Lets not forget that fishing itself is still under major attack and we could lose it if we do not keep a full court press on. OK so we get our salmon opener here for now but the season could be yanked by PFMC and/or CA DFG at a moments notice. If the Northern fleet comes to fish here, due to closure there, it will out incredible pressure on local salmon population. I know the focus is on salmon but also consider if they adopt Package 2 MLPA, or the "Preferred Alternative" that Eric Endersby wrote and is duly concerend about, you can write off the best areas to rockfish forever. Eric, thanks for the hard work you have and continue to put into MLPA Process.

Dave, we are still torn. Sounds like the crowds are ridiculous, but there may only be a couple of days to fish Moss this year. We'd love to exchange safety tips with you, we'll let you know before long! I hear the biker joint burned down, (yeah, we read about last years debauchery.)

Mark,
You will have to wait until May 1 for rockfish. But come to the Salmon seminar Saturday. It is going to be a hoot, for sure. You won't believe all the cool stuff that will be available at auction and included in the raffle. The community has really stepped up! And remember, all proceeds will go to Central Coast Salmon Enhancement, the group that works for YOU to provide better salmon fishing. Come and support our fishing future.

Well I know I won't be the last one to ask but it looks like salmon opens for the central area April 1. Did they also open rock fish as well or is it still May 1. dfg report of the sport fishing season opening April 1 gets a little confusing,Does it include rock fish?

Damn this closure stuff is confusing!

First we were going to Moss, then we were staying home to fish Morro, now we can go back to Moss?

We haven't decided for sure yet, would like to get some time in up North and the 1st or 2nd might be about the only opportunity. Plus we wanted to hang with Dave and those boys from down South.

If we stick around, we'll sure put out meter to work on Friday!

Harrell, I talked to Mark Crossland who is the luitenant warden in Morro Bay. He knows we are going out Before the season to troll hookless lures and bait. Also, he checked us last year day before and it is OK. I need to do this to teach new deckhands how to fish every year before opener.

I didn't mean to imply that a ticket was a trivial matter. My last comment was a disclaimer in case someone was checked by the warden while trolling no-hook gear. All wardens do not interpret the regs the same.
MY post was true in regards to what the warden said. Coastside has a section "ask warden McKiver" and that is where he posted it. I kept a copy in my boat for a long until it was lost.
I was hoping that Drew (our local warden) would comment on the post. It would be great if we could actually use hookless gear while prospecting before the opener. I would like to hear that it is ok from a local warden before doing it.

A Fish and Game "ticket" is not a trivial matter, as I am sure you well know. Years ago I was goofing around casting into the surf at Hollister Ranch about 8 miles from the nearest public access at Gaviota and up drove a DFG truck on the beach. They were unbelievely abusive and searched my car, my self and had guns ready. I was not wearing my license, and could not find it in the car (I had one!). I had to go to Santa Barbara criminal court later and I was the only guy in there who was not wearing an orange jump suit from the County Jail. It took all day and I got off paying $50.00 when I produced my license. If I didn't have a license, the fine was astronomical. Anyway, don't mess with the Fish and Game.
I think I am also in for Friday, pending any work commitments. Call "Baitball", my new handle.

For the Friday 31st prospectors here is something that I read , by a game warden, last year or the year before: It is ok to troll salmon gear as long as there are no hooks on the gear. You can even drag bait. The warden's rationale was that there is no attempt to take any fish and it is ok to "feed them" !

What do you think Drew??

And one other thing; don't blame me if you get a ticket !

The California Department of Fish and Game (DFG) will open the state’s recreational fishery between Point Arena and Point Sur as scheduled on April 1. However, a recent decision by the Ocean Pacific Fishery Management Council (PFMC) closed the state’s commercial salmon fisheries and also limits the recreational season. The PFMC is scheduled to make final recommendations that could impose further restrictions April 3-7 during federal meetings in Sacramento.

“The bottom line is we need to ensure healthy stocks in the future,” said DFG Director Ryan Broddrick. “Returns over the past three years have shown low numbers of naturally spawning Klamath River Chinook salmon.”

Following the PFMC federal action March 10, California’s commercial fishing regulations will automatically conform, closing the state’s commercial salmon fishery. The PFMC also closed the sport fishery in federal waters between Point Arena (below Fort Bragg) and Point Sur (south of Monterey), however, because the PFMC is not set to make the final recommendations until the federal meetings, California’s sport fishery in state waters (shore to three miles) will open as scheduled April 1.

The PFMC decision is subject to action by the California Fish and Game Commission, whose jurisdiction covers the sport salmon fishery in state waters. The Commission may consider an in-season emergency closing of the Central California sport fisheries to conform with federal action during its upcoming meeting April 7 in Monterey.

The PFMC rulings were based on updated spawning numbers, and are intended to limit any further impacts to Klamath fall Chinook salmon off the entire West Coast.

Other details of note:

Recreational

For Northern California, the recreational salmon fishery between Horse Mountain (above Shelter Cove) and Point Arena, which opened in February, will remain open in federal and state waters.
In Southern California, the recreational salmon fishery below Point Sur will open on April 1 in federal and state waters.
Commercial

California’s commercial fishery was previously scheduled to open for the season on March 15.
The emergency closure of the commercial fishery is in effect for all ocean waters from Point Sur north to the California-Oregon border, and includes more than 1,500 commercial boats (trollers) permitted through the DFG. This fishery will remain closed until further in-season review and notice by the PFMC.
The National Marine Fishery Service is considering federal disaster relief funding for West Coast salmon-related fishing businesses impacted by the commercial closures. California’s salmon resource (commercial and sport) is valued between $44 million (PFMC estimate) and $150 million (industry estimate).
Alternatives to allow commercial and recreational fishing for healthy Central Valley stocks that demonstrate no impact to Klamath stocks may be considered by the PFMC as well as by the Fish and Game Commission at their upcoming meetings, said Scott Barrow, a DFG senior biologist.

Public comments concerning both California’s commercial and recreational salmon fisheries will be accepted at a public hearing scheduled for March 28 at the Flamingo Hotel in Santa Rosa. The PFMC will also accept public comments for the 2006 season at its April 3-7 meeting at the Doubletree Hotel in Sacramento.

“In summary at this point, state and federal waters are closed to commercial fishing; sport fishing is closed in federal waters between Point Arena and Point Sur; and the state waters between Point Arena and Point Sur will open on April 1 while the Commission considers options during its upcoming meeting in Monterey,” Barrow said. “The sport fishing in federal and state waters for the Fort Bragg area will remain open and below Point Sur will open on April 1.”

By the way, I just read the best, most revealing, hard-hitting article about the MLPA. Check out "California's Time Bomb" by Rich Holland in the March issue of Western Outdoors Magazine. This is the best summary of what is going on that I have read.

Re: Salmon season article of March 11, 2006

Editior:

Many books have been written in recent years about how the media distorts the news. A prime example of biased reporting is the article in the Tribune on March 11 entitled “Salmon season may close early in Oregon, Northern California.”

At first glance the article seems like objective, neutral reporting of a meeting in Seattle about salmon fishing. The distortions are subtle, but crucial. At the beginning of the article, the author says that fishery officials are trying to develop a plan that will “not harm declining populations of Chinook and Coho salmon.” The reference to Coho salmon is misplaced. Coho salmon were not a topic of discussion in Seattle. There has not been Coho fishing along the California coast for many years. The reader is also left with the impression that we have declining stocks of salmon. This is absolutely false. Overall, Chinook salmon stocks are at their highest level in decades. The salmon runs on the Sacramento River in the last two years were the largest in recorded history. The sole problem relates to one single river, the Klamath. Politicians have decided to let farmers and ranchers take such large amounts of water from the river, that low water levels have killed thousands of salmon. Over-fishing is not the problem. Discussions about closing the salmon season relate only to efforts to protect the run of wild salmon on this single river.

Will, i did really good last year in monterey using the new e chips, you must super glue the e chip before using them or they will fall out, the water mellon and crome ones worked good, looks bleak for salmon fishing above monterey this year, i hope it keeps raining and the goverment allows salmon fishing for the people up north, den TINCANCAPTIN

Will, I tried those e-chip look-a-likes. Primarily the watermelons. Pulled them for miles. Never got a bump. Only bought them when the real things were not to be found.

Looks like we are in for opening day April 1st.

We are running Friday, March 31st, this has paid off for us the last 3 years. Anyone who would like to join in Friday, is welcome, call me on the radio or e-mail djaflc@yahoo.com. Our partner has his boat in Mexico, this year.
Last year we covered 98 miles on Friday, and found the bait. It paid off for both of us opening weekend. Would like to widen the seach this year. Let me know.

OK let's talk a little salmon fishing. Has anybody out there noticed a difference using flashers or lures with e-chip technology? I personally have not done very well with them, but maybe the fish were just not around those days. Anyway, just wondering what your thoughts were.

we took it back to the dealer down south , because there was some warranty issues they needed to take care of, I dont think we can take it anywhere else , and since its diesel I dont think there is anybody in this area that works on them.

I did not fish yesterday either , fighting this cold and did not think standing in the ocean would help it any, leaving for Coeur D Alene in the morning for a couple months , so stay on them perch dont give them any slack.
Ill be watching the board from Idaho and will throw my 2 cents in once in a while , I may have a better salmon season than you guys , one thing for sure there aint no FUR BALLS to take em off my hooks .
Keep them bloody worms hanging.

The Pacific Fishery Management Council (Council) recommended National Marine Fisheries Service (NMFS) take inseason action to suspend the scheduled March 15 through April 30 openings for commercial fisheries in the Fort Bragg area and the Oregon coast from Cape Falcon to the Oregon/California border, and the April 2 through April 30 California recreational fishery from Point Arena to Point Sur.

About boat repairs. I recommend Mark's Marine in Santa Maria. I screwed up this season and took mine (Volvo Penta) to Paso Robles, because I can't do the work yet (warranty) and it was closer. I am very disappointed in the work. Unlike the guys in Paso, Greg, down at Mark's (owner) is real honest and knows his stuff. When I say the guys in Paso, I do not mean Harold. Of course, if you have a Davis, you won't have any trouble.

Hell must have frozen over because here is an article in the LA Times that I recommend everyone read. It's a tribute to Gianniis.

A follow up on the Salmon situation:
The three options that were passed by the PFMC late friday eve all include April the 1st for our opener (south of Pt. Sur). So unless something pops up it looks like we are good to go !! Fingers crossed !!
According to their website the PFMC will post the decisions reached Friday by the end of the workday tomorrow. We'll see.

Friends: I know that everyone is all worked up over the salmon issue and no one really is concerned about rockfishing at this moment. So, you might want to copy and print the comments below for reading at another time. This is a current summary of the MLPA process.

Summary of MLPA Issues

This is another complex issue fraught with danger and threats to commercial and recreational fishing. I will only summarize the issues here. The Marine Life Protection Act (MLPA) can be found in the California Fish & Game Code, Chapter 10.5 (sections 2850-2863). It is not very long and would be worthwhile reading for all of you. You would be shocked at how the anti-fishing forces are distorted and twisted the language of this legislation to justify their claims for new no-fish zones (called Marine Reserves). It is clear from reading the legislation that improvement of existing MPAs (Marine Protected Areas) is the primary goal of this legislation. It is a long and complex story on how the anti-fishing groups, in league with some liberal marine biologists, have been able to convince CDFG that new no-fish zones are required under this legislation. That will have to be saved as a topic for another day. Suffice it to say that the regulators are going forward with plans to carve out a large chunk of the coastline for new marine reserves. Here is the history of this process and its current status.

After this legislation was passed back in 1998, CDFG went forward with efforts to evaluate existing MPAs and consider new MPAs. Eventually CDFG ran out of money and did not have funds to complete the process. The whole MLPA process was put on the back-burner. Various anti-fishing groups were disappointed that efforts to close down parts of the coastline were sidelined because of budgetary restraints. They approached officials at CDFG and offered to give money to CDFG to complete this process. CDFG rightly refused their money, saying they would not take outside money with strings attached … that it be used only for completion of the MLPA process. The anti-fishing groups made an end-run around CDFG and went directly to the legislature and pushed through a piece of legislation (SB 1319) which calls for the establishment of a public trust fund that allows outside interest groups to funnel money into a trust account that is used to complete the MLPA process. As most of you know, there is a lawsuit pending right now attacking this legislation and its provision that allows outside interest groups to fund their pet project. Everyone who works on this project and is paid by this trust fund knows that the money will dry up unless these anti-fishing groups get their wishes for more no-fish reserves up and down the coast.

A Blue Ribbon Task Force (BRTF) was created to administer this process and come up with proposals that will go to Fish & Game for review and ultimately to the Fish and Game Commission for final approval. The Central Coast was chosen as the first area for examination. A panel of stakeholders was created which is about evenly divided between environmental groups and consumptive members. This working group was charged with coming up with proposals within a particular framework for MPAs along the Central Coast. A Scientific Advisory Team (SAT) was also created that would give advice on whether the proposals from the BRTF met certain scientific guidelines. Almost all of these scientists receive compensation from anti-fishing groups. This SAT certainly has an agenda to create as many new no-fish reserves as possible.

The stakeholders group described above worked for almost a year to come up with a proposal that would be forwarded to the BRTF and SAT for review. This group could not reach a consensus. The anti-fishing groups wanted a major part of the coast set aside as no-fish zones. The consumptive members (sometimes labeled the fishermen’s group) wanted a minimum of new MPAs. Finally three proposals were drafted. The proposal receiving the majority of votes is now called Proposal #1 and was backed by the consumptive members (fishermen). As a nasty twist by the BRTF they refer to this proposal as the “Fishermen’s Proposal” when it should really be called the majority proposal.

Incredibly, after the stakeholders group had completed their work, the SAT looked at Proposal #1 and said they would not give approval to this proposal. They said it did not set aside enough area as no-fish zones. The BRTF threatened to refuse to send this majority proposal forward unless the plan was altered to include more land as no-fish zones. The consumptive users finally relented and Proposal #1 is going forward to CDFG with the amendments demanded by the bought-and-paid-for scientific panel.

So, that is the current status. The proposals from the stakeholder working committee have gone to the BRTF and they will soon be forwarding these proposals to Fish & Game. The BRTF is not obligated to choose the majority proposal (Proposal #1) as their preferred alternative. In fact, many believe that the BRTF will pick another proposal which sets aside more of the coastline as no-fish zones. I think the decision on this issue will be before the BRTF this coming week.

When CDFG gets the batch of proposals, their staff will work on the matter and finally send these proposals to the Fish and Game Commission with their own comments and recommendations. The Fish and Game Commission is suppose to vote on the proposals this coming November.

There is a lot of underhanded politics going on behind the scenes and many fishermen believe that the “fix is in” and we will lose a major part of the Central Coast to no-fish reserves. It may be that the lawsuit by Coastside Fishing Club has the best chance of protecting our fishing rights. The CCFCC has contributed money to Coastside to help with this lawsuit and are committed to contributing more money as needed.

My buddy called this morning and read the Oregon paper from Coos Bay....Oregon will open there sport season this wed the 15th as scheduled...This area is about 150 or so miles north of the Klamath and they are fishing this week...Good for Oregon but why are we not going to open above Sur???The Klamath is a long ways from here...What data are they using that allows tham to fish???

There is precedence for the DFG to disregard the PFMC and open state waters... up to 3 miles out. They did it a number of years back over an issue with the winter run. We paid a heavy price for it but not as heavy as we are paying now.

Closing the season in CA for 350 fish that won't be able to spawn when they get home is one of the most asinine things I've ever heard and that's saying a lot from this state! Those fish were killed when the water was diverted in 2002.

I think we need to start hammering the DFG. They need to understand the depth of our wrath.

Well, it just got too late last night to give you an update, and things were very much in a state of flux – so I really didn’t know what to say. So as the Council wrapped up today, things are only somewhat more clear. We still have 3 options that will go out for public comment and review – and the final decision will be made at the Council meeting in April: they are No fishing, essentially no fishing, and a 2005 like season (which coupled with the Emergency Rule is the Ticehurst Plan). Which of these options is selected will depend on the case that can be made between now and the April meeting. Any of the fishing options will require an Emergency Rule, so we are still on the plan that we set out on, but it will be an up-hill battle.

In the mean time, the one action the Council did take today, was to put off the intended April salmon openings south of Point Arena. This will be reviewed again at the April meeting, so perhaps there will be an opening later in the month, depending upon the season decisions for the remainder of 2006.

NMFS finally arrived with their guidance letter today – it should have been here before the meeting ever got started, but was “in review” in DC. The letter makes it clear that No salmon fishing is the expected outcome, unless the Council makes a very solid case for an Emergency Rule. That is not really un-expected, but the tone of the letter is much stronger than we had hoped.

I supported the Salmon Advisory Subcommittee last night and again this morning in crafting options to meet some ugly constraints on the salmon fishery. We were given essentially no room in which to develop a viable season, but managed to put a few days into the critical months in an attempt to salvage something. This is what I referred to earlier as the “essentially no-fishing” option.

We were advised by Marija Volkovich that we need to again need to mount a letter campaign to convince NMFS, the Council, and the CDFG that we are facing a disaster in light of two of the three options, and that we need an Emergency Rule in order to salvage any kind of a season at all. More on this later from the BOD.

This has been a very emotional and trying meeting. We have reformed alliances and held on to critical support that will be necessary if we are to prevail in April, but things are very delicate now, and we need each other to be successful.

So hang in there with us, we will carry this fight into the April meeting and hopefully we will emerge with a salmon season that we can live with.

i clicked the prompt from riff raft below on the fishing regulations and its true, they have shut us down until a decision on an april 3-5 meeting.
in an earlier post i joked about fishing just in san francisco bay, but maybe this will be a reality. can we fish salmon in the sacramento delta? where is the cut off point from coast to river? salt water to fresh water? or having never fished up there am i way off base? i can't seem to pull this info up in the regs or online.

It seems simple to me. Hit 'em where it hurts - their wallets. If everyone waited to buy a license until they opened a viable season, say, May, it would bankrupt the DFG and put the pressure where it counts. Also, you could probably fish anyway since DFG couldn't afford to field any wardens.

All of the fish we currently release out of Avila are from the Sacramento/San Juaquin river system. Most of those salmon will eventually return there, if they are not caught locally. They definitely contribute heavily to the fish caught in the ocean here. Some, a small amount, will go up San Luis Creek. (they like it here) We add between 70,000 and 140,000 fish to the local waters each year. We do it for fishermen. If salmon season is closed this year these fish will return eventually to the Sacramento River, but our mission "fish for everyone" will be wasted. Thing is, we supply our own fish with our own money, and now it appears that they won't let us catch them. What a screwed up system! I fear the world is going insane.

This was posted on Coastside. They have a rep at the meetings in Seattle so it is probably straight.

The Council took official action and closed down the month of April. It will not open the 1st.

They moved all options onto the April meeting in Sacramento.

This is where Coastside will rent the busses, buy lunch and ask you to go for a ride with us.

I believe this is really going to come down to what the Fed's will permit. Darrell will be returning tonight we will shift our efforts to Washington DC now I believe.

There will; be an emergency BOD meeting to ratchet up the campaign color brochures etc to sign and send to designated people.

I will be waiting for Darrell and Dan's post summarizing what happened.

Yes, waste. As far as I know, fish that are released from Central Coast's hatchery do NOT go up San Luis creek to spawn. If they aren't caught I believe they are wasted. Will Bateman probably knows more about this than I do.

Ok. So what I can figure from searching the web is that the feds allowed them to divert so much water from the Klamath that all the salmon died and now they want to close the whole thing down and punish the rec fishermen for their corrupt policies. This is BULL! What do we do? How about we sue the bastards PERSONALLY who allowed them to divert all the water?

Does the state have to follow the PFMC?

Can we put pressure on the DFG to allow us to fish in state waters... 3 miles?

This whole thing is crazy! We've spent millions on the hatcheries so that our stocks are in good shape but all these fish that WE HAVE PAID FOR are going to go to waste. All for a couple hundred fish?

Based on the reports that I just read. There will be NO SALMON OPENER ON THE 1ST OF APRIL. What ever our salmon season will be, will be decided by the "powers" during their april meetings.

WE MUST LET THE PEOPLE THAT ARE SUPPOSE TO REPRESENT US KNOW THAT A TOTAL CLOSURE IS UNACCEPTABLE !! ESPECIALLY SINCE "OUR GOVERNMENT" CAUSED THE PROBLEM IN THE FIRST PLACE.

it's time for civil disobedience guys! When the king of England wanted to impose taxes, the boys stayed home and the men went looking for TEA and dumped it in Boston harbor. They may leave it open south of Sur but we need to send a message of solidarity for those that fish north of here. Let's all go fishin for salmon April 1st in MONTEREY BAY, what are they going to do? Arrest ALL of us? LET'S GO FISHIN!!!
