My neighbor had a rough landing at Leffingwell today and lost a handheld gps and a handheld marine radio (both in plastic bags). $50 reward if in working order.

Nothing spectacular fish-wise today a few blues and olives and I got slammed and busted off on something big. probably a ling. got blown off around 1:00 and had a surgy landing.

Friday's Cen Cal chlorophyll image. The water off our coast is now the cleanest it has been all season. Not deep blue yet but probably pretty clean. Weather permitting it might be worth a look and be sure to have gear that will handle bluefin ! per Darby's report.. Again if anyone wants a larger image send me an e-mail.

As Dustin reported; Jeff Gammon, Terrafin, should have his clorophyll service ready for next season and he indicated that he will have samples at the boat and tackle shows this coming year. Check em out.

If weather clears up after the weekend and chlorophyll shots confirm some clean water, im willing to run. Will give my friend Dan a call for some detailed Chlorophyll shots .... and get the boat ready just in case. Could pull a rabbit out of the hat!

Just for your info .... Terrafin has been working hard on the chlorophyll shots and I have no doubt that they will be available before next season. The sample I seen was very detailed, I just think Jeff is working on the breakdown of colors and such.

Brad League was commercial fishing blackgill three days ago about 25 miles out. Said the water was beautiful blue (not purple), 63 degrees and "saw a big school of jumping bluefin, maybe some albacore too." FYI

Ling cod is over this weekend, last chance.
You can fish for Rockfish until DEC31 ,,,,unless the dept of fun an games decides that the sport fisherman have caught their quota THEN they give two weeks notice and CLOSE it down , it wont open again until next may UNLESS they change their minds again, you just never know even there own wardens dont know the rules because they keep changing them.
Like harrell says check the regs if you can decipher them.

Thanks for the info Roger, I think we will look into the Bruce , but im also going to put a couple mooring bouys at SAN SIMEON and see how long they last, more than likley wont be this fishing season.
Get out a catch those LINGS this is your last chance for 6 months , boy are they going to be big and fat in the spring opening.

I have a 16# bruce with 40' of 1/4" chain and 200' of 1/2" rode on my 22' C-Dory. We were out at Little Scorpion (Santa Cruz Island) during the storm that came through on 10/16. The weather was great all day and I set my anchor with ~4 to 1 scope. By 8:00 pm the wind was up (25 knots), the rain was down and lightening streaked the sky. I was on anchor watch all night till 3:00 am and with 2' - 3' wind waves in the anchorage, we held fast. Would have been more comfortable with a 7 to 1 scope. I use a small aluminum fortress for the stern anchor, that I have mainly for my dink while diving.
Yes, I am a believer in the bruce claws.

Anyone can put a mooring there. I tried to get permits fro the state and uscg when I put them in and was told such a thing did not exist.

If we were to place a Mooring Bouy off one of your blocks , could you leave it there , without a bunch of crap from the Coast Guard or Park and rec? Also thanks for the info on the Anchors, Im used to the good old delta where anything holds.

The groups listed above represent recreational fishing in California. We have all considered and approve the contents of this statement. It is imperative that we bring to your attention our serious concerns about the MLPA process.
Recreational fishing is a wonderful family tradition enjoyed by millions of Californians. Recreational fishing means billions of dollars annually to our economy. We are very concerned about any governmental activity that would limit this valuable tradition. California is one of the few states in the union that labels fishing as a protected individual right in the state Constitution. On the other hand, we are also committed conservationists who want to protect our marine life for the enjoyment of future generations. We have been involved in the previous MLPA process and will continue to contribute our time and efforts to developing a fair and equitable Master Plan. However, we have grave concerns about the power and impact of the special interest groups that are funding the lion’s share of this project. We have deep-seated suspicions that the special interest groups that are funding this project will be controlling the process. The proof of transparency and fairness will be clearly evident from the Marine Protected Area Master Plan (hereafter abbreviated as “Master Plan”). Below are listed minimum assurances that we feel must be contained in clear and concise language within the Master Plan.

1. Commitment to protect fishing rights: The California Constitution specifically lists fishing as a protected right. Recreational fishing groups suspect that the true agenda of the MLPA process is to undermine the public’s freedom to fish. We have seen ample historic proof that the special interest groups that are funding the MLPA process are anti-fishing. To allay this suspicion, it is absolutely essential that the preamble of the Master Plan clearly state that it is a goal and commitment of the MLPA process to protect and preserve recreational fishing rights. This does not mean that the process will not consider possible restrictions on fishing opportunity, but does mean that there will be no restrictions unless based on competent scientific fishery data and evidence. The Master Plan must specify that lack of data or lack of essential fishery information will never be a basis for limitation on fishing opportunity or imposition of State Marine Reserves.

In fact, it would be prudent for this panel to include language in the Master Plan that it is a goal to improve and enlarge recreational fishing opportunity in state coastal waters. MPAs that are used to gather scientific and educational information, while protecting recreational fishing opportunity, are a desirable goal and will help achieve the purposes of the MLPA legislation.

2. Economic Impact: Recreational fishing has a huge economic impact on many coastal communities. This impact is not limited to the evaluation of charter operations, tackle shops, boat sales and bait and fuel providers. The economic “ripple effect” from recreational fishing also impacts motels, city tax revenues, harbor districts, retail shops, and all other businesses located in coastal communities. During the 1990s, California recreational fishermen contributed over $250 million directly to the Department of Fish & Game. The Master Plan should clearly state that the economic impact will be carefully considered before imposition of any additional MPAs.

3. Focus on existing network of MPAs: It is essential that each member of this panel carefully review the language of the MLPA legislation approved in 1998. This is the legislation that provides the “authorization limits” for this panel. Each of you will note that the key purpose of the legislation is to improve the function of “existing MPAs.” It is also evident that additional MPAs are not mandated by the legislation. In fact, there is barely a mention of creating additional MPAs. The “Memorandum of Understanding” that has been prepared by the California Resources Agency (concerning the MLPA) talks about the goal of using MPAs to further educational and scientific pursuits. The Master Plan should clearly specify that no additional MPAs will be considered unless there is unequivocal data or evidence explaining why the existing MPAs cannot supply the desired educational and scientific information.

4. Funding and Enforcement: It would be instructive for this panel to consider the unfortunate experience of the Marine Life Management Act (MLMA), also approved by the state legislature and approved by the governor in 1998.
The MLMA required the Dept. of Fish & Game to create a management plan to regulate and monitor nearshore coastal waters and 19 species of nearshore finfish. Starting in 1999, the state worked for five years on an ambitious Nearshore Fishery Management Plan (NFMP). Countless hours and millions of dollars were expended on this ambitious plan. The tragedy of the plan is that the state has failed to provide the funding to implement the plan. The requirement of the legislation to obtain “essential fishery information” (i.e. scientific data) so that the nearshore fish species can be adequately monitored and regulated has never been forthcoming. The state has been stuck in a quagmire of “lack of data” because of lack of funding since 1998. The NFMP has never been adequately funded.
Now let’s turn to the MLPA, which this panel now tackles. The MLPA was passed in 1998 and enacted into law in 1999. Years have been spent on this process. Recreational fishermen have been tapped for $900,000 in tackle taxes for the MLPA to date. However, the legislature has not chosen to adequately fund the process. It is well known that the California Dept. of Fish & Game put this entire process on hold in early 2004. This process is going forward only because of contributions from outside special interest groups. If the state legislature will not fully fund the “plan process”, this panel should not assume that they would fund the eventual implementation and enforcement of a network of additional Marine Protected Areas, which will be far more costly.
The Master Plan needs to outline funding and enforcement requirements that are conditions precedent to implementation of changes to any existing MPAs and any new or additional MPAs.

5. Conflict of Interest: It will be impossible to avoid a conflict of interest and the “appearance of impropriety” in taking hundreds of thousands of dollars from special interest groups that have a long history of fighting to reduce fishing opportunity along California’s coast, by favoring State Marine Reserves based on policy, not science.
The Department will hire new people in coming months and years based on this private funding. They will gather data, collate scientific information, and help “flesh out” the Master Plan. The new staff will know who is putting up the money. If they make suggestions to this panel that would in opposition to new MPAs or severely limit the scope of any new MPAs, they would do so at the risk of losing additional funding and therefore their own jobs. Their recommendations will be tainted by their own self-interest. This cannot be avoided.
Take a look at the Memorandum of Understanding referenced above. Why do you think that the Resources Legacy Fund Foundation is keeping the funding money in their own bank account instead of turning over the money to the California Resources Agency and the California Department of Fish & Game? They will dole out the money on a piecemeal basis as long as the MLPA proceeds according to their own agenda. They are controlling the purse strings and therefore managing the MLPA Initiative’s agenda. This panel should demand that the full amount of money pledged by the special interest groups be turned over to the state before the process goes forward. By doing so, you will challenge the willingness of the RLFF to fund a process that is truly fair and equitable to all stakeholders.

6. Summary: As you can tell from the discussion and proposals above, recreational fishing interests believe that before this process has begun it is tainted by the funding from special interest groups hostile to recreational fishing. To allay this suspicion, it is essential that this panel make a clear statement in the Master Plan that recreational fishing interests will not only be preserved and protected, but that the overriding goal of California’s network of MPAs shall be to increase public access and fishing opportunity under the MLPA Initiative. No additional MPAs should be considered unless compelled by credible scientific information and data.

There are no moorings left in San Simeon. I do have a couple mooring blocks still there and I think I can find the numbers if you want to dive on them and attach your own buoy! The ladder up the pier is gone too.

I just took the family up for the weekend recently and we just used kayaks to get on and off the beach. Had another family meet us up there with the kayaks. I like bruce style anchors the best for sand, rocky and all around. Plus they are light for the holding power. The most important thing is the amount of chain you have on and the amount of scope you have out. Use a chain at least as long as the boat. 30' of 5/16 chain should be way more than enough for a Davis Boat 20-30 feet. Rule of thumb on scope is 4 times the depth of water in calm conditions. 8 to 1 in heavy wind in SS. When I was diving on the Princess I had a 60 pound bruce with 60' of 3/8 chain and she held for me in a 40 knot wind off the boat house below Arguello with only 4 to 1 scope. Giannini's is the best price I have found on Bruce or claw style anchors. You can order from Port Supply but shipping kills.

Two plows may hold you in there, lots of sand, we will try again as soon as we get the new anchor for the new boat , dealer forgot to furnish
we tried the danforth from the Radon but it would not hold, you would want to set the drift alarm in there.
OK good fishing to all , we are going to give them a break this weekend.

Droping a hook in there would be a good trick, I think two would be my prefrence, we put a danforth we had from the Radon and just drug in the sand, maybe two plows may hold thru the tide changes ,in any case setting the anchor drift alarm is a good idea , oh well you could fish in the streets in Atascadero yesterday, looks like the fish will be SAFE this weekend .

Mike, I used to be the State Park Supervisor for San Simeon State Park. As I remember, Virg's had four bouys in the harbor and I believe that the CG also used one (outermost). Virg's owned and serviced them - so I'm sure that by now they are all removed. I've taken my boat into the harbor only once in the last couple of years and can't say that I noticed any of the bouys at that time. Guess you'll need to put her on the hook if you plan on spending the night. There also used to be a ladder on the end of the pier, but now that they've blocked off the stairs, I doubt that it is accessable (if still there). I understand that the concession building is now used by volunteer groups (elephant seal folks and ?), so I doubt if we will ever see a fishing concession again (especially with the cost of remodeling the "new" stairs and gangway).

By the way Stacey the New Boat fishes better and better each time, nice to not have to fuel up all the time and spend a $100 bucks to get limits of fish.

Mike,
I've never canned RF and given the texture and density of the meat I don't know if it would be any good. Anyhow I looked in the Ball Blue Book and like tuna they call for 10# @ 100 minutes however, they call for soaking the fish in a brine composed of 1cup of salt per gallon of water for 1hour.

Virgs used to keep there boats there before the big storms of 97. They would be tied to moorings north/northwest of the pier. If I remember right, there were several ofthem out there. Might check with them.

Hey Guys;
anyone tried canning rockfish? If so how and what temp, I know my albacore was 10# for 100 min.
Fishing was great yesterday limits of reds to 8# for JR and I , we were to spend the night at san simeon but looked at the weather and said HELL NO.
Also someone in the park department thinks they have mooring bouys in the San Simeon harbor , they must be underwater cause we did not find them they even went as far as to ask for the CF # so we would legal.
Just got a Email picture from my other home in Idaho, my brother killed a nice cow elk yesterday ,
Always happens when i am not there.

Sport fishing as we know it continues to be threatened. In case you haven't heard, the regulations for the next two years provide for only a five month rockfish season which will begin on May 1. We will only be able to fish in 120 to 240 feet of water which means little or no fishing from kayaks on days when the wind blows more than more than ten knots. Worse yet, a very well funded environmental group with a stated objective of closing fishing off our coast pushed legislation through that was signed by the governor for the purpose of establishing a Marine Protected Area off the California coast. The process is funded by the environmentalists in charge of millions of dollars from the Packard Foundation. Their first priority is to establish a MPA on the Central Coast and this process is now moving on a fast track. The Central Coast Fisheries Conservation Coalition (CCFCC) the "Right to fish" group, is actively engaged in an effort to challenge any attempts to close fishing with out scientific data to suggest such action is absolutely necessary to preserve fishing for future generations. A few of the actions taken by CCFCC to protect its members right to fish include the coordination of the leadership of the other sport fishing organizations in our effort to work united through this process and leverage our assets, provide for the public record our concerns and information supportive to our goals and objectives, and submission of nominees to the Blue Ribbon Committee to the MPA process to provide a stakeholders voice. I hope that you will all bring your support to this year's CCFCC fundraiser events. Even though CCFCC is an all volunteer organization, we need to budget for the possibility of some out of town litigation, should that become necessary to preserve our constitutional right to fish. We will try to keep you posted as best we can.

ATTENTION NEXT SEASON'S SALMON FISHERMEN !!

Deke has absolutely the best salmon anchovies you could ever want ! All 5-6 inch and in perfect condition. I just finished traying and freezing a couple of scoops. They are bright, no bloody noses and just perfect with almost no loss of scales. At $5-$7 a tray you can save a lot of money freezing your own and have better bait. Here is how to do it:

Fill your ice chest half full of crushed, shaved or small cubed ice. Add two lbs of salt (any kind). Then add sea water until the ice chest is 3/4 full. Lay some anchovies on top and gently push them down in the slush. Repeat the process until you have all the chovies buried in the slush. By the time you get them home they will be stiff as a board and ready to tray and freeze. I have done this several years now and the bait is as good or better than any I have ever bought.

Fished out of MB today, Great bait, Mix of LG choves/ dins. Ran up off cayucos in 60-75 feet of water. water was brown but found clear water spots to fish for two butts, 1 12lbs and the other 17 lbs. hooked 4 lings all short. lots of large bait balls all over the area.

Port san luis Bait report: today Deke picked up a nice load of chovie's 5% small sardines enough bait for the week, do to fact that patriot sportfishing will no longer be taking live bait for rock cod fishing as of sunday 10-17-04

Rory, we had had pretty good luck finding clean water north of point Estero. We usually fish the Cambria area and it has been clean there all year when the estero bay has looked like the mississippi river. Got Back a day early due to wind. We did have two good days fishing. 1 nice blue marlin, some YFT and Some Dorado.

Went out for some Rock Fish on tue. IT was really hard to find some water that was not BROWN (pt Sal to Pecho rock). It looked as was on a different panet in some areas. When will this stuff be gone?

Ended up with 5 nice Bolina and a 5ft Soupfin Shark that KICKED MY BEHIND!

Decided to do some male bonding and go out with my son yesterday. Hard to believe that there were only two other boats launched out of Morro Bay. Day was absolutely beautiful - from 10am on we were in T-shirts. Fishing wasn't so good - we stayed in Estero Bay (didn't feel like making our normal run to Cambria)- mainly fishing for halibut - caught one good red, one short ling (24"), couple of gopher cod and several blues. All in all it was wonderful being on the water, but the fishing wasn't too great. According to the forcast, we were supposed to have 7-11 foot swells and a strong wind. Waves were fairly small and the wind never got over a good breeze.

Regarding Jimmy G's Evinrude motor. Based on the model number this motor is probably a 1986 year model. I agree that you shouldn't use 100:1 ratio. With the lousy fuels we are getting lately always use a 50:1 ratio and a good grade of TWC-3 outboard oil.

I dont think that that 100 to one is right I would mix 50to 1 and you should be fine and have no problems fouling plugs, I had a 15 hp as a kicker and it was 50 to 1, my son is still using it and no problems

Went looking for yellowfin tuna out of Ventura on 10/06 on a report of 12 fish being caught by Mike Wilson's son. Ran out to the zone, found the feeding porpoise, metered what appeared to be volume, but came up empty. Clean blue water to 68.3 looked ripe. PPulled the gear and ran 14 mile SSE to a break but a Navy p-3 stopped us short by 2 miles saying we were in the middel of a live fireing zone. We seem to hear this every trip. Found a massive area of yellows to 40# at Capa right before nightfall that didn't want iron or dines. Wish we had macks. Caught 12 bones, all over the bottoem. Big wind to 35+ with swell to 15' arrives Saturday. Hunch says it's over gang. Thanks to all those notherners who took the time and burned the fuel this year to try and make it happen! I say it's over. Bob, Harrell, Dustin, Steve, and others.

Spoke to my buddy on the New Lo-An. The big albacore have left and all they are catching small YFT, so I didn't think it was worth a trip all the way down to SD for 10-15# tuna.
I may trailer down to CIH and fish for some YFT if Mike Moore finds them today. Anyone else interested in heading down to Ventura?

Thinking of heading down tuesday to San Diego to fish on the New Lo-An. It is a 1.5 day trip. Cost is $270. They were getting really big albacore (40-50 lbs.) on the 1.5 day trips, but maybe not since Stacey didn't get any.
Anyone interested in heading down? They have a 1.5 day trip leaving tonight, so we'll know what's up before we leave tuesday.

Fished on the Sea Angel out of Santa Cruz Fri night/ Sat for 25 nice LF in and around 3626 and 12326. Magic water temp was 63.3-63.6. This was a very small 4mi x 4mi area of dark indigo blue water that was holding fish about 75 miles out of SC. See BATC site for full details.
Thanks Harrell Kimball for providing the chlorophyl chart from 9/26. Even though it was 4 days old it gave us a good starting point. I don't know about down here but where we were the fish were only in the dark blue area on the chart. The good water is coming in from the West the dirty warm water pushing up from the CSM buoy area is runnig into the cold water coming down the coast and forcing the good blue water offshore.We had dirty brown water 60 mi out until we hit the 12316 line. 12323 was where we found the dark blue water. If you look at the latest Terrafin for Monterey, you will see that pocket is the warmest water on the chart. Gary Foster

More of the same. We went out of Morro this morning on a 240 to 40 miles then down to the weather buoy. AFter 25 miles the water cleaned up a little. Water temp up and down between 60 and 62 degrees. Some birds, some bait, some whales, no albacore. Ran between areas of clean and dirty water.

We did have a great boat ride yesterday, I did manage to catch three KELPACORE they did wake us up , Oh well there may still be time , I remember a few years catching some nice fish in Nov but from what i observed yesterday the FAT lady may have done her song.
Ok well we will look for those BIG lings and Reds the next three weeks I guess.
Thanks to all the searshers yesterday it was a good effort.

Thanks for the effort guys. It looks like SD is the place to fish. I got back in earlier this morning from there. A group of five from SLO county went down for a 1.5 day trip aboard the Galilean. Our first bait stop on YFT was awesome! I never boated fish so quickly. The fish were small 10#+/-. The yellowtail were also small. The jackpot fish, a yft caught by Korey, was approximately 18#s. Port sanluis Deke has sardine, anchovie mix. I here there was a shark attack in pismo..@ 4:30 PM no details yet will know more tomorrow.

Sounds exactly like my last run with Stuart on the Gray Light. Great looking water, life, Sauries .... everything but fish. Thanks for the effort guys, just does not look like our year. I have no doubt that me and crew will give it at least one more run this year. I believe the water is going to continue to clean up with upwelling as per my Biologist buddy down south Dan who has helped us with the Clorophyll pictures. Tough year .... but not giving up complete hope. Mike ...will give you a call soon, I may be heading down to fish the islands this month and next. Was called up to go to Iraq three days ago ...so not sure if I will be here in November ... time will tell.

We were 15-20 miles S of Bob and Mike. Fished from PSL on a 235 heading. Started fishing at 23 miles...nice temp break from 60.5 to 61.9. Fished out to 35, headed N for a while and then trolled in to 20 miles. Not much sign in our area. 1 school of dolphin, very few birds, and a pod of small white whales (anybody know what they would be?). Spoke with a few other folks today and heard of no fish. Bummer that there weren't any fish on the outside either. Looks like another trip to SD!

Started fishing in good water 10 miles inside of the CSM buoy fished to 10 miles outside of the buoy. Turned downhilland fished or ran the rest of the way back to the rock. Devoid of all life forms on the whole trip except for 25 nm in front of the rock where there where a few birds. I would recomend staying Southwest of the rock. The water color and temperature where good the whole time. Blue and 62. Thanks for the help Harrell and Bob.

I was out in the area where Windfall was and had the same result. The water looked fishy, but there were no takers. We started at 26 miles from the rock on a 240 heading and found the blue water a few miles later.worked south and out to about 40 miles. We put 11 hours and 18 minutes on the hour meter for NADA. I think the fat lady might be singing. I never even got a look at the fat lady this year.

Today we found the water at 27mi on a 245 got us to the blue water and a temp break from 60 to 61. There were birds in the area, a few large porpoise and some bait marks but no albacore. We trolled up and down the break for 7 hours and soaked bait where the birds were for nothing. The other boats I spoke to had a similar experience. Some of the guys went as far as the donut and north to the CSM buoy. The bait is perfect 6" anchovie and 7" sardine.

Just spoke with Steve on Avocation. Fished albies but no fish to report. Good news is the clean blue water has moved in, like 35-miles. Thought I would pass this info along.
