There was a post a while back asking when Virgs was going to do an exploratory albacore trip. I think it would be a cool idea for members of this web site to go out on a trip together when the wind lets up. Sort of a start of the season bash without each of us spending tons of $ on fuel in our own boats. A fun get together (which I will always endorse) and sort of a clinic on LFT fishing. Anyone in? Wes; John is a great guy and he loves albacore. If we get some this year for sure we have to get some to him as thanks for his forecasts. Blackie jr.; Coastside fishing club has already filed a law suit in regards to special interest funding/participation in the regulatory process. Mel (CCFCC) has also provide funds to them to support this legal effort. The case is scheduled for Oct and I'll let Mel give you the details. SST/Cholorophyll Doesn't look like the wind has turned the water very dirty..yet and the temps have not dropped too much. If you look at the buoys from Oregon south you see Conception at 30 kts and the Oregon buoy at 3 kts . Oregon not only has fish but the weather too ! |

Here is part of the MLPA section from the DFG website which describes the relationship between the two groups. Mel, is there any law which prohibits private "special interest" groups from directly funding efforts to restrict our fishing rights. This conduct is egregious. Marine Life Protection Act Central Coast Study Region Department Preferred Alternative California Department of Fish and Game June 22, 2006 MLPA Initiative Process In order to meet the above requirements, the Department and Resources Agency entered into a memorandum of understanding (MOU) with the Resources Legacy Fund Foundation (RLFF) to develop a process that would ensure the timely implementation of the MLPA. The MLPA Initiative was launched to conduct this process and set out to achieve four key objectives to by December 2006: • the development of a draft master plan framework (adopted by the Commission in August, 2005); • the development of alternative proposals for an MPA network in a central coast study region (transmitted to the Department in April 2006); • recommendations on funding sources for MPA implementation and management (transmitted to the Resources Secretary in December 2005); and • recommendations to increase the coordination between state and federal agencies with authority to manage ocean resources (to be completed). These products were intended to provide a strong foundation for completing the planning and implementation of a statewide network of MPAs by 2011. The MLPA Initiative included the following groups and organizations involved in the central coast planning process: Marine Life Protection Act Central Coast Study Region Department Preferred Alternative California Department of Fish and Game Page 3 of 8 June 22, 2006 • MLPA Initiative staff (contracted) • Department Staff • Four volunteer bodies: o MLPA Blue Ribbon Task Force (BRTF; an oversight body) o Science Advisory Team (SAT; an expansion of the former Master Plan Team with additional expertise), including a SAT subteam for the central coast region o MLPA Statewide Interests Group for providing advice on the initiative process, o Regional stakeholder group for the central coast region • Peer review group • Commission Using the Commission-adopted master plan framework as a guide, the above groups conducted a comprehensive effort to identify a range of alternative proposals of MPA network components for the Central Coast to submit to the Department. Pursuant to the MOU between the Department, Resources Agency and RLFF, the Department had the following roles in preparing a preferred alternative: • “The Department will receive from the Blue Ribbon Task Force the … proposal for alternative networks of MPAs in an area along the central coast…” • “…(T)he Department will independently review and make any amendments or modifications to the draft documents that it determines appropriate…” • “…(T)he Department will submit to the Commission for its review and consideration the revised drafts as the Department's draft … proposal for alternative networks of MPAs in an area along the central coast…” These roles were consistent with the intent of the MLPA and the roles specified in the MLPA for the Department and Commission. Specifically, the MLPA requires the following with regards to a master plan including a preferred alternative proposal for MPAs: • “…The commission shall adopt a master plan that guides the adoption and implementation of the Marine Life Protection Program…” [2855(a)] • “The department … shall develop a preferred siting alternative that incorporates information and views provided by people who live in the area and other interested parties…” [2857(a), FGC] • “…(T)he department shall submit to the commission a draft of the master plan…” [2859(a), FGC] |

This is from the web site of the resources legacy fund who appears to be driving the DFG fish closure machine. Could the DFG have found a more leftist tree hugging group to fund the drive to close our fishing. Fished PSL on the 4th for salmon early and the weather was great until noon. Had one big salmon pull immediately that did not stick. No other hits for two hours trolling around the red light. Came inside and caught some great rock fish for dinner. I caught a lot of canarys, which were released. Will |

Friends: Rock fishing is a big part of my fishing-life. I am angered beyond belief at the proposal by our Fish & Game. The proposal is absurd, harmful and outrageous! The three main fishing areas that I frequent are Pt. Buchon, the area south of Cambria ... and the area just below and just above the Piedras Blancas lighthouse. All of these areas will be closed to fishing if the proposal by the IDIOTS at Fish & Game are accepted. We have got to stop this destruction of our fishing rights. You have been told that Ryan Brodderick is a "friend of the fisherman". After seeing their proposal which he supports and champions ... we know HE IS NO FRIEND OF ANY FISHERMEN ... The CCFCC is open to your comments on how we can stop this horrible destruction of our rights. Mel |

Here is John's report/forecast posted today. ================== DCPP Weather Forecast for Monday 07/03/06 =============== SEA/SWELL: Fresh to strong northwesterly winds will generate a 4 to 6 foot northwesterly (300°) sea/swell (with a 5-8 second period) along our coastline through Tuesday morning, increasing to 5 to 7 feet on Tuesday afternoon through Wednesday morning. Increasing northwesterly winds will produce a 6 to 8 foot northwesterly (300°) sea/swell (with a 5-9 second period) late Wednesday night and will continue at this height and period through Friday, decreasing to 5 to 7 feet on Saturday, Sunday and Monday. The latest thinking is that the overcast will be stubborn enough to at least partially obscure visibilities. Regardless, the marine clouds should be extensive on Wednesday morning and that should lead to some cooler temperature across the inland areas. High pressure builds over our area next weekend and the northwesterly winds looks to weaken a bit. That will produce warmer temperatures not just in the interior, but near the coast as well. Fisherman's Beach is the last beach on the left as you approach the Portside Marine's boat launch....so left of the boat launch would be the answer. Kayak over to the Mello Boy for some live bait if you don't want to make bait. The beaches just inside the breakwater are kayak accesible and should hold the 'Buts too. |

Been away from the computer since friday: We fished PSL saturday for two 10# kings and one shaker. Also had two other huge take downs that did not stick. Fish were inside the red light in 100' of water and there was very little bait. I think it has all migrated into the bay, which is amazing. Sunday we had no hits at all for two hours of fishing and it was very lumpy, but still fishable. I will try again on the 4th. All fish came on a pearl/green Apex behind a chrome dodger at 70' on the wire. |

Was for sure SLOPPY yesterday out there, we did manage to scratch out three limits for , four of us, some nice quality reds. If anybody snags a sea anchor off the bottom ,, can i have it back,, MARINES dont tie knots worth a sh--, oh well just get another. Stacey; Relentless and no end in site ! The computer models show at least another week of winds. To make it even worse they havn't blown away the marine layer long enough to get any good SST/cholorophyll shots. When we have srong winds like this for long periods it keeps the albacore out 100+ miles. I think july is a lost cause and now I am hoping for august! |

Harrell Is there going to be any break in the wind soon. Been looking at the sky cover forecast and can't see any prediction for a good terrafin. Supposed to be a comet transiting the sky tonight around 945 or so if anyone is interested. |

Fished salmon out of MB this morning from 7:00-9:00am.It was not as foggy and nasty as yesterday (when we turned around just outside the harbor).Visibility was pretty good today until 8:45 when the swell came up BIG and the fog landed at the same time.We did have one double hookup fishing 80-100ft down the wire, just north of the rock in 135ft.We got the king that was hooked on the hoochie/flasher and lost the fish hooked on the green Apex right at the boat while we tried to clear the first fish from the net.Both fish were about 10-12lbs.I metered lots of bait and salmon in close to the rock and absolutely nothing outside in the 180ft area farther north that we fished last weekend.I'll be back out early tomorrow with the expectation that the wind and swell will make for another short trolling day....jeff |

That package includes 26 marine protected areas covering more than 200 square miles, or about 18 percent of state waters in the central coast region from Point Conception to Pigeon Point. While providing significant new resource protection along the central coast, only half of those areas and less than 9 percent of state waters in the region are designated as "no-take" reserves. DFG held more than 30 meetings with stakeholders, government officials and interested citizens to discuss its recommendations as it developed package P. "The task force and stakeholders did a Herculean job giving the department some well-crafted proposals for consideration," Broddrick said. "While reviewing them to ensure we could create enforceable boundaries, reduce potential disruption to fishing activities, improve recreational opportunities and meet the scientific goals of MLPA, we needed to make some adjustments. The result of our input is package P." The commission will review the department's proposal and alternatives over the next few months and may adopt a final option later this summer. The implementing regulations for the central coast MPAs will be scheduled for commission adoption after the environmental review process is complete. The next step in the MLPA process will be a series of public meetings, starting on Aug.2 in Sacramento, wherein the commission will discuss and take public comment on the department's preferred option and the alternatives. The commission is the official decision-making authority for implementation of the MLPA. The commission will adopt the final master plan and proposals for regional marine protected areas along with supporting CEQA documentation and regulations. In addition to the meeting on Aug. 2, the commission has scheduled a second, special meeting for Aug. 15 in Monterey. Additional meetings may be held in accordance with the commission's regular meeting schedule. "I look forward to the next round of public participation as we look to developing a comprehensive package with wide constituent approval," Michael Flores, President of the Fish and Game Commission, said. "We have every intention of continuing an open and transparent process." Wasn't Me, You're lucky 'IT' stayed in the water. Errow out of Cambria had one come over the transom of his boat. Stayed in his boat until he got to shore & had to unload everything out of the boat to turn it over and litterly pour the critter out. The seal had teeth marks along his side. Was likely a white scarred that lil' seal outa his wits. |

WASNT ME We had a habor seal last year off Cambria in one of our spots that was out there EVERY time we were , he would just hang around and wait till you got a ling then he would watch until you released it , he would get the shorts before they hit the bottom , Blackie jr fought him for 15 min one day over a ling we just kept following and when he came up tp eat it we chased him back down, he finally let go and we got the legal ling back with only a rip in the gill plate. Went up to the white rock before the winds and caught some nice reds and coppers. Not many legal lings but caught one of the biggest ocean whitefish we've ever seen, about 8 lbs. Has anyone else had a harbor seal steal fish on their line? I had it take a blue while it was still pretty deep and then it grabbed a ling and I fought it for about 5 min. trying to get my lure back. Thought both times I had a giant ling hitchhiker until the line swam to the surface. |

Good news and bad news! The good news is the chlorophyll shots show lots of clean water as close as 20 miles. There is a really good looking 61-62 degree plume just out side the elbow that probably has tuna in it. The bad news is there is no end in sight for this wind!! The computer models show it through next saturday. Just have to watch and wait. |

Fished Fishermans' Beach Thursday afternoon, from the shore, caught 15 halibut in 2 hours. Maybe I really don't need the boat after all. All the fish were short, the longest was 20". Only the second time in my life of catching halibut from shore. Also met Will Bateman, a good day all around. |

The ocean held off till 11:00, long enough to catch a couple of salmon 1 keeper, 1 small. Thanks Hardisty for the use of your lucky lure, he had a limit by 8:30. With any luck we will get in at least the same amount of fish time tommorrow before the weather shuts us down. SST/Chlorophyll; Our albacore water is really shaping up good. We have clean 60 degree water as close as 60 miles and maybe even a little closer. AT Point Sur it is almost on the beach at 10 miles. When this wind lays down again, but probably not for a week or so, it may be time to go looking ! |

Barry F., The latest Diablo weather report I can get is from 6/19/06 which is a week and a half ago. Are you getting a more recent one? Maybe there's something wrong with my computer. |

Jim, Like Eric said, watch the "sloppy short-period chop". Even if the swell isn't up we get some nasty wind waves sometimes. My mom said they were bad this afternoon on her way in. |

Jim G: Winds today out on Estero Bay were light-to-moderate NW, it varied all day from 5 to 15 knots. Not bad, but it's forecast to increase more and more in the next few days though. The swells are fairly small, probably 2-4 feet. Check the weather reports at National Weather Service, or the Diablo Canyon report which is always very accurate. You can always tune into the weather forecasts on your VHF radio too. Especially important to listen for is the Cape San Martin weather buoy. It's up off the lower Big Sur coast, and is an excellent indicator of what kind of wind is on the way here. I'd say that if you're going tomorrow, go early and plan on a short day with 15-25 knots of NW in the early afternoon, if not sooner, and probably some sloppy short-period chop. The've got a small craft advisory posted now. Today cleared up, but very heavy fog has been a factor for the last few days too. Good luck. Eric Endersby |

I want to take my 13 year old daughter rock cod fishing out of Morro.... How are the swells / wind? If she gets scared she might never want to go again... any advice would be greatly appreciated... its not too often she wants time with pops... |

Speaking of bait.... I fished off the pier in Avila tonight for an hour or two looking for some shark, but only found the biggest bait ball in the history of the world. Sardines and mackerel held tight there for at least 2 hours. Shouldn't be a problem for the bait boats to clean up in the next few days. how much longer do we have for salmon? |

Rather than ranting, I went fishing today. Fished out of Morro and made a quick run to Pt. Buchon at about 0645. First 4 drops yielded 4 Lings all measuring 23.98" of course! Just didn't feel right using the Ling Stretcher-outer on 'em. We started in about 100' of water. We caught maybe 6 more all just inside 24", no legals. We boated 14 nice Reds between the 3 of us before 10 a.m. and then headed in an attempt to act like we were all going to work! Wind was at 10-15 kts early then built up to nearly 20 for a bit then layed down by the time we headed back in. Swell was not bad and very manageable. San Diego Tuna report: I just got home yesterday from a 2 day on the TopGun 80 out of H&M. The bite was on mid week last week until that southern storm wreaked havoc on the fishery. The trip that came in on TopGun right before our departure spent 2 days and had ONE Blue Fin and we were bummin'! Turned out no tuna for our 2 day but we did stick about 80 Yellowtail off the patties and scores of Bonies on the troll most of which were released. Fun trip even without the Tuna. That boat, which is owned and operated by Bob Taft is one hell of a nice vessel and it road through the snot fantastically. I'm back on in 30 days for another attempt. Moorefish, et al. Regarding Megabaits.... word has it that they are being sued for copyright infringement and they are soon to go belly up due to the cost of the fight. Megabaits will be no more. I left a few at the local Wally-Mart for those in need. I think what I have in my inventory now shall last till the end of time. |
