The first time I met Tom Raftican we were at a F&G
commission meeting fighting to keep the recreational allocation
of fish from being taken by the big commercial
draggers. Tom showed an old video of an
dragger with huge deepwater fish. Then a live
fisherman unloading a small catch of small
nearshore rockfish. He tried to tell the commission,
"That's what they used to catch and now all they
can catch are these little fish!" Most
everyone saw through it. (except
those who didn't want to and those people are the
problem we still have today.) But the deception
backfired. As much as we wanted our fishing
opportunity we could not stand behind a lie. He
lost our support and credibility with the
commission.

Then he helped ram the MPA process down our
throat because he thought they'd return the favor
by giving recreational fishermen special treatment.
Now he's created a bigger rift between enforcement
and the people because he's still in bed with F&G
and so out of touch with the fishermen. Or out of
touch with reality!.

Do us all a big favor Tom, just QUIT HELPING!

a few of you guys are really funny ..you are living in the past...california now has the most restrictive and
progressive commercial fishing regulations in the world.
nearshore rockfish?..80% of the take is allocated as recreational.
been that way for a long time,thats a fact.
bycatch fishing blackcod?...sometimes the skates come through and are thick.
that doesn't happen much and there are decades
worth of data (via observer coverage) to prove it.
head up the ass? my point is,i didn't like being thrown under the bus .

hook and line fisherman put
only a small fraction of pressure on
a resource compared to... say... a
Super Siener or two. Look at what they
are doing with the tuna pens... And the massive
amounts of bait they wrap to feed those tuna.

Did anyone ever tell you, "The things you hate the most
about other people are the things that are most like YOU"... I always try to remember that before

I usually dont get into arguments here but why are people on here pointing fingers at other fisherman for how regulated we are. commercial fisherman work hard to feed their families just like you. how much did you actually do to protect your right to fish? how much of your money did you spend on protecting it? my guess is not very much. my guess is you just sat on here and complained that they were gonna take it away

I vaguely remember that you or maybe Stickman mentioned that you fished for black cod. What kind of bycatch do you guys get when you do that ? One of the commercial guys down here in SB mentioned he caught about a couple thousand pounds of bycatch for every thousand pounds of black cod. He also thought the bycatch would live/swim back down after going through the crucifier. Is he full of shit or is this how it is?

John Costello(Taurus) In ref to you saying my head is up my ass. Well, I come from a family of long time commercial fisherman(local). You can presume I don't know what I'm talking about, but we'll just have to agree to disagree. I'm not talking about people taking a hit, this is not ABOUT taking hits, this is about saving our resources, and politicians and idiots like this Tom Rafticon character who believe that wardens are the answer.
Answer me this...when the law was passed to limit draggers and gillnets for halibut out to deeper water, what happened to the halibut popultation? I'll tell you what happened, we got halibut again.
It's no coincidence that we started to catch halibut like the old days again along our coast.
I was on my uncles commercial gillnet boat as a kid and I saw what those nets did to the halibut population, the commercial fleet practically wiped them out in the 70's, you could not even catch a short around here for years after that. I've also seen the proof of the black cod netters indiscriminate killing of thousands of steelhead and salmon off the coast of Northern Calif, my good friend worked on one of the largest net boats up there, he showed me the pictures..disgusting to see 1000 steelhead wrapped up in a net by mistake and thrown back dead...salmon as well. I don't care what you say about commercial fishing being over regulated, yes it probably is, I'll agree to that, but the fact is more damage is done by commercials on many species than sport guys could ever even come close to. What happened to all of our nearshore rockfish? They all got caught by commercials and sold to the Chinatowns of our state, that's what. You want to argue about that? When it comes to making money, the survival of the fish never even enters a commercial guys brain, it's all about getting em before someone else does and turning a buck. I know, I've been there, done it. Your arguing with the wrong guy here, you cannot win this argument with me, no way. I respect your profession as a commercial fisherman, but the reality is the good old days are gone, and if I were you I would find another line of work, if that's what you do?..A good way to sum up this debate is this: If regulations allowed the commercial take of a species until that species was gone forever, the commercials would wipe that species out as long as a profit was made, period, end of story...I really don't care what commercial guys I piss of here, that's the truth of the matter.......Mike Martines

CHP starts out at about 88,000 a year first year with OT and pay schedules like nite pay, uniforms, lunch pay, physical performance pay, bilingual pay and education pay. and 5 yr officer makes about 112,000-115,000 a yr. plus great medical. CHP has a contract to be in top 3 law enforcment pay in state of ca. if they drop out of that 3 they rengociate that year automatically.

dont know about this week , but last week a guy that lives here , in our compound spends at least four days a week at MARGARITA and he tells me the crappie are biting and there big like 2+ pounds, hes there now so may get a report when he gets back , Maybe i ought to take some perch crack up there and see if the crappies will eat it . thinkin about giving the point sal road a go this week for them barries.

Mike, how dare you impugn the integrity of such a fine organization like the Dept. of Fish and Game. Can't you see what they have done for us? I need a damned attorney just to read the regulations. Bureaucracy = numerous offices and rules that actually never fix a problem. With a special adherence to an inflexable set of rules and routines that lack free thought and common sense to better promote a herd mentality. As for the Taurus comment, he assumes that his head is already in his ass. You should tell him how you got yours out. Was it the slow pull variety or the sudden pop. AB 1442, I think the letters AB mean "absolute bullshit". For a good laugh, read the mission statement of sportcon.org, "with privelage comes obligation." Answer me this Tom, what gives you privelage? Mr. Helper wants the poor wardens paid more. Hey listen up, I'll pay more when I get more and when they treat us like customers. Remember, they are supposed to work for us.

with our small boats, short seasons, heavy regs and limited time to actualy fish due to bad weather.....not to mention the fur bags and otters eating up our coast line....

If wardens start at 48K a year and they are the lowest paid of all law enforcement, what do the CHP make?

Also, I haven't had any beef with the wardens but I always give them the same "F-U" smile with a "yes' officer" There is that one dude, the new short one that is a true fool. Is there any way we can get them to go to some sort of public interaction training? Granted, the lady warden and that dude have the 'I'm an Ahole' training down pat.

maybe we should all call Caltip and report poachers at Pt Sal when we go fishing at the lighthouse...

Typical green wacko liberal logic...save the smelt and kill the salmon or take $5 from the average $40,000/yr wage earner and give it to the $75,000/yr Gov worker. That $75,000 figure is the national average for all government "workers". NO wonder that is where the newly created jobs are!

I must admit that the $5 is nothing compared to the $1600 that every man, woman and child in california owe to cover the deficit created by our liberal "representatives".

With 38,000,000 people in our state and that number increasing, resources will continued to be challenged. Our California game wardens do an incredible job and need all the help they can get. Our initiative has brought the first real new money to their cause in more than a decade. I might also add that over this same decade, I have (successfully) worked to rein in destructive commercial longline, gillnet and bottom trawl fishing. While destructive gear has made a major impact on our fisheries, when you talk of some 2,000,000 lines in the water it is crucial to understand that we recreational anglers are a major part of the lost and destroyed resource condition and need to come to the table.

I absolutely stand behind our wardens, our efforts to get them better equipped and their efforts to enforce the law.

Furthermore, while it may be fashionable to complain, I would suggest that you support those who are actually trying to change much of the scenario that you have laid out.

FOR SALE
2002 Albemarle Sportfisher. Excellent East-Coast builder with renowned dry ride and rough water capabilities. I am the 3rd owner and have all records and paperwork on this boat.
I traveled to New York in Sept. 2007 after purchasing a brand new $6500. all-aluminum trailer from a Florida manufacture.
Original owner kept the boat on a lift and 2nd owner purchased it in 2006 and he kept it in the water one season (approx. 6 months).
Boat is in excellent condition with 236 original hours. No mechanical or hull issues. It does have a transferable 10-year factory hull warranty. Cosmetically it could use a fresh coat of bottom paint but it has been stored on the trailer and inside since I have owned it.
I have taken the boat out of Morro Bay, Santa Barbara and San Diego. Very good riding boat and economical to run – averages about 2.5 miles per gallon at cruising speed, giving it a 250+ mile range.
I am currently working in Colorado and haven’t had the time to take it out in 2009. I will be in California 12/24 to 1/3 if anyone would like to look and/or sea trial the boat.

I think they should just mandate the $#@! wardens stand on the street corners one day a week and with a cardboard sign and see how much pity people have on the bastards.
It's wonderful having a bunch of bogus reserves shoved up everybody's a** and then asking us to go ahead and pay for the enforcement.

And what Frys Me the most is they treat US the hunter / fisher persons like Fools...My Dad was the proudest man I ever new. He was proud he was Italian, and he was even prouder he was American... In his day... It would be Insulting to be played the Fool... And would very likly get you knocked on your ass... Just wanted to share that with the younger readers who my not have had a dad around...Be Proud like our Forfathers...

What kills me is that there has to be some stats that show what percent of the hunters/fisherman take what percent of the illegal harvest. my guess is the bad 1% take 95% of the illegal harvest but the 99% of us mistakingly take only 5% of illegal harvest. So our wardens have a choice of catching the BIG FISH and protect our resourses or simplely GROUND SLOUSE us all in one shot and collect the money. they should recieve a ticket for un sportsmanship.

$48K plus all the benefits of a State job is more than some careers ever pay. It still amazes me that wardens these days have no public relations training at all. Or choose not to use it. Never mind commonsense. It would save millions of enforcement dollars if they had us on their side again.

But the indians tend to act like their chief. I used to know some of the heads of enforcement and they were really grounded guys. I would help them all the time. We had a couple friendly, common sense but no-nonsense wardens but one real idiot. One year said idiot (Mr. T) went to his brother's cooler, JUST AS HE DID EVERY YEAR, to validate our deer tags. After spending his entire day looking for me he wrote me a ticket for not properly filling my tag out! The fine was bad enough but Ca law takes your hunting privileges too - as they should for poachers. But, like you guys, my mistake was totally unintentional and I was not trying to hide anything. I have NEVER called to report any violation or poacher since. Now Mr. T outlasted the decent people in a changing organization (the decent people wouldn't put up with the shit coming down from the Governor's office) and has been promoted to the upper levels of enforcement. Guess what? His people are just like him.

Here's where I think it comes from. I'm told that when Mr. T was in highschool and early college he and my uncle, the HS football coach, were two of the most notorious poachers in Monterey/SLO counties!!! They must have been very good at it too because they never got caught. Uncle Jim was beyond hope but Mr. T had a conversion experience - to DFG. Yet his new religion could not assuage his guilt. So because he was guilty, he assumes everyone is guilty - until proven innocent. Does that attitude sound like our wardens today?

75,000 plus benifits? where do i sign up. i have a warden that lives by me and he gets to drive the truck home . their 8 hr day starts port to port, meaning like a lawyer they start their day sitting on the john before work. believe me Mr warden man, u will have my support the day you differentiate the difference between a poacher and a simple mistake. u spend more time searching the simple perch fisherman then doing the real work of patroling areas where the real poaching is going on. sorry i will save my 5 bucks for the day i fish on the wrong side of a jetty and get a fine larger then my mortage.

im not going to buy one of those stamps, those guys are already overpaid as it is. thats right i said it, 75000 dollars + a year to drive around and harass people that are taxed to pay their salaries then are double taxed to buy fishing licenses then triple taxed if you also hunt, and now they have the audacity to ask for more money. can someone please remind them why our country defeated england for independence?

Matt, If you are thinking about a full service fly-in operation for a multi day trip, take a look a alaskafarwestfishing.com. The website does not do this place justice. It is owned by a friend of mine and located on the south end of Dall island, which is the outermost island off ketchikan. It is a mothership operation about 50 miles south of the famous Waterfall resort. The fishing is epic and the location is virtully un-fished due to its remote location.

Matt, we fished out of Craig Alaska with Prince of Wales Sportfishing a few years back and had a great time with plenty of salmon,cod and halibut plus great accomodations. They are a small outfit with two North River 28' boats.

i have a question ,is this warden stamp going to be attached right to your fishing licence for the warden to see ,i mean if he checks you and sees the stamp and that means you support him and his efforts at upholding the f&g laws ,but if you dont have the stamp ,well your a pr##k and its time for the body cavity strip search to make sure you arent hiding a canary or something else illegal up your rear

FYI,The ocean enhancement sticker is required for fishing south of Point Arguello. Jalama is noth of Point Conception but south of Point Arguello, so an enhancement sticker is required to fish Jalama.

Talk about a con job! This is where the absurd becomes so far past the unbelievable I cannot even get mad about it! $5 Warden stamp? That's a good one. Put millions into marine reserves, so dfg needs millions more for enforcement, then ask for more money for wardens!!! But wait, it gets better! Supported no less by Tom Raftican, the only leader in the entire sportfishing industry to support marine reserves initially and actually contributed thousands of United Anglers member's dollars claiming he was "promised special exceptions for sportfishermen" from the "inside"! After his promises evaporated and it was rumored he was found with a very fat bank account, he was fired. Now he is associated with an organization called sportCON to con us out of more money for DFG! That's just too good to be made up!

the road is narrow to point Sal there is a sand Pit where they haul sand out of. I was there about 1 1/2 yrs ago I drove past the sand pit. I think there was a gate past the sand pit if I remember right. used to be a lrg parking area there . maybe they colsed it due to that snowy plover bird. It might be open when the nesting season is over.

OK you Guys & Lady Fisherpersons...This is the sentance about the "Warden Stamp" on the letter I recieved...Verbatum... We and our partners also accomplished somthing pretty amazing in getting a voluntary "Warden Stamp" authorized which will help California game wardens who protect our fishing. When you donate $5 by buying a Warden Stamp, 100% of the money this year will be used to benefit the wardens. END...Thats it. Not quite sure what that means... Thier website www.sportcon.org Looks like thats where Tom Raftican is these days... Just thought I'd clarify my ranting. I've not checked it...

You are right on with that , I had to purchase one when I was down there , the very nice warden informed me .
IM for sure ready for about a solid week of surf fishing , im told that if you fish point tarantula you can catch some nice cabs, I know when i have been down there the kelp is thick , and my ultra light gear was not up to it , maybe this time ill take a MEAT ROD and some squid.

Dragon; Perch, when I can get them, make great fish tacos. Fillet them, cut in strips, marinate if you want-(El Pato mexican sauce), and bread them in whatever-(cornmeal). Deep fry and put in corn or flower tortillas. We add condiments to taste including coleslaw.

I fished right on the point years ago but I didn't access by road. Crash landed on a kayak trip down the coast, huge unexpected south swell came up, my boat was trying to sink so I pulled in to make repairs. Swell got so big I didn't get back off the beach for several days. Survived on the fresh water spring out of the cliff and WIDE OPEN PERCH FISHING! It was in the month of June I think.

I know a guy with property out there and can ask. I have hunted out there with him. Lot's of blm on the point and the road was good but I think we went through some locked gates. It's a great place to explore, good surf too.

FYI, the road to Pt. Sal is closed to vehicles (I saw some kids lift a small motorbike over the fence with surfboards once). It washed out in the '98 El Nino. VAFB has closed it a few times, but I believe it is open now. I rode mountain bikes in there a few years ago. Beautiful trip, but I think it was 6 or 7 miles 1 way! I didn't fish, but would next time.

IM all in on that perchin , picked up some supplys yesterday , red hooks , and stuff, I was coming back from the VA yesterday in Santa maria , came the back way , I found a turn off for , POINT SAL , I never new that there was land access, has anybody on this board ever fished the shore line there , and whats the road like to the point?
I fry the perch or deep fry them crisp , scale them cut off fins , dip in lousinia fish fry and the meat is sweet and come off the bones with a fork.
Im going to spend a week at JALAMA right after the 1s 1st of the year, I spent a week there last year, the fishing was off the hook , you could satch 100 fish a day if you wanted too , I am still in serch of the BLACK PERCH that are known to inhabit that area .
I have been buying the buckets of bloddy and camo worms in the 2 inch size, seem to work, I have some 6 also incase they want a bigger bait , have not tried boiled sand crabs , but may try this time , dont as a rule fish BAIT .
Whats the WARDENS STAMP ? just picked up the DFG sup book yesterday did not see anything like that , maybe Ill let my ATTORNEY interpt the book .

You probably get more with 6" Huh... I'll probably bring some grubs too (suggestions?) I didnt forget about the cooking of the sand crabs eather. Im was going to start up by SS/ Pico but I hear you guys talk about Jalama... I guess the beauty of perch fishing, is just go to the closest beach. I like to go up north etc. Makes me feel like Im getting away... Im up for any suggestions... and I do appreciate everyones advise... Next In going to ask the best way to prepare them? Fliet or cook um whole? I used to fish off the rocks in Corona Del Mar as a kid and we would catch Butter mouth & Blacksmith perch... This will be my 1st surf perch Surfari...Im STOKED!!! Pretty tragic I waited till I was 54 though? Better late than never...Thanx Paul

Seaweed... Im with you on the warden stamp thing. After DFG partnered with the Humane Society (For GODS Sake) What were they thinking??? I Dont trust them...They would at the very least demonstrate that thier attitude tward fisherman/hunters has changed... I.E. quit treating us like every single one of us is intending to poach or break the fish and game laws... If they didnt make the laws so complicated we would'nt be breaking them. It wouldnt hurt to give a warning or two. They just slam you...And lastly they need to put a smile on thier faces when they approach people. Its always the Hard Guy thing... Doesnt it seem like they hate thier jobs and they hate us too... I have met only a few in my 54 yrs. that showed Respect... Reading the the regs. is like reading the books on how to do your taxes... Its F!#ked Up... Dragon Out
