Seems to me it's about time for a little "revolution" in this country. I don't mean with guns but the voting public. Maybe if people would vote OUT all incumbents and stop people from "buying" a position like our Governor, we might be able to clean gov't up...but how do you get this message across the country, to every state? It should start locally and go to D.C.

seals and sea lions also kill and eat a lot of jack salmon also.
sea lions were at the bonaville dam in washington
last year eating 200 lbs a day.
f g tried to get them to leave ha?ha?.
only way to get rid of those varmits is to put
a bounty on them.

No Salmon Season In 2006?

There may be no salmon fishing season this year on the coast from Cape Falcon, Oregon to the Mexican border after May 1, based on the latest data provided by the California Department of Fish and Game (DFG) at the salmon informational meeting in Santa Rosa on Tuesday, February 21.

Even if all commercial, tribal and recreational seasons are closed, the spawning escapement goal of 35,000 natural spawners on the Klamath River will probably not be met. Even if all fishing in the ocean and Klamath River is closed, only 29,200 natural fish are expected to spawn in the river, according to Allen Grover of the DFG. This figure is based on an expected age-4 ocean harvest rate of 7 percent, due to ocean commercial and recreational harvest that already occurred in September-November 2005.

If the 2005 regulations are kept in place, only 18,700 fish - just a little over half of the minimum escapement goal - are expected in the river, based on an age-4 ocean salmon rate of 12.2 percent.

“These expected numbers were derived from contact rate per unit effort and the effort per day day predictors base on long term time series of these quantities,” said Grover. “Were these predictors to be more heavily weighted towards recent year data, the forecast number of spawners and harvest rate would be even less optimistic.”

For anybody to fish after May 1, the Pacific Fishery Management Council (PFMC) would be required to get an emergency rule approved by NOAA Fisheries, according to Rod McIinnis of NOAA Fisheries. To protect the Klamath stocks, the ocean anglers will be completely prohibited or, in the best case scenario, allowed severely limited seasons along the coast.

Ironically, the Sacramento River stocks of chinook salmon continue to be relatively robust. The forecasted ocean abundance of Central Valley stocks in 2006 is 632,482 fish, based on a return of age-2 fish (jacks and jills) in the fall of 2005. However, recreational anglers and commercial fishermen will be prohibited from pursuing these fish because the Sacramento River and Klamath River fish mix together in the ocean fishery.

The PFMC will adopt 2006 ocean salmon fishery regulations in April 2006 at their meeting in Sacramento. If the postseason estimate of adult spawners in 2006 is less than 35,000, it would be the third consecutive year of failing to meet the PFMC conservation objective for the stock. Under the terms of the Salmon FMP, this would trigger an overfishing concern and require the PFMC to undertaken an overfishing review, which would likely lead to the development of a rebuilding plan for the stock.

DFG staffers spent over two hours receiving comments from recreational and commercial anglers. Most comments focused on alternatives for limited salmon fisheries in certain areas at certain times to avoid catching Klamath stock.

Roger Thomas, a member of the PFMC and captain of the Salty Lady sportfishing boat, suggested researching a depth restrictive recreational season from Point Reyes to Pt. San Pedro from June through August.

Jim Martin, West Coast Director of the Recreational Fishing Alliance, proposed a one fish bag limit so that recreational anglers could fish this season.

Other suggestions included opening opening a recreational fishery in the Monterey Bay Area in April, May and June; Allen Grover then noted that one of the highest Klamath chinook rates on record in the Monterey area was in May 2005. In light of this, Captain Ken Stagnaro from Santa Cruz proposed a secondary option, a recreational season in the Monterey area from July 1 through mid-September.

One angry commercial fisherman from Fort Bragg, Bill Forkner, stood up and summed up the feelings of most meeting participants when he said, "This is all B.S.! You guys (state and federal governments) aren't addressing the problems of the Klamath River!"

Another commercial angler, Barbara, pointed out the irony of a federal government that goes out of its way to supply water to subsidized farmers in the Klamath Basin while it has no problem cutting back salmon seasons. “There are two National Marine Fishery Services, one that puts us out of business and the other that bends over to the farmers,” she said.

Salmon fishermen are being kicked off the water this season because of the legacy of the Klamath fish kills of 2002 – and decades of mismanagement by the state and federal governments, including failure to provide fish passage over Klamath River dams. The fish going up the river this fall are the progeny of the spring 2002 juvenile salmon kill and the September 2002 adult salmon kill.

This was a disaster that was engineered in Washington by Karl Rove and the Bush administration. Rove pressured Gale Norton to divert the Klamath water to agribusiness at the expense of fish, tribes, recreational anglers and commercial fishermen to curry favor with local farmers so an Oregon Republican Senator would be reelected. Now recreational anglers, the Klamath Basin Tribes, commercial fishermen and the entire economy of northern California will suffer because of the greed of a few.

When we combine the Delta crash, the Klamath salmon nightmare and the precipitous decline of white sturgeon in the Bay-Delta estuary, it couldn't be much worse for anybody who cares about fish and the environment. These disasters make it urgent that we expose their creators - the federal government and state governments - for what they have done to our fisheries. They must all be held accountable for the big money, mismanagement and corruption that created the current nightmare scenario.

The PFMC will adopt a set of options for the 2006 ocean salmon fisheries for public review in Seattle on March 5-10. Then on April 3-7, the council will meet to adopt the 2006 management measures at the DoubleTree Hotel in Sacramento.

I am about to ask you to commit to go the extra mile to save our salmon season. I have not commented on the latest salmon talk because I wanted to hear from all the players first.

What we are looking at is dooms day for recreational salt water fishing from Point Sur north. This would be an unprecedented disaster as never saw in the recreational community. I'm talking about no salmon season in for foreseeable future.

The F&G Dept said there is really no options. Your political team is meeting tonight and we will give them one. Our people at the PFMC has been behind the scenes trying to find a solution to this disaster.

I will be sending everyone an e-mail after tonight meeting with instructions, and the complete story. Coastside will lead this effort that must involve everyone of you, or sell your boat.

Going to miss the Fred Hall Dave ... Got a ton of stuff going on up this way at the moment. Menu will for sure have Tetaki on it as well as a ton of shellfish to keep Stuart close to an ER. Looking forward to that as well as the opener at Moss.

Perch Report

Montana de Oro Monday 2/20 from 12-4PM (incoming tide). First parking lot (the dirt one 1/4 mile or so prior to main)--walk down steps & wood plank walkway to beach then toward MB far enough to get out of salad/rocks.

Daughter and I caught 9 (all released) all on Bloody Sand or Reg Blood Worms. Fish were on the small side seemed all were males. Missed quite a few bites as well.

Beach there has good drop-off and lots of "holes". Maybe better action on larger fish at High Tide. Sure seems like a great beach for perch fishing--worth another try when tides are right. Some guys that had finished reported good action on motor oil grubs also. A good way to spend President's day.

hi michelle.joel here.still in the gulf and cant wait to get my ass home to Cali.be back to start boatwork in begining of april.should nt take as long this year so everyone will get their bait much sooner this year.caught some nice grouper and snapper down here.no yellowfins yet.havent been out deep enough yet.miss ya.be ready to fish and make a hell of a year.good luck.see ya in a month.lots!!!! of work down here for anyone whos looking.later

Sounds like fun , but I will be in my SECOND home Coeur D Alene fishing some salmon and rainbow derbys we will be gone for two months , plan on coming back mid may,.
If you want to catch thrm slabs anytime head down to San Simeon the lower parking lot, always do good there , got a nice limit yesterday , bigest fish 1# 12oz, got broke off on fresh 6# line by some monster took a good healthy run for the deep and never stoped, anyway the fish are there, you just gotta go. Gonna fish tomorrow before the fishing club meeting be at Santa Rosa creek in Cambria, high tide somewhere around 3 pm.

Hey Blackie ....
We are thinking about having a perch derby in the third week of April. Was over fishing last Wed when the weather started to kick. Was blowing 25kts at 10am and surf picked up so much it was impossible to fish. I gave it a go for 30 min before heading over to the Tavern to become a fish. Will keep you informed on the April thing .........Salmon in the morning, perch derby before dark, should be fun.

Yes I think I left plenty for you , but there are several folks fishing your area that either dont know what the limit is or just dont care,
I saw two guys with a gunny sack of fish , maybe they have a commerical licence , but I dont think so , and another friend that was fishing fri said he saw one guy with 10 fish. Does the warden ever go down there ?, oh how silly of me they would have to WALK .
A derby sounds good our fishing club was kicking the idea around , dont know what they ever decided,

Went over to the beach at Toro Creek on Saturday with the dog and saw a lot of perch fishermen getting some fish. It was beautiful as the picture shows.

yeah "baldy" the store hours have been mixed up a bit now that the season has closed but we are still open 7 days a week. if you need some thing special call the store to make sure that it is open the time you plan to come by, but other than that we are there a few hours a day every day.

The Past Year in Review
• What do we stand for?
The CCFCC is a conservation group with a purpose of preserving the fisheries along the coast of California so that this cherished sport and natural resource can be enjoyed by many generations to come. We promote education about the status of marine life along the coast and the status of our coastal fisheries. We promote sustainable fisheries management based on science and reliable data. We also resist unreasonable or politically-motivated efforts to limit our fishing rights.

• What did we do in 2005?
1. We held two successful fund-raiser dinners in Avila Bay and Morro Bay.
2. We collected over $11,000 from the Department of Fish & Game for attorney’s fees in our lawsuit to keep fishing open at the end of 2003. The local judge agreed with our position and we kept fishing open for the entire state until the very end of December 2003.
3. The fishing regulations for 2005 only allowed fishing on the Central Coast from 20 fathoms out to 40 fathoms. CCFCC Directors Steve Moore and Mel de la Motte lobbied long and hard with the Director of Fish & Game (Ryan Broddrick) and his staff to expand the fishing zone along the Central Coast. Finally, in the spring of 2005, before the fishing season opened, we were successful and got Fish & Game to allow fishing from shore out to 40 fathoms! We also convinced the Fish & Game Department to allow fishing from shore out to 40 fathoms in 2006 (the regulations for 2006 again were going to allow fishing only from 20 fathoms to 40 fathoms).
4. The CCFCC was the catalyst initiating a “central committee” of California fishing groups. The first meeting of this group was held in San Luis Obispo. The central committee has evolved into a statewide fishing coalition called the California Fisheries Coalition (CFC). This coalition is comprised of both commercial and recreational fishing groups. The coalition is a “watchdog” organization that is fighting to keep the MLPA process open and honest. The group has strongly resisted all efforts to use the MLPA to create “no-fish zones” that are not justified by reliable science and fishing data. This coalition has many members on the Central Coast “stakeholders working group” that has been advising the Blue-Ribbon Panel that will make recommendations to the Fish & Game Commission about Marine Protected Areas along the California coast.
5. Two of our CCFCC directors have been active members of the Central Coast “stakeholders working group” mentioned above. Anti-fishing groups fought to develop more no-fishing areas along our Central Coast, but Directors Bob Hather and Darby Neal were instrumental in resisting these efforts. The majority-proposal that was sent to the MLPA Blue Ribbon Panel recommends the absolute minimum of new marine reserves.
6. Board members have attended and lobbied at federal PFMC meetings and state Fish & Game Commission meetings.
7. CCFCC Director Bob Hather is an active member of the San Luis Obispo County Marine Interest Group (MIG). This is a powerful group that sponsored on-board fish surveys that demonstrate that our local fishery is thriving. The CCFCC was the first organization to put up money to promote this on-board survey. Our directors (Steve Moore and Darby Neal) are owners of the only two sportfishing landings on the Central Coast. Their businesses cooperate in gathering this fishery data. A CCFCC member, Dr. John Stephens, is the expert marine biologist who gathered and collated this valuable data. His report will soon be published in a well-known journal. We are hoping that this information will be used by Fish & Game to get the state out of its data poor condition. We are hopeful that once Fish & Game gets out of its data poor condition, we will be able to increase fishing opportunity!
8. We are currently working with the F&G to develop a plan for assimilating the MIG-sponsored groundfish survey-data along with CRFS data so that F&G will have a better picture of our abundant fisheries along the Central Coast. Once F&G has hard data showing the abundance of nearshore species, they will be able to present this information to the federal agency (PFMC) and seek expanded fishing opportunity for recreational anglers.
9. We are supporting a lawsuit filed by the Coastside Fishing Club to prevent outside special interest groups from funding the Marine Life Protection Act (MLPA). This insidious process allows anti-fishing groups to manipulate the MLPA process by their control of the purse-strings. If the MLPA legislation deserves implementation, then the whole state should pay for it, not just special interest groups that have an agenda to limit fishing.


• What is planned for 2006?
1. We plan to attend Fish and Game Commission meetings and meetings of the federal PFMC. We will continue to build our reputation as a “watch-dog” organization that protects recreational fishing rights.
2. We will continue to be active in the Marine Interest Group (MIG), promoting marine education and conservation.
3. We are currently working behind the scenes with Fish & Game staff in an effort to get additional months of rockfish angling in 2006. Director Ryan Broddrick has the power to give us additional fishing opportunity if we can convince him that it is unlikely that we will exceed fishing quotas for nearshore species or some of the supposed “overfished” deep water species. We are hopeful that we will get October and November added to our fishing season for 2006.
4. We will continue to actively support (with time, research and money) the lawsuit by Coastside Fishing Club which attempts to stop outside anti-fishing groups from using their money to fund the MLPA process.
5. As a part of the California Fisheries Coalition (CFC) we will fight to resist any MPAs along the coast that are not justified by credible scientific fisheries data. When the Blue Ribbon Panel recommendation goes to the Fish and Game Commission, we will appear and testify against any additional no-fish zones along the Central Coast.
6. We will continue to resist the Regional Water Quality Control Board’s efforts to close fishing along the Central Coast with PG&E “mitigation” money. We will resist efforts by the Sierra Club to pass legislation to include all of San Luis Obispo County as a part of the Monterey Bay National Marine Sanctuary.
• How are we spending your money?
1. We have already contributed $5,000 to the lawsuit by Coastside Fishing Club attempting to stop anti-fishing groups from funding the MLPA process. We are prepared to contribute additional monies to this lawsuit as it progresses.
2. We pay for travel and lodging expenses of board members who go to regulatory meetings in California, Oregon and Washington.
3. We contribute money to the dinners and meetings of Fish and Game Commission when they come to this county for meetings.
4. We have contributed to the CFC (mentioned above) for a lobbyist that is helping combat efforts to create “no-fish zones” up and down our coast. We plan to contribute at least $2,500 more to this effort in the coming year.
5. The Marine Life Management Act (MLMA) of 1998 compels the State of California to gather essential fishery information about nearshore species along the coast of California so that F&G can enact fishing regulations based on adequate data. F&G has done almost zero in gathering this required data. However, they religiously enforce another part of the MLMA which calls for a 50% reduction in fishing opportunity when Fish & Game is data poor (in other words, doesn’t have the data they are mandated to collect). F&G has been data poor since 1998 and claims they have no money budgeted to get out of this situation. We are cooperating with F&G in a collaborative effort to get them out of this data poor condition. However, we are also considering a lawsuit against F&G that would declare the 50%-fishing-reduction policy a violation of the California Constitution. This lawsuit will be very expensive and we will not pursue this alternative unless we are convinced that our collaborative efforts with F&G are not being productive.
6. We have no paid staff and all the work of the Board of Directors is pro bono.

1. The San Luis Yacht Club fundraiser dinner will be on February 25, 2006 @ 6 p.m. The dinner will be followed by a raffle and auction of some great fishing trips and prizes. Contact Bob Hather (541-4992) for tickets and reservations. This is a very small facility and only holds 70-80 people. Get your tickets right away! If you cannot reach Bob Hather, call the CCFCC office at 544-2424.
2. The Morro Bay Community Center fundraiser dinner will be held on April 15, 2005 @ 6 p.m. Last year this was a fabulous success. Again, we will have door-prizes, raffle and auction. All board members will be selling tickets or you can get tickets from Virg’s Landing in Morro Bay, Four Seasons Outfitters in San Luis Obispo or contact the CCFCC office at 544-2424. Latest scam, this one is real. Be careful.

I am a victim of the latest scam which is happening in shopping
mall parking lots of San Luis Obispo. Two good looking young women come up to your car as
you are parking, one starts wiping your windshield with a rag and the other
comes to your window and bends over so far her breasts just about fall out of her blouse.
While you're distracted, the other one lets herself in the backseat.
Then both are begging you for a ride home. Be very wary, because as soon as
you start driving, one of them will take off her shirt and rub her
breasts on you while the other climbs over the seat and unzips your pants.

This is when they steal your wallet. I was robbed last Tuesday,
Wednesday, Thursday and Friday. I couldn't find them on Saturday.

Purple Haze Hootchies:
Hook Line & Sinker in Goleta had them the last lime I was in there. Also I posted a website where you can get them online but I forgot where. Just Google "purple haze hootchies"
If you want to know why they work so well just put them under a blacklight (ultaviolet). They light up like the fourth of July and that is what they look like deep in the water when all the other colors are gone !

Purple Haze--looks pearly with rainbow sheen. Have always had much better luck with the "Cuttlefish" style--they have two small flappy "wings" (like a squid) near the front. Trolled 19"-22" behind a red/chrome hot spot flasher is classic setup. Many limits on that one.

Green spackle glow-in-dark also good color--especially when others are gettin bit on green crocs (salmon get focused on color sometimes).

Where to get can be problematic--but think I saw some in Virg's Morro Bay. Giovanni's MB also might have. G'luck, Cloud out.

Blackie and Good times, Sheesh, you guys need to get out more, The new parking lot at Montana de Oro is at the end of the first (and only) paved road that goes to the right after entering the park.
There is a trailhead there that goes to the beach, some call it cardiac hill. My first stop is always about twenty to 75 yards to the south, My next favorite is about 1/2 mile north, look for a break in the bushes on top of the sand dunes. Thats where a break through happend a long time ago, I read that there were breakers at Baywood.
If the hill is too much then you can hike out at Hazards Canyon. You will come out about 2 miles south of the other trailhead.
Hazards trail is at the bottom of the hill, look for surfers cars. Good Luck!

Speaking from the sportfishing point of view, crabbing up north is pretty good still. The only problem is, according to a friend in Crescent City, the water is so rough, if you leave your pots in for more than a couple of hours they get sanded in and are nearly impossible to pull up.
It doesn't seem worth the effort to drive up there. Might as well throw them in around here and see what you get.

The issue isnt dinner plate economics but what's fair, equitable and allowed under our Constitution. How would we feel if DMV suddenly dis-allowed driving our vehicles 8 months/year at full registration? Then tell us what area we can go to (in season) to choose a restaurant? The basics of FREEDOM are also at issue!

when you consider the cost of a fish dinner at a restaurant the cost of a fishing license is a bargain. one 20lb salmon is a lot of 18 dollar dinners.even a limit of rockfish is cheaper than buying it at the market. the thing about todays fishing is you have to adapt to the changes until we can get some changes in our favor, as the surf perch guys do,or you can allways trailer your boat up to santa cruz or down to santa barbara or ventura where they get more fishing time. or you can jump on one of their sport boats instead of trailering. if you want to use your license there is ways to do so, albeit not perfect for everyone.

RE: commercail licences, the DFG in montery sells licences, thay are right at a hundred bucks. the current licences expire march 31. that qualifys you to catch perch, halibut reds, sandabs etc, no rock fish though. If you transport the fish by land you will need a scale and transportation book. transportation books are available from the fish and game. the fish must be landed by a licenced fish reciever (buyer) and either sold or they can be taken for personal use. the # for the montery office is(831)649-2870.

What is involved in obtaining a commercial License. Can a few guys get them and sell the small amount of fish they can catch to anyone local? Is it worth it? any info would be greatly appreciated! Got nailed with an over limit ticket last year trying to feed the office Fish fry.

Them BIG perch are biting good had no problem filling my limit yesterday at SS.
Park rangers checked licences twice yesterday, make sure you are wearing them, in your car dont work as one person found out, GOOD THING CHANEY was not there.
Where do you guys fish when you fish Montana DEL ORO , is there any special place?
I plan on fishing there Friday , gonna show them fish what a BLOODY SAND WORM looks like.

Fishing limits are unfair
After reading "Fishing has remained constant," (Voices, Feb. 2) I would like to point out and recognize all of those affected by the seasonal fishing closures. I would hate it if I were told that I could work only for one half of the year. People’s livelihoods are at stake, and fishing closures are made without the use of common sense. It makes me sick to see what is going on.
If fishing is off-limits for eight months of the year, I would like to pay for a half a license. And as a sport fisherman, I would like half of my boat/trailer registration done away with. It’s only fair since I can only fish for less than half the year. Thanks enviro-terrorists for ruining a great American sport.

Apparently even the Vice President of our country, with an army of attorneys and other formidable resources at his disposal, cannot even keep up with F&G rules albeit this instance is in Texas. News just had it that he was missing a required $7.00 stamp for hunting quail--among a list of requirements that filled my screen, where it was buried among other "requirements". I suppose we can only hope that the powers that be get the message. Cloud out.

OK thanks for the cooking lessons. Will give it one more try with a single fish the rest go back till I get it figured out. Next Monday is the next scheduled surf-fishin mission.

From what I understand RCG (i.e. rockfish and other selected specie) fishing is closed to boat based anglers, but shore fishing is allowed. Boats can still fish for hali and other very limited specie such as WSB.

I see the current state of affairs as part of the problem not the solution. They expect us to be attorneys with marine biology background. And for this we get to pay $36.+ for a license and can no longer separate ocean from fresh etc. I spent a lot of time this last weekend worrying about where i was fishing (MPA's) at Santa Cruz. Sucked the fun factor right out of it, tho must admit the sight-seeing and time on the water was great. I would like to hear how others solve the running out of bait problem while overnighting at CI. What time of year do the squid boats start working? Seems that a bait op out there during prime season might do well. Guessing sabiki rigs are the obvious solution for the time being. The ones I had were to large for chovies/dines, so will try micro-biki's next time out. Cloud out.

Years ago when I used to surfish allot, I noticed that the commercial perch fisherman had a box full of ice that had wooden slots where the perch sat in there upright in the swim position. I asked them about that. They said that market won't buy them unless they were kept upright and on ice to keep them from getting mushy.

Ray, I found that frying works best on the little ones that you can deep fry whole. I make the big slabbies into Yucatan style ceviche
Fillet and debone fish and cut into aprx. 1/4 in. cubes
chop fine some shallots (About half as much as the fish) some bell pepper some cilantro
and two or three serrano chilis
Mix fish with veggies and add juice of two lemons and four limes, some salt and a shake of tabasco some black pepper, Put in a large ziplock bag in the fridge for 4 or more hours turn occasionaly
serve with corn chips as a side dish

The flesh does tend to be a little on the soft side , I cook mine just like you do ,I score about every 1/2 inch and I DEEP FRY them.

Need some INSTRUCTION cooking them PERCH. Last time tried:
Fish: Decapitate, scale, gut, cut fins off, score about 4 times. Season wi/garlic salt/pepper.
Heat oil to about 375, cook each side till well-flaked.

All fish came out real MUSHY. Awful. Where did I go wrong? Been cooking seafood all my life (almost) and was very disappointed. Whasup?

Islands were very nice this last weekend, first time overnight on own boat. Caught one 21 1/2" Hali so released. Also a stingray, a snail, and a spider crab. About 1/2 the bait rolled by the time we got there and the rest didnt last long thereafter. The sabiki's I had were too big so no luck getting more. Will be making a few adjustments so next time is better; probably try Rosa. All tips appreciated. Cloud out. tips/

Right kind,
The onaga is a very deep water reef fish found all around the Hawaiian Islands. This fish was brought up from the incredible depth of 900 feet with an electric reel. The onaga is amazing eating and is in jeopardy of being over fished commercially because of its value as a food fish. Currently fairly drastic fishing restrictions are being considered in the Islands to protect this and other deep water reef fish from over fishing.
It is a very strong fighter, but dosen't have much of a chance against an electric reel. There are many other shallow water reef fish that are fine eating and are great fighters near shore, such as the ulua, omilu, kahala, and uku. I caught all of them last trip over.

Fished Montana da Oro this morning at the high tide, there must have been at least twenty surfishers there this morning. everyone was doing well, I caught a personal best aprx #3 barred perch. and a few more, used the usual rig of motor oil grub on a pink octopus hook. But they were biting almost anything, beutiful weather BIG waves. Good to be fishing! Good luck to all!
