built the other jetties on the south side they also built the connection between the rock and the land on the north side closing off the old harbor mouth. So technically this is an outermost jetty. It was built at the same time with the same materials and provides an outermost barrier from the ocean for Morro Bay. However the wardens have been siting people for no license in this area. (By the way the new wardens around here are not liked very well by the public and that, as you know, creates further enforcement issues since people are far less likely to turn in poachers or respect the law. All the wardens have to do is be friendly and offer some helpful information any time a contact is made to change things. Do they ever get any public relations training?) I understand it creates enforcement difficulty in figuring out the boundaries but that cannot be justification for ignoring the rights of the public. Can you talk to Todd or whoever and get a ruling on this. We need to know where this "jetty" starts and ends. At some point it changes from and outermost jetty to an inner jetty. Would that be at the Coleman park turn in the inside of the bay? It would be the beach on the outside. You may want to post your reply to us here: http://www.fishreports.net/fishing/messages/93/284.html

I e-mailed D.F.G. about M.B. jetties, and this doesn't really answer any questions, so ask the local authorities- "I am not familiar with the jetty you describe in Morro Bay, but if the jetty fits the description of a public pier , you may fish from it without a sport fishing license. The outermost jetty remains the outermost jetty until other structures (including other jetties, breakwaters, promenades, sea walls, moles, docks, linings, barriers, etc.) parallel it and negate it being the outermost jetty. Note that harbor rules that protect public safety may also negate your right to fish in harbors - check with your harbormaster for any additional fishing regulations that pertain to that harbor locale."

has been built or currently functions for the primary purpose of allowing angling access to ocean
waters.

The above part can be interpreted two ways.
built primary for fishing. I don't think the area behind the break water was built for that reason. It was built to claim land to use. And no direct access to open ocean. So my question if that is the case the Hartford pier wasn't built for fishing from it. and it is behind a break water. Not direct open to open ocean. Could a F&G guy be a Hard A.S.S. And issue us a ticket there. Just a thought.

pier characteristics: is connected, above the mean high tide, to the main coastline or to the landmass
of a named and charted natural island; has unrestricted free access for the general public; and
has been built or currently functions for the primary purpose of allowing angling access to ocean
waters.

Additionally, publicly owned jetties or breakwaters that are connected to land, as described
above, that have free unrestricted access for the general public and whose purpose it is to form
the most seaward protective boundary of an ocean harbor are public piers.

Jetties, breakwaters, promenades, sea walls, moles, docks, linings, barriers and other structures that
are not the most seaward protective boundary of an ocean harbor, are not public piers.
the problem was there was no proof that the fish came from the north jetty (were the fog horn is at the end )in m.b. ive fished and bought a licence every year for 21 years(now 38) and have fished and lived on the central coast for 12 years just heard last month about that jetty being ok the book is a little hard to interpret for me ,i guess im going to have a prove it attitude also , im sticking with darby

Blackie,

It starts on the bottom of page 25 and continues on page 26 (CCR T-14 1.88).

Kyle,

I would read what Tim wrote, because he is correct about the definition of a public pier and where a fishing licesne is required. Also, I'm sure the new chubby warden would love to give a presentation to your 4-H kids and provide cool goodies like, stickers, ID books, etc. He has done it in the past for the Salmon Seminar (When we had one), Kids At Sea and the Cambria Fishing Club. I think he reads this message board and I bet if you post a message to him, he will get back with you.

Where did you find the definition in the book?
I been thru it and have not seen it yet , some of the other s--- pisses me off tho , like for instance giving everybody aboard one of you boats a ticket for ONE person breaking the law , I AM NOT MY BROTHERS KEEPER , YOU BREAK THE LAW YOU GET BURNED , THEY NEED TO REWRITE THAT STUPID RULE, i CANNOT SEE HOW ANY JUDGE WOULD NOT LAUGH IT OUT OF HIS COURT , DONT KNOW IF IT HAS EVER HAPPENED , BUT IT RANKS RIGHT UP THERE WITH A DUMB ASS LAW.sorry about the caps.

Kyle I just went trough this with DFG and can probably dig out the emails. According to Carrie Wilson and Todd Tognazinni of DFG you DO NOT need a fishing license to fish off the outermost breakwaters or jetties in Morro Bay. Though you would if you were to fish off the little one on the inside for instance. (but there's no reason to) It really pisses me off that game wardens don't know the law but if one of us takes a kid out an makes an honest mistake it's likely to cost us close to a weeks wages.

Fishing off the rocks next to the outlet and inside the bay along the rocks between target rock to about where the bathrooms are should also qualify since it is man made and blocks the swell so it is a jetty. That used to be the harbor mouth! But I didn't ask her about that. I know they have ticketed people for fishing there with out.

There s a movement , I have a licence holder that shows a X thru it , and says no wear , but I dont think I would push it , as far as i know you must were it above your waist and visible , UNLESS you are diving , then it must be in the boat or readily assessable.

It depends what jetty you are fishing from. The Port San Luis area has a couple. Wasn't sure where Kyle was fishing.--"Additionally, publicly owned jetties or breakwaters that are connected to land, as described above, that have free unrestricted access for the general public and whose purpose it is to form the most seaward protective boundary of an ocean harbor are public piers. well kyle as far as fishing goes north its great from perch to rockfish. just make sure anyone over sixteen has a fishing license thats if you are not fishing from a pier also regarding morro bay... im pretty sure if im reading that fish and game law correctly only the jetty in MB is license free not the surrounding rocks and bay

tim that warden was wrong look at http://www.dfg.ca.gov/licensing/fishing/sportfishingfaqs.html it is a Q&A page look at the question " do i need a license to fish off a public pier?"the jetty does not require a license look at subsection A. it defines exactly what a public pier is and the morro bay jetty is one

Kyle; You need a license to fish off the jetty. Only public piers are exempt from needing a license now. That was changed a few years ago. Glad you had yours, a $760 fine for not having one! Tim
