Friends: I know that all of you are sharpening your hooks for salmon season .... but I thought I would bring you up to date on the 2005 groundfish season. CDFG was going to come out with an announcement on Friday ... but Steve Moore and I didn't like one particular aspect of the proposed new in-season adjustments for our area... so we whined long and loud to the powers that be. I think we are getting their ear. CDFG has put off announcent until next week ... and hopefully we will get a season that you will appreciate. I will let you know. I have promised not to share the current proposal until it is official... but I think we will get an "acceptable" season. Mel. |

Investigators have arrested a transient for stealing a million-dollar boat from the Santa Barbara Harbor. The "Conception" disappeared from the Santa Barbara Harbor early Wednesday morning, and was found about 12 hours later on the rocks near Vandenberg Air Force Base. Police detectives say 41-year old Donald Kelley started up the "Conception" and hit three other boats on his way out of the harbor, including the "Slick Chick," which sunk. After taking a look at the "Conception," Sea Landing manager Chris Callahan says the 75-foot dive boat may be back in the harbor soon. "It looks like the damage to the "Conception" is not so extensive that we will write it off as a loss," says Callahan. "A salvage company is involved trying to get it off the beach, so we will know within the next few days whether it is possible." Police say Kelley was found about a quarter-mile from the beached boat, and was carrying food items stolen from the galley of the "Conception." Donald Kelley, a drifter who recently moved to Santa Barbara, has been charged with grand theft.

I've talked to these biologists before and wondered where the information was going. I called DFG and asked about all this. They are paid through a group called the Pacific States Marine Fisheries Commision(PSMFC). This group acts as a contract agency which only pays/employs the biologist from California and US Congressional funding becuase the state is not allowed to hire any new biologists at the present time. I checked this out online too. This NOT the Pacific Management Coucil. All the data they collect is for DFG. If we do not cooperate, then the only data they will have to use is the MRFSS data. Then baaaad things will happen yet again. Besides, what's the problem with talking to a pretty lady? |

Jim: Not sure who you are talking about, but suspect that you are talking about the employees of "California Recreational Fisheries Survey" (CRFS). Ask the person if they work for CRFS. We definitely want to cooperate with these people. They will be the ones who will get CDFG out of their "data poor" condition. When that happens, we will get our fishing quotas DOUBLED from current levels. Mel. |

Mel, What is the position of The right to fish coalition in regards to the Pacific Fisheries employee (The foxy chic)down at the launch ramp, she measures our catch and records personal information about the angler. I have asked her what the motive of her study was and if the information was going to be used against the recreational fisherman and she just wouldn't answer me. Do you think it is a good idea to participate or not? I really don't have a problem showing them Salmon but it seems like when you have rockfish in your cooler that they want your Phone #,address,and life history... Bloody decks forever!! |

Friends: Just got off the phone with Sonke Mastrup, Deputy Director of CDFG. He says that he is hopeful that there will be a press-release this week announcing increased fishing opportunities statewide for groundfish angling. I pushed for giving us from shore out to 40 fathoms and an emergency reopening in April. I will keep you posted. Mel. |

Friends: JUST GIVING YOU A LITTLE "HEADS UP" The fundraiser dinner at Avila Yacht Club was great. Our bigger fundraising event will be on APRIL 16, 2005 at 6 p.m. at the Morro Bay Community Center. We had 300 in attendance last year ... and will be shooting for that number again. We will have fabulous auction and raffle items and a nice steak dinner. Cost of tickets will be $40 per person and includes membership in CCFCC. Money goes to the CCFCC which fights for your fishing rights. Tickets should be available later this week. When they are available, I will come back to this web site and tell you they are for sale. Carl & other interested rockfish anglers: Fish & Game Commission met in Oakland today and thoroughly reviewed the new CRFS data about 2004 catch information. Steve Moore (Patriot Sportfishing) was up at Oakland representing CCFCC and other central coast fishermen. The Commission seemed to really understand Steve's comments about the weather/wind risks in this area when combined with requirement that we fish beyond 20 fathoms. Steve made that our number 1 request. We want fishing from SHORE out to 40 fathoms. Commission also seemed willing to give us at least the amount of season that we had in 2004 (which was 9 months). In the end, they did not make any recommendations to Director Broddrick. They threw it back into his lap. I will be writing Director Broddrick again this weekend to push for reopener of rockfish angling starting April 1st. I feel somewhat confident that we should at least get the last 3 months of the year (which would mean fishing from May 1 to Dec. 31. I will keep you posted on developments. Maybe I will post my letter to Director Broddrick here over the weekend. Mel. |

fished arguello canyon area sat and sunday with bodean..targeted blackcod and blackgill...spotty fishing but better than it has been lately..didn't see any sign of those big squid...water temp was 59..clear dark blue water...lots of birds,bait,dolphins...flat calm ocean....john |

GUEST and JACK; I would say go the stainless disc brake setup for your trailer, they stop faster are almost maintence free, wash out eaiser, Boaters World and West Marine both have the conversion kits. Jack; Jr and I have Avets and Accurates they are both very good reels and the service is top notch if you have a problem , Jr just ordered another 2 speed Avet , check out the old post on this site about two weeks ago , he had posted some info on Avets. Friends: Update on Pacific Fisheries Management Council meeting in Sacramento this week. I was at the meeting Tuesday and yesterday. After meeting with deputy director Sonke Mastrup on both Tuesday and Wednesday, it was clear that California plans to make in-season changes within the department and will not go to PFMC for approval. Mastrup says that Director Ryan Broddrick believes that California has power to make changes in the seasons and depth restrictions on its own as long as they keep the fishing within the tonnage quota. The Calif. Fish & Game Commission will meet next Friday in Oakland and Broddrick wants to hear what all the zones of California want that will stay within the tonnage quota for the state. Now let me turn to our region. We had rockfish angling last year (2004) for 9 months. In the 9 months, according to Fish & Game data, we did not exceed our tonnage quota. So, I see no reason why we should not have 9 months this year and next ... at a minimum. Our group plans to request an emergency April 1, 2005 reopener of rockfish angling from shore out to 40 fathoms and also want the entire rest of the year open for fishing (April-December). We might retreat back to an April 15 reopener ... but I see no reason why we should only get 8 1/2 months when we didn't reach our quotas last year. One other thing that is developing involving salmon fishing. I will not go into all the technical stuff behind this, but suffice it to say they had a catastrophe on the Klammath River a few years ago and had a horrible "escapement" of young salmon fry. Now is the year that those salmon should be going back to the Klammath to spawn. The feds are very worried that they will not reach their 35,000 spawners going back into the river this year ... and this bad cycle will continue. SO .... they are talking about NO COMMERCIAL SALMON FISHING FROM PIGEON POINT TO THE OREGON BORDER. However, they have no plans to cut down on recreational salmon fishing. Last year they had a record number of salmon go back into the Sacramento River. If there is no commercial fishing north of Pigeon Pt.... then they believe there will be an even bigger record level of salmon going back into the Sacramento. Also, there should be fantastic salmon fishing for recreational guys in Monterey Bay this year ... just thought I would mention this development. |

Had a day off in S.F. 03.09.05 Booked a squid trip with Captian Rick Powers of the New Sea Angler in Bodega Bay w/30 other anglers. Went out 20-22 miles in windy 12-15 ft. seas. Sea Angler brought back 150-200 giant squid with 300 + hook-ups. Squid ranged from 15-50 lbs. and 3-5 ft. long. Fished in 600-800 ft. water where most of the Cephalopods were caught. Was able to bring school up to the 50 ft. range a couple of times. I brought home 4 and lost 5 ( 2 cut lines and 3 swales ) Great fun but a lot of work to bring these strange creatures up. Look forward to up coming salmon season. Keep those rods bent. SanDan PS. Looking for a couple of electric down riggers. |

To Blackie: You put disc brakes on your trailer, what is the best bet. I have a Pacific with hydraulic drums on one axle. Drums are good, backing plates are shot. Should I opt for disc?

All, If you go to the Coastside politcal board they have charts posted showing the areas state waters greater that 120' areas that are restriced, and areas we can currently fish. They have a chart for Morro, you just have to scroll down. I tried to cut and paste no go. Carl |

Ocean Salmon Question: I am not quite clear on the regs regarding the hooks. [27.80] My dilema is, there is no stipulation about distance between the "single point, single shank" hooks in section (2) but in section (3) it refers to the "circle hooks" not being more than 5 inches apart. It also says "if angling by any other means than trolling". Does this mean there is no restriction as to how far apart the hooks can be when trolling? Can we use any barbless hook? The way I read it, you can use any barbless hook when trolling and no restriction on hook placement as long as you use no more than 2 hooks one rod per angler. The 5 inch rule only applies when you are mooching and using circle hooks with bait. Can someone clear this up for me? I want to get this right. DFG was on the dock when I got back the last two times I went out. |

Friends: Just a few up-date notes 1. I was at the big luncheon on Thursday of this past week at the Fred Hall Boat Show in Long Beach. All the big fishing dignataries were present. The speeches were great. I will mention a few speakers and a comment about each one's speech: a) Mike Chrisman (Secretary of Resources Agency of California) He reviewed the progress of the MLPA and made strong commitment that administration wants to support recreational fishing in California. b) Ryan Broddrick (Director of Fish & Game) He was very strong about commitment to fishermen and said that new CRFS data is very beneficial to fishing (more on that below) c) Phil Isenberg (Head of MLPA Blue Ribbon Task Force) He said all the right things. Said that budgetary issues will be considered in the MLPA process and that they are committed to assessing the value of MPAs to determine if they should exist ... or continue once established. The rest of the BRTF may be asleep at the wheel, but this guy in on top of the situation. Of course, he is a politician ... and who knows whether he was just saying what we wanted to hear or not.... d) Frank Lopreste (Owner of Royal Polaris and longtime fishing advocate) He gave a rousing speach about how healthy our fishery is off coast of California ... and said we don't need any MPAs. e) Bob Fletcher (Head of Sportfishing Association of California) Gave a great speech about the way rec fishing groups are coming together and strongly spoke against any MPAs f) Tim Alpers (Developer of big trout strains and runs hatchery in the Eastern Sierras) Gave good speech on the great support for hatcheries and planting trout all over California. g) Mike Nussman (President of ASA - American Sportfishing Association, national org. that is composed of the big fishing industry manufacturers) Gave rousing speech about need for recreational fishermen to grasp the opportunity to make fishing policy for the next 20 years. There were many other speakers, but I won't bore you with all the details. Fish & Game Director Ryan Broddrick told me that right after this luncheon he was headed down to Las Alamitos where they have a southern office of Fish & Game. He will be working with his staff on how they will handle the new CRFS data which reveals that we did not catch our quota or even come close to reaching our quota for 2004 (when we were allowed 9 months of fishing for rockfish). There is a meeting next week in Sacramento by the Pacific Fisheries Management Council (PFMC). See below 2. On Tuesday and Wednesday of this coming week, I will be in Sacramento for an important PFMC meeting. One of the key subjects will be "in season-adjustments". Under this topic, we will be trying to get an emergency consideration of opening up more fishing opportunity in 2005 and 2006. In particular, I will be trying to get us fishing from shoreline out to 40 fathoms ... instead of the current regulation which will only allow fishing in the slot from 20 fathoms out to 40 fathoms. The current regs will essentially destroy all kayak fishing in California. 3. If you are concerned about the current limitation along the central coast where we will only get to fish from 20 fathoms out to 40 fathoms, please e-mail me your thoughts so that I can have maximum impact later this week. this new season has new limits on depths for rockcod,120ft. to 240ft. that area has been closed for a while, might be a golden oportunity to test the waters, there is alot of area out there that hasn`t been fished in recent times by anyone. check it out |

I know 10 to 15 years back they put the brakes on abalone south of the gate. I'm guessing it was due to foot diease. Any plans to ever open it up again? I was in Morro Bay by the rock and thought I'd take a look under a rock to see if any were around, it was loaded with blacks |

Looks like the bottom fishing will open this week in the area south of point Conception. Anyone have any info on fishing the S.B. / Ventura area. I would like to fish the area around the islands. I know there are a few ramps in ventura and one in Santa Barbara. I went to Anacapa last year on a cattle boat but would like to make the run myself this year. Any info would be apreciated. |

Friends: A report by the California Recreational Fishery Survey (CRFS) for the calendar year 2004 was just released. It is very favorable to fishermen because it reports that we did not reach our 2004 quotas in 9 months of fishing. The reduction to 5 months of fishing in 2005 is based on the projection that we would exceed our 2004 quota. It did not turn out that way. We now have a legitimate claim that this year's 5-month season is far too short. We are going to try to get an emergency reopening for the remainder of the year and try to get 10 or 12 months fishing in 2006. Here is a copy of our letter to DFG with copies to the important people on the federal PFMC. I will keep you posted. Mel |

just thought I would post this experiance with AVET reels for the board. I purchased and SX model over two years ago and after about a year had some corrosion develop in the bearings. I called them and the said "send it in an d we wil take care of it". I sent it and the replaced all the bearings with a recent upgraded sent for the new design SX at no charge. About a week ago I called them again since the handle didn't feel as smooth as it has always been. Once again they said "send it in and we will take care of it". I sent it in and they took care of it, once again fre of charge. The reel is no longer under their two year warranty but they still took care of it. Just thought I would pass this on. Great company out of USA that really stands behind thier products. P.S. Mel, I am working on a CCFCC sticker as a fund raiser and will email you with the details. |

I watched the meeting in the morning but did not tune in for the afternoon session. One of the key points I picked up on was that the blue ribbon panel was looking for written inputs tied to specific areas of the draft plan. Building a complex document takes time and well crafted logical statements are likely to be cut and pasted right into the document. Another point I noticed was the envirnmental groups are pushing hard for speedy developement of a final plan. This will only benefit there agenda at the expense of all other views. The whole thing was painful to watch and gave me a headache. |

Eric: No, this was an official meeting and they were suppose to vote on Wednesday on some important matters. They had no quorum, so they had to put off the vote for another month. I think Chairman Phil Isenberg better kick some butts to get these people going. The public is interested and this "BLUE RIBBON" panel may turn out to be less "blue" than advertised. Mel: 4 of 9 BRTF members at one meeting and 2 of 9 at another? That is very pathetic. I'd be curious to see what the meeting was supposed to be about, particularily if any decisions were made. In either meeting case, there was not a legal quorum present and no decisions should have been made. But maybe the standard rules of order do not apply to this group? One other possibility: these meetings were "simulcast" or some other live broadcast weren't they? Perhaps members not physically present were able to participate via the live video links? Anybody: Is there a plan to dredge the boat launch area at Avila in the near future? With the winter tides not moving much it is becoming more and more difficult to launch. The dock is sitting in sand most of the time. |

I know that the DFG fishing closures have had a major impact on your operation and the MLPA with MPA would really suck. But hang in there Darby - we can't let THEM win! United Angler's of Southern California has been spreading malicious rumors that Virg's Landing is going out of business after whale watching season! This may be good advice, but it is absolutely not true! The only reason I can seebfor this, is that we have refused to support United Anglers because they are supporting the marine preserve process like those at the Channel Islands. This new MPLA process is being funded by extreme environmental groups. These people are not conservationists like recreational fishermen are but are preservationists that want to close as much of the ocean as possible. We do not want to support them or any organization that is, in any way. |

February 19, 2005 Everybody is referring to this Blue Ribbon Task Force to decide the MPA for the Central Coast. Who decides they are “Blue Ribbon” when they do not even show up for meetings? Who needs them……and who appointed them? The weather on the Central Coast determines more about when we can fish and size and amounts than any Task Force could even attempt. Often a little knowledge is worse than none at all. In reference to our Governor withdrawing the name of Marilyn Hendrickson from the confirmation process in the legislature, I hate to think that he was bought out by the environmentalists but it seems apparent that this is what happened. My wife and I love to fish. We like to go out of Santa Barbara, Morro Bay and Avila. We enjoy taking out our friends on occasion and our grandkids. It is strictly recreational; we do not make our living at this! I would like to give special thanks to Mel and Bob for their time and efforts spent on this.
