California Anglers Help Save Striped Bass from Potentially
Devastating Regulations

Large angler outcry helps sway Fish and Game Commission to reject onerous plans that could have eradicated striped bass in California

Your Voice Was Heard!
KeepAmericaFishing™ called upon anglers to voice their concerns over unwarranted striped bass regulations. Hundreds of messages were sent to the California Fish and Game Commission through the KeepAmericaFishing website, helping to defeat these onerous regulations.

KeepAmericaFishing will continue to monitor this issue and work to ensure that threats to recreational fishing in California and across the country are minimized. For more information on this and other issues affecting your right to fish, visit www.KeepAmericaFishing.org.

The Deciding Vote
During its February 2 meeting, the commissioners voted unanimously not to pursue changing striped bass sport fishing regulations, which included increasing bag limits and decreasing size limits resulting in an overall decrease in striped bass populations.

Why the Change in Regulations?
The proposed changes arose from a 2008 lawsuit which claimed that striped bass are "harming" native species. This claim ignored the devastating impacts that increased water diversions for agricultural irrigation in California's Central Valley are having on recreational salmon fishing and businesses that depend on the Delta's fishery. Instead of addressing the real threats to salmon and Delta smelt by reducing irrigation rates, the Central Valley's water contractors shifted the blame to striped bass.

The Department of Fish and Game proposed changes in striped bass regulations would have resulted in an overall decrease in striped bass populations. Fortunately the commission saw through the erroneous logic of the proposed regulations and voted not to move the regulations forward.

KeepAmericaFishing is dedicated to keeping waters open and abundant with fish, and these regulations could not have been defeated without the strong efforts of anglers like you.

Congratulations and thank you!

Anglers’ Fight to Stop No-Fishing Zones in California Moves Forward

Court of Appeals Rules Against the Fish and Game Commission and Allows Appeal to be Heard

Sacramento, CA – February 3, 2012 – The Partnership for Sustainable Oceans (PSO) announced that the fight against regulations established through the Marine Life Protection Act (MLPA) Initiative that are blocking access to much of California’s coastal waters for recreational anglers, boaters, divers and commercial fishermen alike is moving forward. On January 30, 2012, the California Court of Appeals ruled in favor of allowing an appeal filed by Coastside Fishing Club, one of the three petitioners in litigation before the San Diego Superior Court challenging MLPA regulations adopted by California’s Fish and Game Commission for the North Central Coast, to proceed without delay. Coastside filed its appeal on December 15, 2011 with California's 4th District Court of Appeal. In response, lawyers for the commission asked the Court to dismiss Coastside’s appeal on grounds that it was premature. The Court denied the commission's request without comment.

Coastside appealed Judge Ronald Prager’s denial of its request for a Writ of Mandate voiding MLPA regulations adopted by the commission for California's North Central Coast in 2009 based on legal defects in implementing California law. After a careful review, Coastside concluded that Judge Prager's October 2011 ruling is inconsistent with the mandates of the law as established by the legislature. The outcome of the appeal of Judge Prager's ruling on the North Central Coast regulations would likely influence the resolution of a similar challenge to the validity of the South Coast regulations brought in the same lawsuit by Coastside's co-plaintiffs, United Anglers of Southern California and Robert C. Fletcher.

"Now that the MLPA regulations have gone into effect in Southern California, I hope anglers fully recognize the significant threat these unwarranted closures pose to the future of saltwater fishing in California,” said John Gaebel, chairman of United Anglers of Southern California. “Fortunately the battle is not over yet, as the legal challenge continues to move forward in the Court of Appeals. Now, more than ever, we need folks to step up and contribute as much as they can to help us keep up the fight.”

To raise funds for the legal challenge, the PSO is urging anglers, boaters and anyone interested in a fair legal process to visit www.SaveCAFishing.org and contribute to the effort. Under the “Donate” section of the site, individuals can contribute $5 or more a month on a recurring basis, or make a one-time donation. All proceeds will directly support legal action to keep California’s healthy and abundance coastal waters open to sportfishing.

“Based on initial returns, the SaveCAFishing.org website has tremendous potential to raise the funds needed to protect sportfishing access in California,” said Bob Fletcher, former president of the Sportfishing Association of California and a plaintiff in the lawsuit. “In order to keep the legal challenge going over the coming months, we need anglers to step up and pledge their support. A simple $5 or more monthly contribution to the legal effort will go a long way towards ensuring that current and future generations can enjoy accessing California’s coastal waters.”

We were trying to Chip. Wind was blowing 20-30 knots offshore until after noon!!! Seriously one of the roughest days I've ever spent on the ocean. We were hoping that it wasn't going to be blowing N of Pt. Estero...no such luck. Learned a couple good lessons that day:/

Arrr...that is what I thought. I have spring break that first week of April, was hoping to fish all week. Ohwell!!!
The good news is that there are salmon around. Caught about a 10# fish out of MB on Saturday...it was tough to let that thing go:/ Sure wish we could fish trebles for salmon...they stick pretty good on those!

The lack of rainfall has really hurt the salmon hatch naturally. A lot of natural gravel beds on the Feather River and Sacramento River is high and dry, hopefully we get some rain to be able to flush the newly hatched fingerlings out to sea, or 3, to 4 years from now we will be in a no fish year again.

How about anyone with a bare hull in the 20-25' range, walk around or pilothouse?

Looking for a spring project, to make into a longer range boat, for overnights around point conception, to the islands, albacore runs, etc...

Outboard ready would be ideal, but no power at all is ok, I can always put a bracket on if there was a stern drive in before.

Drop me a line if you have info. I have cash, can trade a truck for it, or just get it off your hands if you need it gone. Thanks!

When can I get back out fishing, this is killing me. Ready for some salmon, when does the season open?

My skiff weighs about 7-800 lbs and it is all I can handle by my self. The hoist wants to swing out over the water when loaded so be prepared for that. Have a rope tied to the middle of the boat to swing it back over the pier.

I haven't been out in a while, so I did a solo run out of Morro. It was wfo sand dabs at 180 ft in front of the rock. I caught enough for dinner and vacuum sealed the small 0ne for ling cod bait. I went inside estero bay in 55ft of water and bounced ball for halibut. No butts, but I did see a great white take down a harbor seal. I have pictures on my cell. I will need some help posting a picture of that shark. Great weather today.

Chad,
Pretty sure you can do a 16' bayrunner. I can't imagine that boat weighing over a thousand. A friend used to launch a 16' bayrunner off there a few years back and it had a much bigger motor. I wouldn't want to go over a thousand though...it makes some funny sounds when I winch my 500# boat!
good luck,
steve

How about a RIB?

If not, I'm sure a 16' Bayrunner would work. But would you want to push it with a 20hp motor?

I have launched 16' glass boats on that hoist. Those were only a few thousand pounds with a 50hp motor.

I know the psl hoist is 1000lbs but has a safety factor. What do you guys think the largest alum skiff would be able to hoist? Have a 20hp looking for a 14-18 ft alum sled to put her on for bay fishing after hours when Marty is closed. Already have larger boat...looking for something easier to launch to mess around with. Have not hoist launched since I was 18...any suggestions from you fellow tin can guys on largest alum skiffs I can sling...was thinking 16ft bayrunner type hull.....thanks guys!

I have a DVD of me fighting a big one for 3 hours on a Avet HX Raptor. One more circle and the fish would of been gaft. Sting broke! I ended up boating 6 cows on that trip. Biggest was 237 on 80 lb string.

Caught a 350# out of PV in 2003. I was hungover and I thought I would pass out during the 1.5 hour ordeal. Thanks to my partner pouring water on me and icy, cold Coronitas down my throat I caught the fish. Took three gaffs and a harpoon to boat the pig. I swear fileting it was like cutting up a steer. Fought a 200+ for 2.5 hours standing up in rough seas out of Cabo last summer only to have the stupid captain back over the leader. Could have killed the guy. Decided right then I like 50# and smaller.

Jack, apparently it was hooked off the kite and handed off.

That is why they cut the head off to make it fit in the hold.

No IGFA !!!

Too bad, but I would still be ecstatic!!! 430#!!!!!!!!!!!

Ya that 430 is a serious fish the biggest one I ever witnessed being caught was a 350. I wonder if one guy fought the fish or did they switch off? Most fishermen I have seen only think they want to catch a big tuna. Then when they hook one it's a different story. Never caught a cow off a smaller boat only the long range. I think it might be a little easier on the smaller vessels since you can follow your fish if you have too. Still there is nothing easy about it. Most fishermen have to get rescued by the deckhands on the long range boats.

PSL Boat Launch
Marty or anyone else...what time will you be able to launch on Saturday? I saw in the paper that you can only launch an hour on either side of a +4.0 high tide. Given Saturdays tides of:
2012-01-28 07:30 PST 1.90 feet Low Tide
2012-01-28 09:45 PST Moonrise
2012-01-28 13:02 PST 3.62 feet High Tide
2012-01-28 17:26 PST Sunset
2012-01-28 19:05 PST 1.38 feet Low Tide
Does this mean that you can't launch at all or just from noon to 2 pm?
thanks,
steve

Any boat detailers out there? I am wanting to get my hull buffed/polished and looking clean. I am not talented at the big jobs like this.

I have a 21' center console, on a trailer up on the mesa. Happy to deliver, or you can do the work in my driveway. No hurry, thinking in the next week or two.

Chaz, shimano makes some decent graphite rods for cheap. Scmitar and Clarus are good examples. I have a 9'6" Clarus that works great on the DR. It was $80 and I think the Scmitars are around $60.

Else, Lamiglass' Classic Glass series are nice. They have a DR specific and a MH rod that work great. These are less then $100.

It does not need to be an expensive rod to get the job done. Unless you fish salmon year round I dont think it is worth it to spend top dollar on a Salmon DR rod. It will only make it out of the garage 3-4 months of the year.

chaz sometimes btct has a one, sometimes not. I tried to get them to order me one last year to no avail. I ended up ordering several. I would get a downrigger specific rod. Lots of good ones out there for decent price. I used okuma convector 8'6" downrigger rods. I bought 1 and like it so much I bought 3 more. I caught several nice kings on it last year and also caught a 30lb wsb on a dropshotted squid. I have two m and two mh. Its a nice rod for around 75$. Derby's reasons for the braid with top shot sounds like a good idea. I may shorten my top shot. April is coming quickly!

Chaz, I prefer 30-40# braid with a 20-30' top shot of 30# mono.

I also use a long glass DR rod. Reason for the braid is two fold.

One, the braid has less drag, which means less blow back. This allows you to pick up the slack quicker cause there is less slack.

Two, I use the same reel for all of my fishing, rock, flattie, WSB..

You do need the top-shot to add a little shock absorption and to clip on the DR.

Of course, there are a million ways to skin a cat. This works for me.

Chaz, I use mono when using downriggers. You could always just put a top shot of mono on,i. e. 100' or so. I Have found that with downrigger rods you can get alot of the stretch out of the mono by "hand tightening " that is to say feeding the last 20' or so onto the spool while pulling the line smoothly with one hand and reeling that slack up with the other. Definitely the key with a down rigger is using a rod made for it long and parabolic. Just my opinion though, keep in mind my high-school mascot was the ketchikan fighting king salmon.

I use the Scotty brand. I think it's 200-250lbs.

It is really an improvement over cable. Terminations are simple with a palomar knot as oposed to crimps. THere is no chance to rust. No worries about a hot cable.

Just better.....in my opinion.

Something fishy-where are this guys getting there info? All the research i have found or been a part of show that are stocks are healthy. In 2004 I was part of the Cal Poly Cabezon tagging project. We fished traps from Estero to Cambria. This area has been commercial nearshore fished for 20 years.the Biologist were amazed on the abundance of fish.We did the same study in the Square Black reserve above Lopez point. The fishing was surprisingly poor.Fewer larger fish seemed to dominate the reefs. It drives me crazy when these MLPA people talk about the science and all the research. I have not seen anybody researching any of our local closures.check out Cal poly cabezon tagging study. This data should have been taken into some consideration.

so i heard a story of a marine that while deployed over seas recieved a letter form his long time girlfriend. she stated in the letter that while she enjoyed time spent with him, she has found someone new. she asked him if he could return any photos that she gave him as a reminder of her while he was gone. In a honorable fashion, he asked his fellow marines if they could give him any photos they had of their girlfriends dressed or undressed. he sent these back to his EX with a letter stating. i forgot who you are , please pick out what picture are of you and send the rest back. That one was for you Blackie
